Minutes
1. Call to Order
The meeting was called to order at 7:00 p.m. by Mr. Zimmerman.
Members Present: Greg Dahlstrom, Charles Grawe, Dave McKenzie, Matt
Saam, Joe Shaw, Arthur Zimmerman

MOTION: Mr. McKenzie moved, second by Mr. Shaw, to approve the
agenda as presented. Motion passed 6-0.
3. Audience Items
Mr. Hasselquist expressed concern about speeds on 1441' Street between
Embry Path and Diamond Path. He requested the installation of seasonal
speed bumps.
The Committee explained the City has a policy that does not allow speed
bumps. Mr. Anderson said driver feedback signs can be installed on 1441' and
speed data can be collected.
4. Approval of July 9, 2025 Minutes
MOTION: Mr. McKenzie moved, second by Mr. Shaw, to approve the
Minutes of July 9, 2025. Motion passed 4-0 (Mr. Dahlstrom and Mr.
Zimmerman abstained).
5A. Garden View Drive Speed Concerns
Mr. Phillipich and several residents in attendance expressed concerns over
traffic volumes and speeds on Garden View Drive, which they believed were
caused by cut-through traffic from Lakeville. The group believed that the
southern permanent speed advisory signs is largely ignored and should be
relocated further to the south and west, closer to the intersection with County
Road 46. This would be in addition to the existing permanent driver feedback
sign located further to the north, closer to Valley Middle School.
Mr. Acosta provided several comparisons between traffic conditions on
collector roadways. The 30 miles per hour segment of 1471 Street between
Cedar Avenue and Galaxie Avenue has an 85th percentile speed of 37 miles
per hour. Mr. Phillipich expressed that this was an insufficient comparison
given Garden View's more residential setting. Mr. Acosta then provided data
that the 35 miles per hour Palomino Drive segment between Cedar Avenue
and Hamlet Avenue has an 85th percentile speed of 37 miles per hour. The
85th percentile speeds recorded on the 30 miles per hour Garden View Drive
were 33.6 miles per hour at the temporary speed advisory sign and 35 miles
per hour at the permanent speed advisory sign. The 851 percentile speed on
the north end of Garden View near the County Road 42 intersection was 31.3
miles per hour.
Mr. Acosta said that traffic volumes of 1,590 vehicles per day were recorded
northbound where the roadway curves to the north, 2,344 vehicles per day
were recorded southbound where the roadway turns west, and 2,037 vehicles
per day were recorded northbound at the southern permanent speed advisory
sign. Traffic volumes of 4,252 vehicles per day were recorded southbound at
the permanent advisory sign near County Road 42.
Mr. Acosta also noted that the placement of the existing permanent signs was
established at the recommendations of an engineering study in conjunction
with the reconstruction of Garden View Drive adjacent to the school; and that
simply adjusting placement of the existing permanent signs or installing new
permanent signs could have an adverse impact along the corridor.
There was a lengthy discussion about the City's enforcement activity in the
area.
The Committee recommended installing a temporary driver feedback sign
close to the intersection with County Road 46 as a pilot project to test the
residents' theory that the permanent driver feedback sign is located too far
north and vehicles don't get the advisory warning until they are already
speeding. The Committees recommended the residents contact Dakota
County about creating at three-quarter intersection at County Road 46 to
discourage cut through traffic from the south.
5B. Germane Avenue Parking Review
Mr. Acosta said Germane is scheduled for reconstruction in 2026. There have
been pedestrian crossing and vehicle speeding concerns at Germane and 1301'
Street. Mr. Acosta went over the construction plans noting that the roadway
would be narrowed to 28 feet face-to-face and parking would be prohibited on
the west side of the street.
5C. Palomino Drive Speed Limit Review
Mr. Anderson said the area of concern is near Hamlet Avenue where the speed
limit drops from 45 miles per hour to 35 miles per hour. Any change in the
speed limit would require a study by the State of Minnesota. The Engineering
Division will continue to monitor traffic in the area.
5D. Request for No Parking Signage on Gladstone Path
Mr. Acosta explained that the road is 32 feet wide. Parking is currently
allowed on both sides of the street. There are apartment units on one side of
the street and single-family homes on the other. There have been issues with
semi tractor trailers parking on the street for extended periods of time,
narrowing the traffic lanes, and generating complaints from neighbors.
The Engineering Division provided three options to address the situation.
Option I would be to prohibit parking on the east side of the street. Option 2
would be to post signs reminding people of the current 3:00 am to 6:00 am no
on-street parking ordinance. Option 3 would be to prohibit parking on both
sides of the street.
MOTION: Mr. Saam moved, second by Mr. McKenzie, to recommend
prohibiting parking on the east side of Gladstone Path. Motion passed 6-0.
5E. Ellice Trail and JCRR Crosswalk
Mr. Acosta said that as the City moves forward with reconstruction of Ellice
Trail, it will also need to evaluate the pedestrian routes to school and crossings
associated with Johnny Cake Ridge Road and Falcon Middle School.
6A.Other Traffic Concerns Communicated to the City of Apple Valley
Police Concerns
There were no new concerns reported to Police.
Public Works Concerns
Public Works reported that Founders Way was recently repaved.
6B.Educational Issues
There were no educational issues.
7. Adjourn
MOTION: Mr. Dahlstrom moved, second by Mr. Saam, to adjourn. Motion
passed 6-0. Meeting was adjourned at 8:40 p.m.
