Minutes
1. Call to Order
The meeting was called to order at 7:00 p.m. by Chair Arthur Zimmerman
Members Present: John Bermel, Todd Blomstrom, Linda Dolan, Joe Shaw,
Laura Turek, Arthur Zimmerman
Members Absent: Charles Grawe
Consultants/Alternates Present: Colin Manson, City Engineer, Brandon
Anderson, Assistant City Engineer
Others Present: Doug Hlas,Nancy Hlas, Christine Friedrich, Brooks
Turnquist, Mike Bsatek, Melissa Elvrum
2. Approval of Agenda
MOTION: Mr. Bermel moved, second by Ms. Turek to approve the agenda as
amended. Motion passed 6-0.
3. Audience Items
Residents located along Harwell Path near Guild Avenue attended the meeting
and requested that the committee consider a traffic study due to concerns with
speeding traffic and safety along Harwell Path extending west of Pennock
Avenue. Staff indicated that traffic volume, speed and geometrics would be
reviewed and the results reported to the Committee at the next meeting.
4. Approval of January 14, 2015 Minutes
Ms. Dolan requested minor correct indicating "DECCA" should be noted as
"DECA"
MOTION: Mr. Blomstrom moved, second by Mr. Bermel, to approve the
Minutes of March 11, 2015 as amended. Motion passed 6-0.
5A. Request for Stop Sign along Findlay Avenue at Feldspar Lane
Mr. Anderson presented information describing the current roadway
alignments, photographs, and past Committee review of Findlay Avenue. Ms.
Elvrum described her concerns with speeding traffic and vehicles departing
the roadway onto her property. Committee requested staff to review traffic
volumes, All-Way Stop warrant analysis, speed monitoring and geometric
analysis. Staff will report the results of said work to the Committee at the
next regular meeting.
5B.Request for Street Lights on South Side of 127th Street
Mr. Anderson presented information summarizing a recent request for the
installation of street lights along the south side of 127th Street between
Germane Avenue and Garland Avenue. Staff will obtain price quotations
from Dakota Electric to install standard lighting and pedestrian level lighting
along said segment of 127th Street and report the results back to the
Committee at the next regular meeting for further consideration.
5C.Request for Stop Sign at Intersection of Garrett and 152nd Street
Mr. Anderson presented information summarizing a recent request for the
installation of Stop Signs along Garrett Avenue at 152nd Street and 151 st
Street. Staff will conduct an All-Way Stop warrant analysis at said locations
and report the results to the Committee at the next regular meeting.

6B.Educational Issues
Ms. Dolan described the results of the DECA presentation in Orlando, Florida
and the upcoming TZD metro conference.
7. Adjourn
MOTION: Mr. Blomstrom moved, second by Mr. Shaw, to adjourn. Motion
passed 6- 0. Meeting was adjourned at 8:20 p.m.
