Minutes of the special meeting of the City Council of Apple Valley, Dakota County,
Minnesota, held January 7, 1982, at 7:30 o'clock p.m. at the City Hall.
PRESENT: Mayor Garrison; Councilmembers Branning, Kelly, Overgard, and Savanick;
Clerk Asleson.
ABSENT: None.
Mayor Garrison called the meeting to order at 7:30 p.m.
MOTION: of Savanick, seconded by Overgard, approving the agenda for to-
night's meeting as amended. Ayes - 5 - Nays - 0.

REPLACE LOST
CHECK
MOTION: of Kelly, seconded by Overgard, adopting Resolution No. 1982-1
authorizing issuance of a duplicate check, to replace a lost check,
to First State Bank of Castle Rock and Neilt's Plumbing and Heating
in the amount of $7,435.00. Ayes - 5 - Nays - 0.
The Council received a memo, dated January 6, 1982, from John Gretz and Lloyd Rivers
concerning the four-way stop signs at 140th Street and Cedar Avenue which were installed
January 4, 1982. The memo commented on the traffic delays the first two days the signs
were installed and included a list of calls received at City Hall from residents opposed
to the signs. Police Chief Rivers and Police Lt. Erickson were present and said traffic
appears to have decreased on Cedar Avenue during the last day, but they will continue to
monitor it.
The Council received a petition from Chris Cronwell signed by citizens opposed to the
four-way stop signs. Ms. Cornwell also stated she doesn't believe the action was pub-
licized well enough before it was implemented.
Mayor Garrison asked that the traffic conditions at the intersection continue to be mon-
itored for the next week and an updated report be prepared for the Council meeting of
January 14, 1982, if warranted by any problems with the traffic.
Councilmember Savanick distributed a draft of an article on the budget and City revenue
and expenditures proposed for the "Council Table" newsletter. The Council reviewed the
article and basically concurred with it.
The Council received a memo from John Gretz, dated January 4, 1982, suggesting procedures
for enforcement of Section 18-7 of the City Code related to sidewalk snow shoveling. He
said the procedures are similar to those used by the City of St. Paul.
MOTION: of Overgard, seconded by Savanick, adopting Resolution No. 1982-2
establishing procedures for enforcement of Section 18-7 of the City
Code requiring removal of snow and ice from sidewalks in the City.

MOTION: of Savanick, seconded by Overgard, approving the purchase of a dem- PARK MOWER
onstrator Parkmaster mower from Minnesota Toro, Inc., for $16,750 PURCHASE
based on the quotation dated July 29, 1981. Ayes - 5 - Nays - 0.

The Council received a draft of the 1982 personnel plan, dated January 4, 1982. Mr.
Asleson reviewed the plan and said the major changes are moving review dates for all
Schedule II employees to January 1st and revisions to the parttime employee pay ranges,
policies and job categories.
MOTION: of Overgard, seconded by Branning, adopting Resolution No. 1982-
3 approving 1982 salaries for City employees and establishing
the City's personnel plan for 1982.

PERSONNEL PLAN
Councilmember Savanick said she believes the department head review dates should be
changed to July 1st and the reviews done by the Council. Councilmember Overgard said
only three department heads and the City Administrator are reviewed by the Council
and the January 1st date for all these reviews is not really a problem.
Councilmember Savanick said she has a problem granting nine percent overall salary in-
creases. Mr. Asleson said the monthly pay range matrix for Schedule I employees is
being increased by nine percent, the same as the police union contract. The salary.in-
creases for Schedule II employees range from 0 to 10 or 11 percent based on job cate-
gory, performance and adjustment in review dates to January 1st.
The Council discussed the Fire Department salaries. Councilmember Kelly said she could
agree to paying $4.75 per hour for call responses and a flat $4.75 for drills, but since
the Fire Chief has the use of a car and the Fire Chief, Fire Marshal and Assistant Chief
also receive call and drill pay, she would be opposed to an increase in their annual
salaries.
The motion and second agreed to include the amounts of $4.75 per hour for fire call pay
and $4.75 for drills and annual salary amounts of $2,640 for the Fire Chief and Fire
Marshal and $990 for the Assistant Chief(s) in paragraph 7 of the above resolution.
Vote was taken on the motion. Ayes - 3 - Nays - 2 (Kelly and Savanick).
MOTION: of Overgard, seconded by Branning, adopting Resolution No. 1982-
4 approving hourly salaries for the 88 parttime employees on the
City payroll as of December 25, 1981, effective December 26,
1981, as shown on Exhibit A, attached. Ayes - 5 - Nays - 0.

1982 BUDGETS
MOTION: of Overgard, seconded by Branning, passing Ordinance No. 263 a-
mending the City Code related to vacation leave and sick leave
for employees, requirements for employment, probationary period
and resignations of employees. Ayes - 5 - Nays - 0.
MOTION: of Garrison, seconded by Branning, adopting Resolution No. 1982-
5 adopting the 1982 revenue and expenditure budgets totaling
$7,372,204 for revenue and $7,679,856 for expenditures.
Councilmember Kelly said she cannot agree t0 adopting the budgets because there are
still some items which need further review and some line items which should possibly
be removed.

Councilmember Savanick said she is concerned about adopting expenditure budgets while
the revenue to be received from the State is uncertain. Mr. Asleson said the Council
always has the option of amending the budgets at any time during the year and if the
State revenue payments to the City are substantially reduced or withheld, the Council
would be obligated to make amendments in the budgets. The Federal Revenue Sharing
regulations do require adoption of a budget.
Councilmember Overgard said she does not agree with the golf course budget.
Councilmember Branning said if there are specific items any Councilmember wants to remove
from the budget, these can be brought before the Council at any meeting for consideration.
The Council expressed concern about funds budgeted for some items, including the amount
budgeted for Economic Development, because of the potential of further reducing expendi-
tures during the year. They agreed that wherever possible expendituresshould be delayed
until later in the year to ease cash flow problems.
Vote was taken on the motion. Ayes - 4 - Nays - 0 (Kelly).
MOTION: of Overgard, seconded by Savanick, approving hiring Richard Dorn-
feld and David Davis as specialized instructors at $10.00 per
hour, effective January 9, 1982. Ayes - 5 - Nays - 0.

numbered 23688 through 23693, 25726 through 25795 and 25804 through
25888, in the total amount of $2,427,075.93. Ayes - 5 - Nays - 0.
