HomeMy WebLinkAbout08/29/1985CITY OF APPLE VALLEY Dakota County, Minnesota August 29, 1985 Minutes of the special meeting of the City Council of Apple Valley, Dakota County, Minnesota, held August 29th, 1985, at 8:00 o'clock p.m. at the City Hall. PRESENT: Mayor Branning; Councilmembers Holton and Humphrey; Administrator Asleson and Administrative Assistant Lawell. ABSENT: Councilmembers Goodwin and Savanick. Mayor Branning called the meeting to order at 8:08 p.m. MOTION: of Holton, seconded by Humphrey, appointing M. Thomas Lawell APPOINT DEPUTY CITY Deputy City Clerk for the duration of tonight's meeting. CLERK Ayes - 3 - Nays - 0. Mr. Asleson distributed Resolution No. 1985-160 which outlines the SPECIAL ASSESSMENT proposed special assessment rolls numbered 204 through 212. He stated ROLLS 204-212 that the assessment rolls were prepared by him, with assistance of the City Engineer where appropriate, according to instructions given by the Council. The Southport 2nd Addition and Central Trunk Sanitary projects were noted as being unique due to certain deferrment characteristics. The total amount to be specially assessed via these rolls is $3,367,958. MOTION: of Holton, seconded by Humphrey, adopting Resolution No. 1985-160 approving as proposed assessments assessment rolls 204-212, and setting a public hearing for their considera- tion on September 26, 1985 at 8:00 o'clock p.m. at the Apple Valley City Hall. Ayes - 3 - Nays - 0. APPROVE ROLLS PROPOSED AND SET PUBLIC HEARING APPLE VALLEY VILLA MORTGAGE REVENUE BONDS RES. 1985-161 AV VILLA 462C HOUSING BONDS Mr. Asleson distributed copies of Resolution No. 1985-161 authorizing the sale and issuance of Housing Mortgage Revenue Bonds for the Apple Valley Villa multifamily housing project. The bonds authorized by Minnesota Statutes, Chapter 462C, are propsed to be issued in the aggregate amount of $11,012,000. It is currently anticipated that the project will close on Sept~nber 18, 1985. MOTION: of Holton, seconded by Humphrey, adopting Resolution No. 1985-161 authorizing the sale and issuance of 462C Housing Mortgage Revenue Bonds in the aggregate amount of $11,012,000 for the purpose of financing the Apple Valley Villa multi- family rental housing development, and authorizing the Mayor and Clerk to sign the same. Ayes - 3 - Nays - 0. Mr. Asleson reviewed John Gretz's August 26, 1985 memo related to the PUBLIC WORKS COLD construction of a cold storage building at the Public Works Garage STORAGE FACILITY site. There are essentially three construction options available; 1) An all metal building - $150,000, 2) A metal building with eight foot high masonry walls - $159,400, and 3) A precast tip-up panel building - $191,815. Mr. Asleson indicated that the cost of the various construction types should be of prime concern as the budget projections for 1986 are presently less then encouraging. CITY OF APPLE VALLEY Dakota Coutny, Minnesota August 29, i985 Page 2 Mayor Branning commented that in the past Apple Valley has been very austere in the construction of City buildings. We have not been farsighted enosgh in our construction and it has cost us in terms of extra maintenance and overcrowding. He would like to see this building constructed for the longterm Dy using the precast tip-up panels. Councilmember Holton commented that he and bfr. Gretz recently toured several cold storage facilities and were not pressed with the all metal and metal/masonry buildings. The precast tip-up panels minimize longterm maintenance costs, relate better with the overall plan for the public works facility, and are consistent with the City's effort to discourage the construction of metal buildings. Jack Boarman of Boatman Architects, Inc. was present and commented that despite the aesthetic concerns of a metal building, the underlying construction of such a building - clear span with a sloped metal roof - is actually preferable for the intended building use. Clearly the precast tip-ups will last a longer period of time, but the cost difference of $30,000 - $30,000 certainly must be considered. He then proposed a hybrid of the two proposed construction types - a steel frame, clear span structure with 8 inch thick, non-bearing, precast tip-up panels for the exterior. Mr. Boarman mentioned that his firm has dealt with these types of buildings in the past, and they have proven to be quite successful. Additional cost data will need to be compiled, but it is expected that the cost of this type of construction will fall somewhere in between the all-metal and metal-masonry estimates. The Council agreed that the new proposal deserved further investigation and directed Mr. Boarman and his associates to formulate a cost estimate and report back with their findings. MOTION: of Nolton, seconded by Humphrey, to pay the claims and bills, checks numbered 31093 and 44609 through 44699, in the total amount of $2,3].8,364.26. Ayes - 3 - Nays - O.
