Background:
Staff wished to inform the Parks and Recreation Committee that we recognize Valleywood has a
Canadian goose issue and staff is motivated to ensure our golf population has a positive experience
at Valleywood. Recently, staff has received inquiries from visitors who play golf at Valleywood
asking if there is anything can be done regarding the Canadian Geese. I have enclosed an email
from Jim Zink, Golf Course Manager, informing me of measures that have been taken thus far.
Email from Jim Zinck to Barry Bernstein:
Just to bring you up to speed on some things we have tried over the years to combat the goose
problem at Valleywood -.
Starting about 15-18 years ago the goose population started exploding at Valleywood. It is my
belief that we are attracting the geese from all around the area due to the large amount of
undeveloped acreage around us. Between Lebanon Hills Regional Park, Camp Sacajawea and
Zoo property we have hundreds of undeveloped acres around us. The closing and re-
development of the Parkview property has only intensified the problem. We have 11 ponds on
the golf course with most of them exposed on one side to closely mown areas and rougher terrain
on the other. Because of the sheer numbers it is extremely difficult to maintain any of the below
listed options on all of the ponds.
Various things we have tried to combat the goose population:
• Fake Coyote's placed around some of the most targeted greens (worked for about 2
months).
• Fishing line strung around ponds at goose's chest height. (Worked on a couple of the
ponds. But, it just lead to the geese concentrating in other ponds)
• Fake swans in pond near 7`h green (worked very briefly if at all)
• Chemical application containing pepper to make the grass less desirable to the
geese. (Worked somewhat. However it required re -applying the chemical after any
rainfall, irrigation or mowing).
• An option was provided to put the pepper into the irrigation system. This was determined
to be cost prohibitive.
• Contacted a Canadian Geese Management Company
• Looked at getting another dog
• Discussed allowing for a goose harvest
• Get a quote from one of the companies that provide a dog service.
Valleywood got a dog (Cloud) in 2002, Within 2 years he reduced the goose population from
approximately 500 resident geese down to about 20/year. His presence kept the population to
about a dozen per year here for the next 10 years. Upon Clouds retirement in 2012 the
population started growing dramatically. The Canadian Geese population was estimated at about
200 resident geese during season with the population spiking at around 600 during the fall
migration this year. Cloud cost the city $600 to purchase and about $400/year in food and
veterinary bills. I would estimate the cost of this service to be about $750-1000/month.
Recommendation:
• No action at this time
• Staff wished to share with the Parks and Recreation Committee options that are being
considered to thin the Canadian Geese population at Valleywood Golf Course.

Staff met with Traditions Development to discuss this area
Outcome from meeting is Staff will be meeting again with Traditions Development to
look at possible construction in 2015. City has secured funding and will be matched by
Traditions.
• Discussions with Traditions and City will take place after the first of the year.
Recommendation:
• No action at this time
Staff will bring future concept plans of Cobblestone to the Parks and Recreation Committee
in 2015

SUBJECT: Great River Greening Event
Background:
The City of Apple Valley sought and received a restoration grant for Aligmagnet Park. The
restoration process began with a volunteer event on Saturday, September 27, 2014 from 8-12:30.
This event utilized volunteers to remove the existing invasive species and start the process of
restoring natural habitat, continuing into next year.
A letter was sent to surrounding residents of the park informing them of the event. Shuttle vans
from Redwood Park were used to minimize parking issues during the event.

ITEM 5.A. Agenda Items — Great River Greening Event
Director Bernstein presented information on the Great River Greening Event happening in
Alimagnet Park on Saturday, September 27, 2014 from 8:30 a.m. to 12:30 p.m. Great River
Greening will be utilizing approximately 150 volunteers to remove invasive plant species from
the park and replacing them with wildflowers. The City of Apple Valley has received a $60,000
Great River Greening grant to be used toward this three-year re-establishment project.

ITEM 5.B. Agenda Items — Embry Place Development
Director Bernstein presented Dakota County's GIS map of Embry Place Development, located
south of Lebanon Hills Cemetery for Committee information. Staff recommended accepting park
dedication cash in lieu of land in this development. Discussion regarded how park dedication
cash is used, park distance standards — park located within %2 mile of each home and how that's
changing, size of a neighborhood park, and other larger parks in the area.
MOTION: by Sullivan, seconded by Schulz, recommending City Council accept
cash in lieu of park dedication land within the Embry Place
Development.
DISCUSSION: The question was asked whether park dedication cash be ear -marked
to a specific park. Response was, historically, park dedication cash has
gone to a collective park dedication fund to be used on City parks in
general.

ITEM 5.C. Agenda Items — North Creek Greenway
This item was presented as in informational update. The North Creek Greenway will eventually
run between Minnesota Zoological Gardens and Farmington. Director Bernstein presented
illustrated concepts of the northern section being used by Dakota County seeking requests for
proposal. Included in the agenda packet were depictions of the Minnesota Zoo Trail & CSAH 38
pedestrian bridge. Staff believes the trail will be an asset to the City.
ITEM 5.1). Agenda Items — North Moeller Park — 136u Street Trail
Director Bernstein presented Dakota County's GIS map of the North Moeller Park — 136 h Street
trail area for Committee information. Director Bernstein met with a resident in the area regarding
weed/grass control around the two large rocks located along the north/south pathway. The
hillside erosion in the area will be addressed by eliminating the hillside mowing, planting natural
grasses, and allowing the area to return to a more natural state.
ITEM 5.E. Agenda Items — Belmont Park Pond
Director Bernstein presented Dakota County's GIS map of Belmont Park Pond area for
Committee information. Parks Maintenance crews have removed some of the overgrowth around
the pond and opened the area visually from Belmont Road to the tennis court and playground
across the pond.

ITEM 5A Agenda Items — Legion Field — verbal update
Director Bernstein updated the Committee on progress of the Johnny Cake Ridge Road
Legion Field pressbox relocation project. Building move is set for late September or early
October. In addition to Norlyn Smith's $50,000 donation toward the project, the American
Legion has donated $10,000, as well as an additional $3,000 for a sign for the project.
ITEM 5.G. Agenda Items — Cobblestone South Park — verbal update
Staff continues to work with Traditions Development in completing this park. Play equipment
features have been selected and staff is awaiting the outcome of a potential 50% match grant from
the play equipment manufacturer. The basketball court has been installed. The park is a
developer led project. It's anticipated by this time next year the park will be completed.
ITEM 5.11. Agenda Item — County Road 42 Dakota County Project meeting notices.
Two upcoming community meetings:
• Monday, September 22, 2014, a community meeting will be held to discuss County Road
42 interchange/potential removal of stop lights along County Road 42 at Elm Drive and at
Hayes Road. The meeting will be held at SouthCross Community Church in Burnsville
beginning at 5:30 p.m.
• Monday, September 29, 2014, a meeting is scheduled to discuss the installation of a trail
along the north side of County Road 42 from Burnsville into Apple Valley. The meeting
will be held at Redwood Community Center beginning at 5:30 p.m.

Background:
Staff has been working with Dakota County on the Greenway trail project that is prosed to
dissect the City of Apple Valley. This ambitious trail project is planned to travel from the
Minnesota Zoo through Apple Valley, Lakeville and Farmington. Enclosed you will find
preliminary trail concepts as well as preliminary pedestrian bridge type.
One segment we wish to discuss is the most northern segment of the Greenway trail. This trail
alignment does traverse through the Minnesota Zoo to McAndrews Road. Once this trail hits
McAndrews, a pedestrian bridge will connect this trail from the Zoo to the southern side of
County Road 38.
Chris Hartzell from Dakota County and project manager of this Greenway section of trail has
been invited to update the Parks and Recreation Advisory Committee regarding this trail project.
Recommendation:
• To support the Dakota County plan

Did you know the City of Apple Valley owns property in Lakeville?
As the new Director of Parks and Recreation, I did not know this either. I was approached by the
Lakeville Director of Parks and Recreation to discuss a possible trail link through this property
as part of the southern portion of the Greenway Trail project. I have enclosed pictures
illustrating a proposed trail connection through this property.

and composting site.

• Apple Valley presently has an agricultural agreement with.

• Lakeville is leading this project and no funding from Apple
Valley has been requested to this point.
Moving Forward Options
• Offer Parks and Recreation Dept. direction to work with the
City of Lakeville and update City Council.
• The Apple Valley City Council determines that a trail on this
property is not in existing plans at the present time.

Park Maintenance —
November 2014
Johnny Cake Ridge Park's Legion Field project is almost complete. The press box / concession
building was moved to the first base side, to allow for the installation of a small grandstand
behind the backstop. Pictured below are the footings Park Maintenance Staff poured on

After the press box at Johnny Cake Ridge Park's Legion Field was moved, staff concentrated on
constructing the concrete slab that the grandstand will rest upon.
Park Maintenance —

The contractor assembled the grandstand the week of October 20t'.
The picture below highlights Park Staff pouring the concrete that will house the Port -a -John
screen.
Other Park Maintenance Staff projects include:
• constructing three sets of new dugouts for Valley Middle Park;
• installing the dasher boards the week of October 6a' in the Sports Arena,
• along with the assistance from Sentence to Serve (S.T.S.) removed and treated all
willows surrounding Cobblestone Lake.
Park Maintenance— Projects Update November 2014
Park crews renovated the 90' baseball diamonds. This involves cutting new edges, seeding and
sodding, and reconstructing mounds. We also have two soccer fields and one football field down
for the fall season for turf renovation.
In an effort to keep unsupervised and under supervised children from climbing into the fountain
at Kelley Park, Park Staff had a railing fabricated and installed for this purpose.
In the photo below Park Maintenance Staff is topdressing the soccer fields at Quarry Point Park.
This was preceded by a rigorous aerification and will be followed by dormant over seeding. We
only get small windows of opportunity between playing seasons for aggressive turf maintenance;
nice weather has helped our cause.

SUBJECT: Revised Dates for the St. Paul Growers Association Holiday/Winter Market
(City Council Informal Meeting Item No. 5 and Regular Agenda Item No. 5A)

On Thursday night, the City Council will be considering a request from the St. Paul Growers
Association, Inc. for approval to operate a holiday/winter market as a community event at the
Redwood Community Center, located at 311 150a' Street West. Their original request was to allow
for use of the center for a market from 2:00 p.m. to 8:00 p.m. on December 4, 11, and 18 and
possibly January 8, 15, and 22; and to erect temporary community events signage in front of the
center prior to and through its duration.
Since the preparation of the council memo, the City met with a representative of the growers
association to discuss a proposed revision to the dates of the event. The association would like to
include November 20 to the list of dates for the event. The additional date has been incorporated
into the revised recommendation below.
Staff Recommendation: If the City Council concurs, staff is recommending the following:
• ApprovaI of the St. Paul Growers Association Holiday/Winter Market community
event at the Redwood Community Center from 2:00 p.m. to 8:00 p.m. on November
20, December 4, 11, and 18, and January 8, 15, and 22; and to allow the display of
special event signage in front of the Redwood Center.

Mr. Lovelace reviewed the request by St. Paul Growers Association, Inc., to operate a
holiday/winter farmers market as a community event at the Redwood Community Center and to
display temporary signage advertising the event.
Mr. Jack Gerten, from the St. Paul Growers Association, further described the proposed event
and displayed samples of products that will be for sale.

MOTION: of Grendahl, seconded by Goodwin, approving the St. Paul Growers
Association/Apple Valley Holiday Farmers Market community event as described
in the City Planner's memo and authorizing the display of event signage. Ayes -

SUBJECT: 2015 Parks and Recreation Advisory Committee Meeting Schedule
Current policy dictates the Parks and Recreation Advisory Committee meetings are held the first
Thursday of January, March, May, September, and November. The Committee added a summer park
tour to the schedule in 2012. Meetings are scheduled to be held at the Apple Valley Municipal Center.
Current practice has been to hold a 6:00 p.m. Informal (discussion) meeting in the Regent Room and a
7:00 p.m. Regular (formal) meeting in the Council Chambers.
Following this schedule, January's meeting date would fall on New Year's Day. Staff recommends
moving the January meeting to the third Thursday of the month, January 15a'. Incorporating the
adjustment and adding the park tour, the 2015 Parks and Recreation Advisory Committee meeting
schedule would be as follows:

Background:
Staff has been working with Dakota County on the potential of adding a trail section from
Interstate 35E working its way east through Apple Valley on the north side of County Road 42 to
the frontage low volume roads along the County Road.
I have enclosed a map of how this trail may impact Apple Valley.
Informational Points:
• Trail would traverse in front of Redwood Park on north side of County Road 42
• The Community Center sign at Redwood may be impacted
• New retaining wall between the pond on the west side of Redwood Park and the County
Road would need to be constructed
• Improvement of water quality for the pond is part of this project
• Dakota County is leading this project with City Staff input
Recommendation:
• To support the Dakota County plan and attached letter of support
