Minutes of the November 6, 2014, Apple Valley Parks and Recreation Advisory Committee.
PRESENT: Parks and Recreation Advisory Committee Chair Lee Strom; Committee Secretary
Patrick Sullivan; Committee Members, Noel Hammill, and Brenton Schulz; Parks and Recreation
Director Barry Bernstein; Parks Superintendent Tom Adamini; Recreation Superintendent Scott
Breuer; Valleywood Golf Course Manager Jim Zinck; Arena Manager Brian Christianson;
Department Assistant Dorene Perkins Moun; and three members of the public.
ABSENT: Kanika Gupta, Boyd Montgomery, and Cindy Hart
ITEM 1. Committee Chair Strom called the meeting to order at 7:00 p.m.
ITEM 2. Approval of Agenda
Director Bernstein requested the addition of Agenda Item — County Road 42 Dakota County
Project.
MOTION: by Sullivan, seconded by Hammill to approve the agenda with the
addition of Item 5.1-1. Agenda Item — County Road 42 Trail.

ITEM 4. Approval of the September 2014 Minutes.

ITEM 5.A. Agenda Items — Introduction of Arena Manager
Director Bernstein introduced new Arena Manager Brian Christianson, Arena Manager
Christianson joined the Parks and Recreation staff in July 214. His previous employment
includes the City of Lakeville and the City of Forest Lake. He reported on current Apple Valley

Arena projects, staffing, and how available ice time is promoted. Committee welcomed Manager
Christianson to the staff.
ITEM 5.11. Agenda Items — Dakota County North Creek Greenway County Rd 38 Trail &
Pedestrian Bridge

Chris Hartzell, Dakota County Project Manager for the North Creek Greenway presented. The
North Creek Greenway trail spans fourteen miles from Lebanon Hills Regional Park to the
Vermillion River, through the communities of Eagan, Apple Valley, Lakeville, Farmington, and
Empire Township. Mr. Hartzell provided project background, an alignment update adopted by
the County, pedestrian bridge design option, and current timeline and schedule. In 2011 Dakota
County received a $1.1 million Met Council transportation enhancement grant for the trail portion
that spans County Road 38, through the MN Zoo, and connects to Johnny Cake Ridge Road. A
Public Open House is scheduled for December 10, and another one is scheduled in 2015.

Greenway northern portion.

ITEM 5.C. Agenda Items — Trail Request — Apple Valley Former Composting Site in Lakeville
Director Bernstein presented as in informational update. Apple Valley owns a 20 acre parcel of
property south of 160`h Street, east of Pilot Knob Road, in Lakeville. Previously a waste water
treatment plant and composting site, the City of Lakeville has requested installation authorization
of a trail running through the property as part of the North Creek Greenway. The property is
currently rented for agricultural purposes. Trail funding would not be Apple Valley's
responsibility.
MOTION: by Hammill, seconded by Sullivan, supporting continued staff
cooperation with the City of Lakeville in regards to the North Creek
Greenway trail as proposed to cross the City of Apple Valley property
located in Lakeville.

ITEM 5.1). Agenda Items — Park Maintenance — Projects Update
Park Superintendent Adamini presented. Reviewed was the September 2014 Great River
Greening project held in Alimagnet Park, Legion Field concession/pressbox relocation and
bleacher installation, Kelley Park fountain fencing installation, athletic field maintenance, and the
October/November project list Quarry Point Park storm sewer connection is projected to be
completed this fall.

ITEM 5.E. Agenda Items — 2015 Fee Schedules and Renal Policies
Director Bernstein presented. Committee suggestion was to adjust Valleywood's Executive Pass
from the suggested $600 to $450 and following it with marketing program to attract that age
group. Valleywood is the only regulation 18 hole course in Apple Valley, Burnsville, and Eagan
area. Discussion was held regarding a golf punchcard option and optimal number of golf rounds
for the course.
Committee questioned Redwood Pool's 2014 participation numbers and Recreation
Superintendent Breuer reported they are very similar to 2013 numbers.
MOTION: by Schulz, seconded by Sullivan, supporting the proposed 2015 Fee
Schedule with the suggested adjustment from $600 to $450 of Valleywood's
Executive Pass.

ITEM 5.F. Agenda Items — St. Paul Growers Association Holiday/Winter Market
Recreation Superintendent Breuer presented. Staff and the Mayor have been working with Jack
Gerten of the St. Paul Growers Association to bring the outdoor summer farmers market indoors
to Redwood Community Center on Thursdays, November 20`h, 2014, through January 22°d, 2015,
from 3:00 — 7:00 p.m., excluding holiday dates. Ten to twenty vendors are anticipated. City
Council has authorized the Farmers Market as a community event.

ITEM 5.11. Agenda Item — County Road 42 Trail
Director Bernstein presented. Staff has been working with Dakota County on the proposed trail
that would run along the north side of County Road 42 from Nicollet Avenue in Burnsville
through Apple Valley. A necessary retaining wall replacement will be done at the water pond of
Redwood Park and the facility's marquee sign will be relocated. It's proposed the pond's water
quality will be addressed by installation of a rainwater garden. Dakota County has asked for
Committee support of the trail project.

Committee discussion included distance between pedestrian and automobile traffic, parking lot
water directional flow and potentially needed corrections to move it to the proposed rain garden
area.

42 Trail.

Parks Superintendent Tom Adamini and I met with Traditions Development to discuss the future
of Cobblestone Lake Park West. The outcome from the meeting:
• Reviewed previous proposals for the Cobblestone Lake Park West,
• Discussed beginning the planning process over the course of this winter,
• Initial meeting to discuss park is currently being coordinated,
• Possible construction in 2015.

SUBJECT: Cortland Development Park
Parks and Recreation Department staff has previously informed the Public Works Department
that it is the City's desire to assume ownership once the property is in condition to be finish
mowed. Public Works Director Todd Blomstrom has relayed the City's request to the developer.
The City may assume ownership as soon as early spring. I would like to set up a neighborhood
meeting to discuss potential features of this park (February?). After hearing input from the
neighborhood, staff will put together a development plan and bring it back to the neighborhood
for comment. I anticipate possible 2015 construction/completion of park.

SUBJECT: Valleywood Punch Cards
As discussed at our previous meeting we have explored the idea of offering a multi -use
punch card for rounds of golf and/or cart rentals for the 2015 season.
After reviewing some of our totals for the 2014 season we feel that it would be in our best
interest to start the program by offering punch cards for cart rental for the 2015 season.
Our rounds of golf grew over 2013 and we are seeing a fairly steady growth in our league
participants as well as our daily play. Also, we would most likely need to advance through
the city council any discounting of rounds of golf and don't feel this would be the best time
to pursue this option. We have been granted some latitude when it comes to promotional
discounts and we feel the cart punch card fits within these constraints. Another added
benefit of offering a reduced cart rate is that typically people riding in carts prove to be
more supportive of our food and beverage offerings thereby leading to more overall
revenue.
Our normal cart rental fee is $17 for a single 18-hole rider. We already offer a $2 discount
to season pass holders bringing their cost to $15/rider. We are proposing that we offer a
punch card for carts where the purchaser could get 10 pre -paid cart rentals for $140, 20 for
$270 and 30 for $390. This will ultimately bring the cost per rental down to $13/rental, a
four dollar discount (or 25%) from our standard cart rate.
I also feel this will be a good trial program to gage a possible punch card for rounds for the
2016 season and beyond.
I will provide some basic rounds of golf and overall revenue numbers at the upcoming
meeting and welcome any questions the committee may have.

The Parks and Recreation Advisory Committee will see a full recap of what the Parks and
Recreation Department accomplished in 2014 with a presentation of the Parks and Recreation
Year End Report at our next meeting.
