HomeMy WebLinkAbout10/03/1985CITY OF APPLE VALLEY Dakota County, Minnesota October 3, 1985 Minutes Of the special meeting of the City Council of Apple Valley, Dakota County, Minnesota, held October 3rd, 1985, at 8:00 o'clock p.m. at City Hall. PRESENT: Mayor Branning; Councilmembers Goodwin, Holton, Humphrey and Savanick (attended at 8:09 p.m.); City Administrator Asleson and City Clerk Mueller. ABSENT: None. Mayor Branning called the meeting to order at 8:05 p.m. for the purpose of 1986 BUDGET receiving public comment on the City's proposed 1986 budget. Mr. Asleson HEARING reviewed the funds contained in the budget document. The City expects to receive $84,750 in Revenue Sharing Funds in 1986, about three-fourths of the annual total. The 1986 Federal fiscal year is also the last year of the program. It will be distributed to the General Fund. The total General Fund budget proposed is $5,557,512. Mr. Asleson reviewed page 13 of the budget document which shows the effects of the proposed tax levy on a sample home. It will result in a mill rate decrease, but the dollar amount of taxes will be higher. The actual dollar amount of taxes will also depend on the adjustment in valuation to the individual property. The Mayor asked for questions or comments from the public. There were none and the hearing was closed at 8:15 p.m. The Council received proposals for insurance consulting services from D. A. Tange Company and Risk Management Incorporated. Mr. Ballenger noted the Risk Management proposal was prepared for the Suburban Hennepin Regional Park District but was submitted as an example of the services it provides. The Tange proposal is for 140 hours at an annual fee of $6,600. The Risk Management proposal has various options ranging from $5,800 to $8,300. He believes the Tange proposal best satisfies the services the City is looking for and he checked with other cities the company has done work for and they are satisfied. RISK MGMT. & INSURANCE CONSULTANTS The Tange proposal of a 12-month contract with 140 hours of service results in a $45.00 hourly rate rather than its usual $60.00 hourly rate. The Council dis- cussed various aspects of the proposals and what performance will be expected. MOTION: of Humphrey, seconded by Goodwin, approving an agreement with D. A. Tange Company for insurance consulting services for one year, effective October 1, 1985, as set forth in the proposal dated September 26, 1985, excluding the limitation of 50 hours on renewal negotiations, for a total of $6,600.00. Ayes - 4 - Nays - 1 (Holton). MOTION: of Goodwin, seconded by Holton, approving hiring Jeffrey Comfort as a parttime Liquor Head Clerk effective October 7, 1985, at a starting salary of $6.00 per hour. Ayes - 5 - Nays - 0. RETAIN TANGE INS. CONSULTANT RE CO. ORe LIQUOR EMP. MOTION: of Holton, seconded by Goodwin, to pay the claims and bills, checks numbered 45145 through 45223, 45225 through 45226 and 45228 through 45245, in the total amount of $1,209,425.83. Ayes - 5 - Nays - 0. CLAIMS & BILLS CITY OF APPLE VALLEY Dakota County, Minnesota October 3, 1985 Page 2 MOTION: of Holton, seconded by Goodwin, authorizing release of Letter RELEASE CHATEAU of Credit No. 1014 in the amount of $3,950.00 for Chateau 4TH LETTER OF Estates 4th Addition in its entirety. Ayes - 5 - Nays - O. CREDIT MOTION: of Savanick, seconded by Goodwin, to adjourn. Ayes - 5 - Nays - 0. The meeting was adjourned at 9:10 o'clock p.m. The Council then continued with its regular informal meeting.
