Minutes of the special meeting of the City Council of Apple Valley, Dakota County,
Minnesota held October 6, 1983, at 8:00 o'clock p.m. at the City Hall pursuant to
due call and notice thereof.
PRESENT: Mayor Overgard; Counci!members Holton, Humphrey and Savanick; Clerk Asleson.
ABSENT: Councilmember Branning.
Mayor Overgard called the meeting to order at 8:00 p.m. The Councilmembers and every-
one in attendance took part in the pledge of allegiance to the flag.
Mr. Asleson reviewed each of the proposed assessment rolls. He said the SPECIAL
assessment on the Schultz property in roll 190 should be withdrawn because ASSESSMENTS
an appraisal on the property has not been completed yet. Russell Hall was
present and filed an objection, dated October 6, 1983, to the assessments
proposed on his property in roll 190. Mr. Asleson said this assessment is subject to
an agreement and is a technical objection. He had talked with Mr. Hall's attorney
day and they should be able to resolve the objection.
Mayor Overgard called the public hearing to order at 8:07 p.m. on 1983 special assess-
ment rolls 190 through 195 and noted receipt of the affidavit of publication of the
hearing notice. She asked for questions or comments on each of the rolls totaling
$1,219,762. Mr. Asleson said the Schultz assessment in the amount of $12,174 in roll
190 should be removed. The written objection of Russell Hall was received. There were
no other objections or comments and the hearing was closed at 8:10 p.m.
MOTION: of Holton, seconded by Humphrey, adopting Resolution No. 1983-135
approving special assessment rolls 190 through 195 with the dele-
tion of $12,174 from roll 190 making the total assessments levied
$1,207,588, plus $1,151,623 for Morningview which the City will
collect directly. Ayes - 4 - Nays - 0.

hearing notice. Included in the 1984 budgets is Federal Revenue Sharing
money in the estimated amount of $126,943. The Mayor asked for questions
or comments There was no one from the public or the press present and no written
comments have been received. The hearing was declared closed at 8:13 p.m.
MOTION: of Savanick, seconded by Holton, adopting Resolution No. 1983-136
approving the 1983 tax levy, collectible in 1984, in the amount of
$2,516,859 for general purposes and $826,117 for debt purposes for
a total of $3,342,976. Ayes - 4 - Nays - 0.

MOTION: of Savanick, seconded by Holton, adopting Resolution No. 1983-137
approving specifications for employee group dental insurance ef-
fective January 1, 1984, and authorizing advertisement for bids to
to be received at 2:00 p.m. on December 1, 1983. Ayes - 4 - Nays
MOTION: of Holton, seconded by Humphrey, adopting Resolution No. 1983-138
amending Resolution No. 1983-4 by designating Juran & Moody, Inc.,
and Merrill, Lynch, Pierce, Fenner & Smith, Inc., as additional
depositories for City funds. Ayes - 4 - Nays - 0.

Mr. Asleson said the application of Parents Communication Network for a bingo license
on October 9, 1983, has been withdrawn. Jon Gurban said some golf course passes and
sports arena tickets will be given to the organization as promotional items for its
"Fall Family Festival" being held at the golf course October 9th.

The meeting was adjourned at 8:19 o'clock p.m. The Council then reconvened in the
conference room for an informal meeting to continue review of the various 1984 budgets.
