Minutes
1. Call to Order
The meeting was called to order at 7:00 p.m. by Chair Zimmerman.
Members Present: Charles Grawe, Dave McKenzie, Matt Saam, Joe Shaw

2. Approval of A eg nda
The group agreed to move the 1401' Street Bike Lanes up to Item 5A because
audience members were interested in that item.
MOTION: Mr. Saam moved, second by Mr. Grawe, to approve the agenda as
amended. Motion passed 4-0.
3. Audience Items
There were no audience items.
4. Approval of May 14, 2025 Minutes
MOTION: Mr. Saam moved, second by Mr. McKenzie, to approve the
Minutes of May 14, 2025. Motion passed 3-0 (Mr. Grawe abstained).
5A. 1401h Street Bike Lanes
Several residents in attendance requested the addition of bike lanes on 1401h
Street between Cedar Avenue and County Road 38. Mr. Anderson suggested
the residents engage in the ongoing Bike and Pedestrian Plan Update process
to share their views in that context.
5B. Embry Path and 152nd Street Speed Study
Mr. Acosta presented results of a traffic study that was conducted in response
to concerns about vehicle speeds on Embry Path south of County Road 42.
The monitoring stations recorded data with the 851h percentile speed for
northbound traffic at 29 miles per hour and the 851h percentile speed for
southbound traffic at 26 miles per hour. In both cases, the 851h percentile
speed was below the posted 30 miles per hour limit. The study also found that
warrants for a four-way stop at 152nd Street and Embry Path were not met.
5C. 2025 Bike and Pedestrian Plan Update
Mr. Acosta said the task force continues to meet. He provided a summary of
an e-bike presentation made to the task force at a recent meeting.
5D. Ellice Trail and Everest Avenue Crosswalks (Interim)
Mr. Acosta said the City is looking at interim solutions until the Ellice Trail
reconstruction project provides a permanent solution. The issue is providing
enhancements to routes to the school using pathways in the Ellice Trail
neighborhoods.
The Engineering Division recommended a multi-prong solution including
installation of pathway-connecting crosswalks at the intersection of Ellice
Trail and Everest Avenue, trimming trees along the route to improve sight
lines, and installing consistent signage at Eveleth/Ellice and Europa.
MOTION: Mr. Grawe moved, second by Mr. Saam, to recommend the
installation of crosswalks, improvement of sight lines, and correction of
signage as proposed by the Engineering Division. Motion passed 4-0.
5E. Trail Signage at PD/Fla_ gstaff
Mr. Acosta said the new Police Operations Building is in operation. The
traffic exits the site onto Flagstaff Avenue where there is a significant curve in
the roadway, which makes sight lines for exiting emergency vehicles a bit
obscured. In addition, there is a pathway along the west side of Flagstaff.
The concern is that pathway users who are traveling at high-speed(as is
increasingly occurring with electric bikes), may not see or be seen in an
adequate amount of time when an emergency vehicle is leaving the site. The
Engineering Division proposed installing "Watch for Emergency Vehicles"
signage similar to what is used on roadways next to fire station driveways to
alert pathway users.
MOTION: Mr. Saam moved, second by Mr. Shaw, to recommend the
installation of warning signage as proposed by the Engineering Division.
Motion passed 4-0.
6A.Other Traffic Concerns Communicated to the City of Apple Valley
Police Concerns
Chief Francis reported continued concerns and meetings with residents
regarding speeds and traffic volumes on 1601 Street and Garden View Drive.
Public Works Concerns
The City received concerns about vehicles speeds on Diamond Path north of
Pilot Knob Road. The City also received concerns about the crosswalk at
Johnny Cake Ridge Road and Ellice Trail on the route to the Falcon Ridge
Middle School.
6B.Educational Issues
There were no educational issues.

MOTION: Mr. Saam moved, second by Mr. Grawe, to adjourn. Motion
passed 4-0. Meeting was adjourned at 8:25 p.m.
