Minutes of the special meeting of the City Council of Apple Valley, Dakota County,
Minnesota, held May 4, 1982, at 7:30 o'clock p.m. at the City Hall pursuant to due
call and notice thereof.
PRESENT: Mayor Garrison; Councilmembers Branning, Kelly, Overgard and Savanick;
Clerk Asleson.
ABSENT: None.
Mayor Garrison called the meeting to order at 7:43 p.m.
MOTION: of Overgard, seconded by Branning, authorizing construction with-
in a utility easement, up to five feet from the property line, on
Lot 1, Block 3, Bob's Garden View 4th Addition, for a garage addi-
tion. Ayes - 5 - Nays - 0.

MOTION: of Branning, seconded by Savanick, approving hiring John Ramberg
for seasonal maintenance at the Golf Course effective May 5, 1982,
at a salary of $4.00 per hour. Ayes - 5 - Nays - O.
MOTION: of Savanick, seconded by Garrison, approving payment of $302,563.12 CEDAR CONST.
to Dakota County as Apple Valley's share of construction costs for COUNTY PAYMENT
Cedar Avenue between Whitney Drive and 140th Street. Ayes - 5 -
Nays - 0.
The Council received a copy of the Stipulation of Dismissal of Appeal in
the matter of Apple Valley Red-E-Mix, Inc., vs. City of Apple Valley and
Shakopee Sand and Gravel Company and a copy of the Stipulation of Settle-
ment. The Council will review the documents and consider them at its next
regular meeting.

1982 BUDGET
REVISIONS
The Council received a memo from the City Administrator, dated May 3, 1982,
regarding 1982 General Fund Budget revisions. The Council then reviewed
the proposed revisions suggested by Staff.
Mayor Garrison said he would like to retain some funding for economic development promo-
tion. Councilmember Overgard suggested using $i0,000 of Revenue Sharing Funds for this
program in 1982 and committing 1983 Revenue Sharing to fund it in 1983 and 1984. The
Council discussed it and agreed that if funding for the program is not necessary until
around September, $10,000 would be adequate for 1982. The Council agreed it did not
want to make a commitment on the program for 1984, but it would agree to budgeting
$25,000 for 1983.
The Council discussed the tree trimming program and agreed the cost should be assessed.
Staff was requested to review the City to determine which areas in addition to South
Apple Valley would require tree trimming and make a recommendation to the Council.
The Council reviewed revisions fo the Forestry program and agreed the City would not
pick up diseased trees and branches left on the curb this year.
MOTION: of Overgard, seconded by Kelly, to retain the coffee funds and COFFEE
continue with the policy of providing coffee as in the past.
Ayes - 2 - Nays - 3 (Garrison, Branning and Savanick). Motion
Failed.

The Council agreed to publish two "Council Table" newsletters only in 1982.
Mr. Asleson reviewed the Fire Department budget and radio and pager considerations.
The Council agreed to do nothing with accounts 4450 and 4520 at this time.
Mr. Asleson said he will draft the revisions as discussed into resolution format for
the Council to consider at its next meeting.
MOTION: of Overgard, seconded by Kelly, to adjourn. Ayes - 5 - Nays - 0.
