Heard Requests for Special Needs Signage. Requested staff to utilize driver feedback signs, increase enforcement, and write letter to State legislative delegation requesting MnDOT incorporate special needs signage into MUTCD. a. 131st Street West b.Everest Avenue and 143rd Street B. Heard Concern over Cut Through Traffic on Garden View Drive and Hyland Avenue C. Reviewed Traffic Data Along Findlay Avenue at Feldspar Lane D. Reviewed Parking Issue on South Side of 144th Street at Traffic Calming Islands 6. Informational Items A. Other Traffic Concerns Communicated to the City: 1. Police—Reported noise concerns for commercial gravel trucks on County Road 46. 2. Public Works -- Reported two new requests for stop signs and speed concerns on Elm Drive. B. NEXT REGULARLY SCHEDULED MEETINGS: Wednesday November 11, 2015 7:00 p.m. (Regular) Welcome to the Apple Valley Traffic Safety Advisory Committee meeting. The Committee is a forum to hear citizen concerns regarding traffic and parking on City streets, as well as pedestrian and bicycle safety issues. The Committee also evaluates proposals for traffic control devices, signage, and striping and considers citywide traffic education and communication programs. The Committee encourages residents to bring their concerns forward and appreciates your efforts to help make our City a safer community. Specific traffic solutions may also have unintended and potentially dangerous consequences as there are often engineering and liability issues involved with traffic controls and roadway designs to consider. When evaluating resident concerns, the Committee follows a process that looks broadly at multiple possible solutions and utilizes the City's engineering resources to help determine the most appropriate solution for identified problems: 1) The concern is received. 2) Options are identified to address the concern. 3) Additional analysis of the options to determine engineering, legal liability, and financial constraints or issues may be necessary. 4) A recommendation is made. Traffic Safety Advisory Committee City of Apple Valley July 8, 2015 7:00 p.m. Municipal Center Minutes 1. Call to Order The meeting was called to order at 7:00 p.m. by Chair Arthur Zimmerman Members Present: John Bermel, Todd Blomstrom, Linda Dolan, Charles Grawe, Joe Shaw, Laura Turek, Arthur Zimmerman Members Absent: Consultants/Alternates Present: Colin Manson, City Engineer, Brandon Anderson, Assistant City Engineer Others Present: Christine Friedrich, Doug Hlas, Nancy Hlas, Brooks Turnqui st 2. Approval of Agenda Mr. Zimmerman requested the addition of Toward Zero Death bicycle safety information. MOTION: Ms. Dolan moved, second by Mr. Bermel to approve the agenda as amended. Motion passed 7-0. 3. Audience Items There were no audience items. 4. Approval of May 13, 2015 Minutes MOTION: Ms. Dolan moved, second by Mr. Zimmerman, to approve the Minutes of May 13, 2015 as presented. Motion passed 6-0 (Mr. Grawe abstained). 5A. Request for Stop Sign at Guild Avenue and Harwell Path Mr. Anderson presented traffic study data. The study showed very low traffic volumes. The 85th percentile speed on Harwell exceeded 33 miles per hour and the 85th percentile speed on Guild was less than 30 miles per hour. This indicates the speeding activity is occurring on Harwell. There was one reported crash over the past two and one half years, but it was due to snow and ice conditions. Mr. Anderson recommended using the portable driver's feedback signs and increased enforcement activity to address the issue. 5B. Request for Stop Sign along Findlay Avenue at Feldspar Lane Mr. Anderson said the site has had frequent issues. He recommended installing larger delineators along the curve. He noted that the existing smaller delineators have been hit by vehicles that take the turn at the intersection too fast. He noted that the 85th percentile speed on Feldspar is between 31 and 32 miles per hour and the 85th percentile on Findlay south of Feldspar is around 29 miles per hour. He noted that the intersection does not meet warrants for a stop sign. Mr. Zimmerman requested additional study to be conducted when school is in session to see if there is a correlation between the traffic issues and school traffic. The Committee requested that staff add flags on the signage in the area shortly before the start of the school year and that the police increase enforcement in the area at the start of school. 5C.Request for Street Lights on South Side of 127th Street Mr. Anderson said this issue is being considered as part of the budget process. 5D.Request for Signage or Traffic Calming on 131st Street Mr. Anderson said a parent of a special needs child with autism requested traffic calming or signage. Public Works is collecting traffic data on speeds and volumes, but expects any issues would be caused by local traffic. 5E.Receive Garden View Drive Feedback Sign Summary Mr. Anderson presented the speed and volume data. It was very similar to previous years. 6A.Other Traffic Concerns Communicated to the City of Apple Valley Police Concerns Mr. Bermel reported a concern over stop sign violations at Fordham Avenue and Fairlawn Avenue. Enforcement in that area has been increased. Public Works Concerns None. 6B.Educational Issues Mr. Zimmerman noted that a Toward Zero Deaths study found that in bicycle- related accidents, about half are caused by the bicyclist and half caused by motorists. 7. Adjourn MOTION: Mr. Bermel moved, second by Mr. Grawe, to adjourn. Motion passed 7- 0. Meeting was adjourned at 8:05 p.m.
