Minutes of the Special Meeting of the City Council of Apple Valley,
Dakota County, Minnesota, held October 4th, 1984, at 7:00 p.m. at
the City Hall, pursuant to due call and notice thereof.
PRESENT: Mayor Branning (attended at 7:20 p.m.); Councilmembers
Goodwin (attended at 7:20 p.m.); Holton, Humphrey and
Savanick, Clerk Asleson.
ABSENT: None
Acting Mayor Holton called the meeting to order at 7:05 p.m.
MOTION: of Savanick, seconded by Humphrey, adopting RES. 1984-164
Resolution No. 1984-164 approving 1984 Tax 1984 TAX LEVY
Levy, Collectible in 1985 in the total
amount of $3,613,876.
Mr. Asleson explained that the tax levy amount indicated in the
resolution was different than the amount indicated in the previously
distributed 1985 budget book. Through the deletion of an item and
consideration of various other factors the amount to be approved is
$3,792.00 less than was previously indicated.
Acting Mayor Holton indicated that although the mill rate will
actually decline in 1985, the "sample home" City property tax bill
will increase by $58.00. Mr. Asleson confirmed this fact, and
stated that it was due to an adjustment related to assessed
valuations.
MOTION: of Humphrey, seconded by Savanick, to table

CLAIMS & BILLS
MOTION: of Savanick, seconded by Humphrey, adopting
Resolution No. 1984-165 awarding the contract
for Project 84-26, Fischer Pump Station, to
Richmar Construction, the low bidder, in the
amount of $23,640.00. Ayes - 3 - Nays 0.
MOTION: of Savanick, seconded by Humphrey, to pay the
claims and bills, checks numbered 31071 and
39663 through 39740 in the total amount of
$371,017.28. Ayes 3 Nays - 0.
Mayor Branning and Councilmember Goodwin attended at this time.

BOULEVARD
TREE TRIMMING
MOTION: of Savanick, seconded by Humphrey, adopting
Resolution No. 1984-164 approving 1984 Tax
Levy, Collectible in 1985 in the total
amount of $3,613,876. Ayes - 5 - Nays - 0.
MOTION: of Holton, seconded by Savanick, to finance
boulevard tree trimming operations from the
General Fund, as detailed in Mr. Gurban's
memo dated September 21, 1984.
Councilmember Humphrey said that the City should also encourage homeowners
to do their own tree trimming by providing residents with curbside limb
pickup.
Councilmember Savanick asked when and how the data included in the boule-
vard tree trimming memo was gathered. Mr. Gurban said that in the Sum-
mer of 1984 the trees were physically inspected by means of
driving throughout the city. Tree trimming needs were determined
based on City Ordinance requirements.
Councilmember Savanick said that tree trimming operations should begin
as soon as possible. Mr. Asleson proposed a tentative timetable by
which to proceed:

Advertise for bids October 25, 1984
Award bids November 6, 1984
Vote was taken on the motion. Ayes - 5 - Nays 0.
Mr. Asleson said that the Apple Valley Commons project was AV COMMONS
still being actively pursued, and that more detailed infor- UPDATE
marion on the project status should be forthcoming from the
project principals in the next few days.

Mr. Asleson noted that the Mayor has set a Special City
Council meeting for October 19, 1984, at 5:00 p.m. to
conduct a public hearing on the issuance of Industrial
Revenue Bonds for the Apple Valley Commons Project.
