HomeMy WebLinkAbout06/09/1983BRDRVWCITY OF APPLE VALLEY Dakota County, Minnesota June 9, 1983 Minutes of the Board of Review meeting of the City of Apple Valley, Dakota County, Minnesota, held June 9, 1983, at 7:00 o'clock p.m. at the City Hall. PRESENT: Mayor Overgard, Councilmembers Branning (attended at 7:08 p.m.), Holton, Humphrey and Savanick (attended at 7:11 p.m.); Deputy Clerk Mueller, ABSENT: None. Mayor Overgard called the Board of Review meeting to order at 7:00 p.m. Bill Peterson, of the Dakota County Assessor's Office, was present and explained the purpose of this annual meeting is to review estimated market values of property in the City, as determined by the County Assessor, for 1983. Mr. Peterson said residential property in the City valued up to $30,000 received a 20 percent increase, property valued between $30,000 and $40,000 received a 10 percent increase and property valued over $40,000 was not increased. The values of townhouses and condominiums were increased five percent. They believe the estimated market values in the City are between 85 and 90 percent of actual value. Mr. Peterson, and other members of the Assessor's staff, then reviewed the property records with individuals present. (Councilmembers Branning and Savanick attended during this time.) The Board received two letters from Raymond Fischer, dated June 9, 1983, appealing the proposed 1983 valuations on parcel number 01-03500-010-75 and lots in Apple Valley Industrial Park 1st, 2nd and 3rd Additions. The Assessor's Office will be reviewing this property. Cornelius Biemond, 144 Chaparral Drive, was present and said he believes his property should be devalued because it abuts Interstate 35E, the traffic noise is offensive and a high fence has been installed along his property. Mr. Peterson said they can only base the value on actual sales studies, but they could do an analysis of the entire neighborhood and try to determine if the freeway has reflected on the values of the homes. Mr. Biemond said that would be satisfactory. Councilmember Savanick suggested that a similar study should be done of the homes along County Road 42. Mr. Peterson said they would consider it. He also said they will be doing door-to-door revaluing in the City beginning in February. MOTION: of Savanick, seconded by Humphrey, to close the meeting. Ayes - 5 - Nays - 0. The meeting was adjourned at 7:55 o'clock p.m.
