HomeMy WebLinkAbout01/03/1980CITY OF APPLE VALLEY Dakota County, Minnesota January 3, 1980 Minutes of the special meeting of the City Council of Apple Valley, Dakota County, Minnesota held January 3, 1980, at 7:00 o'clock p.m. at the City Hall. PRESENT: Mayor Garrison; Councilmembers Holton, Kelly, Overgard (attended at 7:09 p.m.) and Savanick; Deputy Clerk Mueller. ABSENT: None. Mayor Garrison called the meeting to order at 7:00 p.m. The Councilmembers and every- one in attendance took part in the pledge of allegiance to the flag'. MOTION: of Kelly, seconded by Holton, to pay the Claims and bills, checks numbered 8958, 8960, 8961 and 15822 through 15886, in the total amount of $1,522,527.60. Ayes - 4 - Nays - 0. CLAIMS & BILLS The Council received updated copies of the Comprehensive Plan which will be the subject of a public hearing on January 9, 1980, at 8:00 p.m. (Councilmember Overgard attended at this time.) Mr. Gretz said copies of the Plan are available for public inspection and if anyone desires copies, recommends a fee of $30.00 to cover the costs of printing. The Land Use Guide Map is similarly available and recommends a fee of $1.50 for it. MOTION: of Savanick, seconded by Overgard, establishing a fee of $1.50 for copies of the Land Use Guide Map and a fee of $30.00 for copies of the entire Comprehensive Plan for individuals wishing to purchase these items. Ayes - 5 - Nays - 0. FEE FOR COMP. PLAN & LAND USE GUIDE MAP The Council reviewed bids for the City!s insurance continued from its December 27, 1979 meeting. James Morrisey was present and said deletion of collision and comprehensive coverage on the automobiles, as recommended by George Ballenger, would result in a dir- ect premium reduction of $5,264 per year with no penalty. He also said he had nego- tiated a total premium reduction of approximately $4,000, as referred to in his original proposal. MOTION: of Holton, seconded by Overgard, adopting Resolution No. 1980-1 awarding insurance as tabulated on the tabulation of January 3, 1980, to the Morrisey-Faa & Associates, Inc., in the amount of $81,227 subject to the reduction of about $4,000 per the nego- tiated agreement as included in insurance proposals of December 20, 1979; and awarding the umbrella liability to Apple Valley Agency, Inc. in the amount of $12,000. Ayes - 5 - Nays - 0. MOTION: of Overgard, seconded by Holton, passing Ordinance No. 232, amending Ordinance No. 141, the personnel rules and regulations. Ayes - 5 - Nays - 0. RES. 1980-1 AWARD INSURANCE ORD. 232 PERSONNEL PLAN RES. 1980-2 1980 PAY RATES MOTION: of Holton, seconded by Overgard, adopting Resolution No. 1980-2 establishing the 1980 pay rates and policies. CITY OF APPLE VALLEY Dakota County, Minnesota January 3, 1980 Page 2 MOTION: of Savanick, seconded by Holton, amending paragraph 6 on page 2 of said resolution by substituting the date December 12, 1980, for the date July 4, 1980, and adding the following sentence at the end of said paragraph, "To be eligible to be paid any part of. said $796, an employee must have been employed by the City of Apple Valley on January 1, 1980, and have remained continuously employed through December 12, 1980." Ayes - 4 - Nays - 1 (Overgard). MOTION: of Garrison, seconded by Overgard, amending page 18 of said reso- lution's attachments by changing Kelley to $1,550 under "Begin 1980", $1550 under "End 1980" and $18,600 under "1980 Budget". MOTION: of Savanick, No Seconded, amending the above amendment by making it effective on the review date of April 17, 1980. Motion died for lack of a second. Vote was taken on the amendment to the motion. Ayes - 1 (Garrison) - Nays - 4. (Amendment Failes). Vote was taken on the original motion, as amended. Ayes - 3 - Nays - 2 (Garrison and Savanick). MOTION: of Savanick, seconded by Holton, setting regular Council meetings COUNCIL MEETING on the second and fourth Thursdays of each month at 8:00 p.m. TIMES o'clock beginning in February of 1980. MOTION: of Garrison, No Second, amending the above motion by setting the meeting on the fourth Thursday at 1:00 o'clock p.m. Motion died for lack of a second. Vote was taken on the motion~ Ayes - 5 - Nays - O. Councilmember Overgard said she would like to have a special meeting set in February to review the entire personnel plan. The Council discussed what this review should involve, and agreed that Councilmembers Overgard and Holton meet with the City Administrator and review other personnel plans and report back to the Council by April 1st with some type of a recommendation. Councilmember Savanick asked whether the Council should consider changing liaisons to various departments this year? Mayor Garrlson said the Councilmembers should review their individual interests and this could be discussed at the next meeting. Councilmember Savanick asked if the Council wants to consider an ordinance prohibiting leaving keys in vehicles? The Council said it would like more information on the need for such an ordinance before considering. MOTION: of Savanick, seconded by Overgard, to adjourn. Ayes - 5 - Nays - 0. The meeting was adjourned at 8:22 o'clock p.m.
