HomeMy WebLinkAbout06/28/1982CITY OF APPLE VALLEY Dakota County Minnesota June 28, 1982 Minutes of the special meeting of the City Council of Apple Valley, Dakota County, Minnesota, held June 28, 1982, at 7:30 o'clock p.m. at the City Hall pursuant to due call and notice thereof. PRESENT: Mayor Garrison; Councilmembers Branning attended 9:05 p.m.), Kelly, Overgard, and Savanick; Clerk Asleson. ABSENT: None. Mayor Garrison called the meeting to order at 7:30 p.m. MOTION: of Kelly, seconded by Overgard granting approval for Senator Durenburger's helicopter to land at Fred J. Largen Park on July 4, 1982, pursuant to City Code Sec. 14.5-3(s). Ayes - 4 - Nays - 0. DURENBERGER HELICOPTER LANDING Councilmember Kelly said she will meet the Senator at City Hall and will take him, by car, to the parade site. He will not be leaving by helicopter, but will be leaving by car after the parade. Mayor Garrison said he received a letter from the Minnesota Public Golf M.P.G.A. Association thanking the City and Staff for the cooperation on the 4-Ball THANK YOU Tournament held at Lebanon Hills Golf Course on June 19 and 20, 1982. Councilmember Kelly said a tree that was on the property of Sally and Dick Jones, formerly on Cedar Avenue, has bsen relocated to Delaney Park and they would appreciate knowing this. She agreed to send a letter to them. JONES TREE Mayor Garrison said he received a letter from Gayle Kincannon, the City's TRANSIT UPDATE Representative on the Metropolitan Transit Commission, offering to attend a meeting and update the Council on transit planning. The Council agreed to have her attend a meeting after some of the other transportation planning recommendations, in- cluding paratransit, have been made. Mayor Garrison said the purpose of this meeting is to discuss the delivery of City ser- vices and the organization of City staff, and he has not received any phone calls ob- jecting to the delivery of services and the organization has been working well. He then asked for comments from the Council. Councilmember Kelly agreed the City has provided good services and does need a Park Director, but she is not sure of what the function should be. Because the duties are so broad, maybe more than one person is needed in the position. Maybe maintenance should not be under a Park Director, but under a separate maintenance category. Maybe the finance part of it should not be under a Park Director either. Councilmember Overgard said maybe the Park Department is so big it cannot be handled by one person and some of it should be separated. Mayor Garrison commented that a couple of years ago Councilmember Overgard and then- Councilmember Holton were asked to research reorganization and no formal report was returned, but the concensus was that the organization was all right. Councilmember Savanick set up the current organization chart on the board. The Council discussed it and acknowledged that because the Park Director position is vacant, it does not function as it should and other department heads, and especially the City Ad- ministrator, are carrying too many duties. CITY OF APPLE VALLEY Dakota County, Minnesota June 28, 1982 Page 2 Councilmember Overgard said the enterprise operations may not be clearly set out in the current organization chart and perhaps they should be under one grouping. Mr. Asleson referred to the February 13, 1981, organizational chart and said changing the enterprise operations to one grouping would be an entirely different system for the City. Mayor Garrison said the Council should proceed to hire a Park Director and after the person has two or three months on the job, the Council could look at a reorganization, if necessary, and base it on an evaluation of the personal characteristics of the in- dividuals involved as department heads. Councilmember Overgard said she recognizes that the supervisors in the Park Depart- ment are now reporting to Mr. Asleson because there is no Park Director and this needs to be relieved for him to be able to do the work he needs to do. Councilmember Branning attended at this time. MOTION: of Overgard, seconded by Branning, to continue the recruitment PARK DIRECTOR process for the Park Director position. RECRUITMENT Councilmember Branning said, in the interim, until a person is hired, staff can con- tinue to manage the day-to-day activities of the Park Department and can probably manage their time better on their own than being directed by the Coundil. Councilmember Savanick said the Council as to look at all possibilities of functions before making a decision on hiring a Park Director. Councilmember Overgard said one thing she would like to see is more cooperation on sharing of maintenance equipment throughout the City departments than in the past. She agreed a Park Director needs to be hired and maybe the Council should participate in a goal-setting, team building, long range planning type of workshop in January. Vote was taken on the motion. Ayes - 5 - Nays - 0. MOTION: of Garrison, seconded by Savanick, to budget for and partici- pate in a goal setting, team building, long range planning workshop conducted by Government Training Service in January or February of 1983. Ayes - 5 - Nays - 0. GOALS & POLICIES WORKSHOP Councilmember Kelly left at this time. MOTION: of Savanick, seconded by Overgard, cancelling the special Coun- CANCEL MEETINGS cil meetings set for June 29 and 30 and July 1, 1982. Ayes - 4 - Nays - 0. MOTION: of Overgard, seconded by Savanick, to adjourn. Ayes - 4 - Nays - 0. The meeting was adjourned at 10:07 o'clock p.m.
