Minutes of the Board of Review meeting of the City of Apple Valley, Dakota County,
Minnesota, held June 17, 1981, at 7:00 o'clock p.m. at the City Hall.
PRESENT: Mayor Garrison; Councilmembers 0vergard and Savanick; Clerk Asleson.
ABSENT: Councilmembers Branning and Kelly.
Mayor Garrison called the Board of Review meeting to order at 7:07 p.m. and noted
receipt of the affidavit of publication of the meeting notice. He explained that
the purpose of this annual meeting is to review estimated market values of property
in the City, as determined by the County Assessor, for 1981.
Jake O'Toole, of the Dakota County Assessor's Office, was present and said the in-
creases in market value for residential property in the City average 15 percent on
land and 10 percent on buildings. He described the formula used to compete, increases,
part of which is based on sales of like property over the past two years. The esti-
mated market value is approximately 85 percent of the actual value in most cases.
Councilmember Savanick asked that the homes built by Thompson Construction in the
older areas of the City (North and South Apple Valley) be reviewed during the next
year and stated because increases in assessed values have been based on percentages,
large discrepancies in the values have widened over the years.
Mayor Garrison said that increases in valuation do not necessarily mean an increase in
property taxes. The taxes will be determined by the dollar needs of the governmental
agencies. Mr. Asleson gave an example of the computation of taxes, assessed values
and mill rates.
Staff members of the Assessor's Office then reviewed individual property records with
the public and answered questions on individual properties. Following completion of
the review, Mr. O'Toole requested that the meeting be continued so his office could
answer remaining questions not answered tonight. It was also noted that at this time,
the Board had not received any written appeals.
MOTION: of Overgard, seconded by Savanick, continuing the Board of Review
meeting to 7:30 p,m. on Thursday, June 25, 1981, at the City Hall.
