Minutes of the Board of Review meeting of the City of Apple Valley, Dakota County,
Minnesota, held June 19, 1980, at 7:00 o'clock p.m. at the City Hall.
PRESENT: Mayor Garrison; Councilmembers Holton, Kelly, 0vergard and Savanick;
Clerk Asleson.
ABSENT: None
Acting Mayor Holton called the Board of Review meeting to order at 7:04 p.m. and
noted receipt of the affidavit of publication of the meeting notice. Mr. Asleson
commented that this is an annual meeting held to review property valuations in the
City. Mayor Garrison attended at this time.
Jake O'Toole, of the Dakota County Assessor's Office, was present and described the
valuation increases for 1980. He said the limited market value on property has been
eliminated. The increases in estimated market value for property in the City were
a 25 percent increase in land value and a 10 percent increase in building value.
Councilmember Savanick attended at this time.
Mr. O'Toole said the homestead credit for 1980 taxes payable in 1981 will be 58
percent of the gross property tax with a maximum credit allowed of $650.00. Mayor
Garrison asked whether all assessors in the state are now using the same method
in increasing valuations? Mr. O'Toole said he believed so and the valuations are
reviewed by a State Board when educational aids are determined for school districts.
Mr. O'Toole said the effects of the increased valuations on 1980 taxes, payable in
1981, will not be known until this fall when tax levies are adopted by the various
taxing jurisdictions to determine the mill rate.
Staff members of the Assessor's Office then reviewed property valuations and answered
questions on individual properties with members of the public who were present.
The Board received a letter from Glenn and Mary Sullivan on parcel number 01-10350-
050-02 appealing the increase in valuation on their property. Mr. O'Toole said his
office will review this property. He also said they will be reviewing questions of
other property owners, not answered tonight, and report back by the June 26, 1980
meeting, if action is required on any properties by the Council.
MOTION: of Holton, seconded by Overgard, closing the 1980 Board of Review
Meeting. Ayes - 5 - Nays - 0.
The meeting adjourned at 8:58 o'clock p.m.
