Minutes
1. Call to Order
The meeting was called to order at 7:00 p.m. by Chair Arthur Zimmerman
Members Present: John Bermel, Todd Blomstrom, Linda Dolan, Charles
Grawe, Joe Shaw, Laura Turek, Arthur Zimmerman

2. Approval of Agenda
Ms. Dolan requested the addition of an educational item on school projects.
MOTION: Ms. Dolan moved, second by Mr. Bermel to approve the agenda
as amended. Motion passed 7-0.
3. Audience Items
There were no audience items.
4. Approval of January 14, 2015 Minutes
MOTION: Mr. Grawe moved, second by Mr. Shaw, to approve the Minutes
of January 14, 2015 as presented. Motion passed 6-0. (Ms. Dolan abstained)
5A. Proposed Stop Signs along Dorchester Trail at Dover Drive
Mr. Blomstrom presented a report prepared by former Assistant City Engineer
Dave Bennett. Dorchester Trail functions as a low-volume neighborhood
collector roadway. The intersections along Dorchester Trail are currently
uncontrolled. Mr. Bennett found that there were some obstructions at the
intersections with Durango Place (which also has a significant elevation
change approaching the intersection) and Dover Drive. Mr. Bennett
recommended the installation of stop signs for traffic on Durango Place,
Dover Drive, and Driftwood Lane at intersections with Dorchester Trail.
MOTION: Ms. Dolan moved, second by Mr. Bermel, to recommend the
installation of stop signs as recommended by the engineer. Motion passed 7-
0.
5B.Receive Garden View Drive Traffic Data
Mr. Blomstrom distributed the traffic data and noted that it is very consistent
with data collected in the recent past.
6A.Other Traffic Concerns Communicated to the City of Apple Valley
Police Concerns
Mr. Bermel reported a pedestrian fatality at the controlled intersection of
142nd Street and Pilot Knob Road. The pedestrian was hit in a crosswalk by a
vehicle making a left-hand turn. Preliminary analysis suggests that the angle
of the sun may have been a factor.
Public Works Concerns
Mr. Blomstrom noted that there may be some modifications to the double left
turn lanes at 157th Street and Cedar Avenue.
6B.Educational Issues
1. Toward Zero Deaths Information
Ms. Young made a presentation on the Toward Zero Deaths initiative. She
noted that the goal of the initiative is to reduce traffic fatalities to zero. When
the initiative started, traffic fatalities in Minnesota were around 600 per year.
They are now slightly below 400 per year.
2. School Project Information
Ms. Dolan provided information about an initiative with the school DECA
program to increase awareness among students and parents of a new law
requiring more parental involvement in the driver's education process.

MOTION: Mr. Bermel moved, second by Mr. Shaw, to adjourn. Motion
passed 6- 0. Meeting was adjourned at 8:45 p.m.
