Call to Order The meeting was called to order at 7:00 p.m. by Chair Zimmerman. Members Present: Greg Dahlstrom, Linda Dolan, Charles Grawe, Dave McKenzie, Matt Saam, Joe Shaw, Arthur Zimmerman Members Absent: Consultants/Alternates Present: Evan Acosta, Brandon Anderson Others Present: Priya Askula, Guru Auti, Nik Bhadrashetti, Bryan Field, Jigar Prajapati, Praveen Rudravarapo, Sean Schaefbauer, Aaron Schmidt, Ryan Ulwelling, Kelsey Vander Aarde 2. Approval of Agenda MOTION: Ms. Dolan moved, second by Mr. McKenzie, to approve the agenda as presented. Motion passed 7-0. 3. Audience Items There were no audience items. 4. Approval of January 8, 2025 Minutes MOTION: Mr. Grawe moved, second by Mr. McKenzie, to approve the Minutes of January 8, 2025. Motion passed 5-0 (Mr. Saam and Mr. Shaw abstained). 5A. Request for Improvements at 155th and Embry/Eagle Bay Drive A number of residents were present to express concerns. Private properties were damaged by vehicles near the intersection in 2018, 2021, and 2025. There were also concerns about impaired sight lines on Eagle Bay Drive when at the intersection with 155th Street. Mr. Acosta said the City conducted a speed study on 155th Street and found the 85th percentile speed to be below the posted speed limit. Neither of the intersections currently meets warrants for a traffic control. There are sight line issues, especially concerning southbound traffic on 155th Street. Both intersections meet warrants for pedestrian crossing improvements. Mr. Acosta recommended a two-prong, multi-phase approach. He recommended installing driver feedback signs in the immediate future. He also recommended that pedestrian improvements be installed in the near future. The improvements would include a crosswalk, Rectangular Rapid Flashing Beacon (RRFB), and pedestrian refuge median at the intersection with Eagle Bay Drive and a crosswalk at the intersection with Embry Path. Lighting should be studied and improved at the Embry Path location. The intersection with Embry is close to meeting warrants for a signal which should be installed when warrants are met. An alternate striping plan should be considered for 155th Street when rehabilitation is scheduled for the roadway. MOTION: Mr. Grawe moved, second by Ms. Dolan, to recommend the series of improvements proposed by Engineering. Motion passed 7-0. 5B. Review of Lighting along 140th from Garden View to Hayes Mr. Acosta said Engineering is working on a lighting policy to include in the Public Works policies. This item will be postponed while the policy is developed. 6A. Other Traffic Concerns Communicated to the City of Apple Valley Police Concerns Mr. Dahlstrom said that speeding complaints have increased as winter comes to an end. Public Works Concerns Mr. Anderson said the City has applied for a grant to fund a roundabout at 157th Street and Galaxie Avenue. The intersection continues to generate concerns. 6B. Educational Issues Ms. Dolan said noted there is an upcoming webinar on child passenger safety in April and there is a Metro Toward Zero Deaths regional workshop in May. 7. Adjourn MOTION: Mr. Dahlstrom moved, second by Mr. Grawe, to adjourn. Motion passed 7-0. Meeting was adjourned at 8:23 p.m.
