1. Call to Order
The meeting was called to order at 7:00 p.m. by Dave McKenzie.
Members Present: Greg Dahlstrom, Linda Dolan, Charles Grawe, Dave
McKenzie, Arthur Zimmerman (arrived at 7:01)
Members Absent: Matt Saam, Joe Shaw
Consultants/Alternates Present: Evan Acosta

2. Approval of Agenda
MOTION: Mr. Grawe moved, second by Ms. Dolan, to approve the agenda
as presented. Motion passed 4-0 (Mr. Zimmerman not present).
3. Audience Items
There were no audience items.
4. Approval of November 13, 2024 Minutes
MOTION: Mr. Dahlstrom moved, second by Ms. Dolan, to approve the
Minutes of November 13, 2024. Motion passed 4-0 (Mr. Zimmerman not
present).
5A. Request for Animal (White Squirrel) Crossing Signage near Upper 147th Street
West
Mr. Acosta said the City received a request for crossing signage for white
squirrels in the area of 147th Street. Such signage is not supported in the
Manual on Uniform Traffic Control Devices (MUTCD) and MNDoT has
found deer crossing signs to be ineffective and recommends removal of such
signs. Staff informed the resident that such signs were not supported.
5B. 2024 Annual Report
MOTION: Mr. Zimmerman moved, second by Ms. Dolan, to recommend
approval of the annual report. Motion passed 5-0.
5C. Elect Officers
MOTION: Mr. Dahlstrom moved, second by Ms. Dolan, to elect Mr.
Zimmerman as Chair and Mr. McKenzie as Secretary. Motion passed 5-0.
6A. Other Traffic Concerns Communicated to the City of Apple Valley
Police Concerns
Mr. Dahlstrom said the department is using a systems approach to the patrol
shifts and traffic enforcement efforts.
Public Works Concerns
There were no new Public Works concerns.
6B. Educational Issues
There will be a regional TZD meeting on February 5th.

MOTION: Mr. Grawe moved, second by Ms. Dolan, to adjourn. Motion
passed 5-0. Meeting was adjourned at 7:13 p.m.
The Issue
We, the undersigned residents of Cortland and Cobblestone communities, urgently
request the installation of traffic safety measures such as all -way stop sign, roundabout,
pedestrian crossing and any otherviable options at 155th St. & Cortland -Cobblestone
intersection to ensure the safety of our communities.
Why This Matters:
On January 29, 2025, a serious accident occurred when a car failed to yield at the
intersection colliding with an SUV. After the impact, the car continued and crashed into the
fence and home at 15429 Eagle Bay Way, causing severe structural and plumbing damage.
05/13/2018- A car on 155th St. W lost control, slid sideways, jumped the curb, hit a cable
box, property marker and drove through backyards of Eagle Bay Way homes. The driver
attempted to correct but continued through yards before re-entering the roadway.
03/12/2024- A car lost control and hit the stop sign in front of the first house of Eagle bay
drive and Eagle creek way of Cortland community.
Over the past several years, crossing 155th Street between Cortland and Cobblestone
Lake, there have been numerous near -miss accidents by speeding vehicles at this
intersection, putting homeowners, children and pedestrians, at significant risk.
The lack of proper traffic control measures at this intersection has resulted in:
o High-speed traffic posing a danger to residents and children playing in backyards
along 155th Street.
o Increased risk for pedestrians, cyclists, and drivers due to poor visibility and lack of
stopping points.
o Safety concerns for homeowners whose properties are directly impacted by
reckless driving.
What We Are Asking For:
We urge the Apple Valley City Traffic Department and local officials to implement traffic
safety measures at 155th St. & Cortland -Cobblestone entrance to:
o Reduce speeding and reckless driving.
o Improve safety for residents, especially children and pedestrians.
o Prevent future accidents and property damage.

signatures we gather, the stronger our case will be when we submit this request to the city
on March 12, 2025.

I think it was time someone created a petition for the most annoying problem we
have had for a while. I really urge the city to evaluate the current conditions and
take further measures to ensure safety of the residents.

Turning right or left on this intersection is quite challenging most of the time.

Turning out of the Cortland neighborhood at this intersection is very challenging
and dangerous. It is hard to see cars approaching because vision is obstructed by
the road curve as well as the fence and trees that are along 155th street.

This Cobblestone and Cortland intersection has always been risky to cross
specially with kids as cars never slow down and due to uphill it is hard to see
incoming cars from Dodd blvd when we stand near intersection.

So sorry this happened and glad you're all
safe. n How scary! This absolutely needs to
be addressed. The speeding is excessive, the
visibility is limited, and the increased
commercialization of the vicinity has
contributed to the growing congestion along
that road. Not to mention the amount of
distracted driving I've personally witnessed,
it's all cause for concern.
I've also sent an email to Public Works and
Brandon Anderson. If anything, the more
correspondence they receive, the more
documentation they can retain on record to
support the case for change among
concerned residents and citizens.

' So sorry that this happened, that is terrifying.
Last year someone seemingly entered the
neighborhood and lost control and took out
the stop sign in front of our house at Eagle
Creek Way and Eagle Bay Dr. I think a
roundabout would be great to slow down the
cars right there. The posted speed limit is 45
which seems way too fast for this
circumstance, and I'm sure many people are
driving even faster.

4 This is very unfortunate.. Roundabout or
signal can definitely help. Also I have seen so
many kids are crossing to go to cobblestone
lake in summer .. hope everyone is okay at

Glad to know you are safe, it's a very
dangerous crosswalk I always drive to walk to 1
the lake with my kids, I was almost got hit with
the truck. I think light will be the solution.

1 have loathed that intersection since we
moved in. The visibility from that stop sign
turning in either direction is terrible which is
bad on its own but made much worse
considering the amount of pedestrian traffic
going to the lake or shops across Dodd from
the neighborhood. I think all the suggestions
here are good, but to 's point, the
meaningful changes will probably take a
l000ng time. I was originally thinking a
roundabout would be a good option but with
pedestrian traffic maybe a four-way stop
makes the most sense.

I'm so sorry this happened, knowing that a car
hit your home heightens the safety risks.
We all know people do not drive the speed
limit and our visibility is limited due to the
fence. The easements are the legal minimums
for people driving 45MPH but if someone is
going 50 or 55 MPH I would imagine the line
of sight is insufficient.
I'm heartened to see the advocacy of our
community, and I encourage all of us to
collaborate with the city for a safe solution.

always watch for especially if your turning left!

Seeing what happened is staggering! I can
only imagine how unsettling this has been for
your family. You definitely have our support,
and we will contact the city about how to
make this intersection safer.

Very unfortunate , but
glad to know you are safe. That intersection
always causes me concern. Vehicles on Dodd
heading towards Pilot Knob don't always slow
down and we don't get good clearance of that
traffic when we exit our community. A Stop
sign or a light to slow down those vehicles is
definitely needed. Planning to send a note to
the City Engineer.
