Minutes of the special meeting of the City CounCil of Apple Valley, Dakota County,
Minnesota, held May 7, 1981, at 8:00 o'clock p.m. at the City Hall.
PRESENT: Mayor Garrison, Councilmembers Branning, Overgard and Savanick; Deputy
Clerk Mueller.
ABSENT: Councilmember Kelly.
Mayor Garrison called the meeting to order at 8:04 p.m. The Councilmembers and everyone
in attendance took part in the pledge of allegiance to the flag.
MOTION: of Overgard, seconded by Savanick, directing staff to attend the
May 12, 1981 Dakota County H.R.A. meeting to explain the Plan-
ning Commission's and City Council's position relative to locating
15 subsidized housing units in the Apple Valley Development Planned
Development District. Ayes - 4 - Nays - 0.

DEVELOPMENT
Mayor Garrison thanked the Park and Historical Committees for their work on suggesting
names for the City's parks. He said he does not believe the Council has interfered
with the Committees' deliberations in the process and they should not consider it a
personal affront if not all of those names are accepted by the Council. He reviewed
the criteria for the name selections as approved by the Council at its September 27,
1979 meeting. He then asked the Councilmembers for comments on the suggested names,
as listed in the memo from Mike Bassett, dated May 6, 1981.
Councilmember Branning thanked the Committees for their work and said he agrees with
the list submitted.
Councilmember Overgard referred to her memo, dated April 28, 1981, as her comments.
She asked why no one from the community who was involved in the City during the
period 1960 to 1980 was recommended for recognition by having a park named for them?
Barbara Linkert, Chairperson of the Historical Committee, said they have not researched
modern day names yet and believe that some of the parks on which the names were not
changed can be considered for these names in the future. Marlene Romain said the
Committee felt the names it suggested were a beginning and it was not an oversight that
names from the more recent past were not included, since there are still parks left to
be named.
Ginny Sterling, Chairperson of the Park Committee, said she agrees with Councilmember
Overgard's criteria on modern day names, but they are difficult to consider because
many of those people are still active in the community. Bob Naegeli said they considered
names for parks that did not have names and not renaming those that already have names.
He also said he did not believe the Park Committee should be the one to select peoples'
names for parks.
MOTION: of Savanick, seconded by Branning, approving all 34 names for the
parks as recommended by the Historical and Park Committees at
their joint meeting of May 5, 1981.

The Council discussed several of the names suggested and Mayor Garrison said he would
like to suggest changing the name of the Pool & Racquet Club building to be named after
Orrin Thompson since it was built and donated to the City by him.

Councilmember Savanick said she would like to keep the name of Apple Valley on the
building because it is one of the first signs identifying the City as people enter
Apple Valley from the west.
MOTION: of Garrison, seconded by Overgard, amending the above motion by
not changing the name of Apple Valley East or the name of Redwood
South, changing the name of City Hall Park to Fred Largen Park and
changing the Pool & Racquet Club building name to Orrin E. Thompson
Community Center and Municipal Pool.
Councilmember Branning asked if anyone has asked Mr. Largen if he wants a park named
after him? Mayor Garrison said no. Councilmember Branning said he thought Mr. Largen
should be contacted first. He also said he agrees with naming parks after the streets
on which they are located because people will know where they are. The parks that
have street names could retain those names and also be given another name when they
are dedicated to someone.
Councilmember Overgard said the naming process was started with six historical names
and that should be carried through. Mrs. Romain asked if the Council does not want
any more historical names for parks? Mayor Garrison said no, but they want a
balance among the three criteria approved September 27, 1979. Agnes Scott said
they have now researched the historical names of the pioneer families and can go on
into modern history.
MOTION: of Branning, seconded by Savanick, amending the amendment above by
removing "changing the Pool & Racquet Club building name to 0rrin
E. Thompson Community Center and Municipal Pool". Ayes - 2 - Nays -
2 (Garrison and Overgard). Amendment Failed.
MOTION: of Branning, seconded by Savanick, amending the original motion
by not changing the name of Apple Valley East or the name of City
Hall Park and naming Redwood North and South "Redwood" with con-
sideration of dedicating Redwood South in honor of someone in the
future. Ayes - 3 - Nays - 1 (Overgard).
Vote was taken on the original motion as amended. Ayes - 3 -
Nays - 1 (Overgard).
Councilmember Savanick will contact Fred Largen to find out if he would consent to
having City Hall Park named for him.
Mayor Garrison asked if the Historical Committee would like to research more names
and have additional input on modern day names? They said.they would. He also said
they should use any other individuals they wished as resource people in their research.
Councilmember Overgard said before they make any decisions they should first develop
criteria on what people will be considered.
Bob Naegeli asked if the Park Committee is relieved of the task of finding park names?
Mayor Garrison said not necessarily but perhaps the Historical and Park Committees
should come back with a suggestion on this.

Councilmember Branning suggested the Park Committee go on as they have naming parks
and the Historical Committee should come up with a list of historical names that could
be used for naming any parks.
Councilmember Overgard said the Park Committee can suggest names and the Historical
Committee can suggest names and it is up to the Council to sort them out and make
the decision on what a park should be named. Everyone should not expect unanimous
agreement on all of the names.
Mayor Garrison said the Higtorical Committee should concentrate on item 3 of the
criteria approved September 27, 1979 for names. He asked that the Council give some
thought to a name for the Pool & Racquet Club building and it be considered at the
May 14, 1981 meeting.
MOTION: of Branning, seconded by Overgard, to adjourn. Ayes - 4 - Nays - O.
