Minutes
1. Call to Order
The meeting was called to order at 7:00 p.m. by Arthur Zimmerman.
Members Present: Greg Dahlstrom, Linda Dolan, Charles Grawe, Dave

2. Approval of Agenda
MOTION: Mr. Grawe moved, second by Ms. Dolan, to approve the agenda
as presented. Motion passed 7-0.
3. Audience Items
There were no audience items.
4. Approval of May 8, 2024 Minutes
MOTION: Mr. McKenzie moved, second by Mr. Dahlstrom, to approve the
Minutes of May 8, 2024. Motion passed 6-0 (Mr. Saam abstained).
5A. Review of School Bus Stop on 140'h Street& Fountain Court
Mr. Anderson explained this issue had been raised at a previous meeting. The
concern was that a school bus stop was on a four-lane section of 1401h Street
and opposing traffic was failing to yield for the school bus arm. The bus
driver requested signage for the opposing lanes advising drivers of the bus
stop. The Manual on Uniform Traffic Control Devices warrants bus signage
in very limited conditions. Mr. Anderson said Engineering staff would prefer
the bus stop to be on Fleetwood Avenue where the bus stop is not on 140th
Street. The current stop on 1401h Street creates a safety condition for
eastbound traffic and increases the risk of rear end collision accidents.
MOTION: Mr. Grawe moved, second by Mr. McKenzie, to recommend the
City deny the request to install school stop bus ahead signage and work with
Independent School District 196 to consider moving the existing stop onto
Fleetwood Avenue. Motion passed 7-0.
5B. Review of 157th and Flagstaff Intersection
Mr. Anderson explained that Flagstaff is a four-lane, undivided roadway with
a 40 mile per hour speed limit. The average speed is 37 miles per hour and
the 85th percentile speed is 42 miles per hour. The average daily traffic
volume is about 5,600 vehicles. 157th has average traffic volumes of 1,500
vehicles on the west side and 3,500 vehicles on the east side. The intersection
has a significant crash rate, but the accidents have not been severe. The
accident rate on Flagstaff is much lower than a similar intersection with
Galaxie Avenue and is not ranked highly in the City's priority list for
improvements.
A traffic study found an afternoon delay of 33 seconds and a morning delay of
14 seconds. The view to the south for eastbound traffic is obstructed by
vegetation and the sight line can be addressed. There is also the potential to
look at a lane reduction in a future road improvement project, subject to
available funding and prioritization with other projects.
5C. Request for 4 Way Stop at Fleetwood & Flagstaff& Findlay
Mr. Anderson said the City received a request for a four-way stop at
Fleetwood and Findlay. The current condition has stop signs for Findlay
traffic, not Fleetwood traffic. The intersection has extremely low traffic
volumes and does not meet warrants for a four-way stop. There are sight
issues due to vegetation that could be addressed.
MOTION: Ms. Dolan moved, second by Mr. Shaw, to recommend the City
deny the request for a four-way stop, but recommends staff trim the vegetation
to address the site issues. Motion passed 7-0.
5D. Driver Feedback Results
Mr. Anderson reported the 85th percentile speeds.
Emory Avenue speeds were 18.79 and 17.35 miles per hour.
Flagstaff Avenue speeds were 43.09 and 41.32 miles per hour.
6A.Other Traffic Concerns Communicated to the City of Apple Valley
Police Concerns
There were no other concerns.
Public Works Concerns
Mr. Anderson noted the City is installing ADA signage on the Founders Trail
roundabout and will be installing audible crossing push buttons next year.
6B.Educational Issues
Ms. Dolan gave an update on upcoming seminars and workshops on traffic
safety.
7. Adjourn
MOTION: Mr. Saam moved, second by Mr. Grawe, to adjourn. Motion
passed 7-0. Meeting was adjourned at 7:58 p.m.
