March 4, 2026, Planning Commission Regular Meeting Minutes
Minutes of the regular meeting of the Planning Commission of Apple Valley, Dakota County,
Minnesota, held March 4, 2026, at 7:00 p.m., at the Apple Valley Municipal Center.
Present: Scanlan, Schindler, Mahowald, Sandahl, Hlas
Absent: Kurtz, Prewitt
City staff members present were: Community Development Director Benetti, City Attorney Hills,
City Planner Dill, Planner Stroeing, Planner Hayes, and Department Assistant Vincent.
1. Call to Order
Vice Chair Scanlan called the meeting to order at 7:00 p.m.
2. Approve Agenda
Vice Chair Scanlan asked if there were any changes to the agenda. CD Director Benetti asked that
item 4.B. Approve 2025 Planning Commission Annual Report be moved to the end of the agenda.
Motion: of Schindler, seconded by Hlas, approving the agenda including the requested
change. Ayes - 5 - Nays - 0.
3. Consent Agenda
Motion: of Schindler, seconded by Hlas, approving the minutes of February 4, 2026, regular
meeting. Ayes - 5 - Nays - 0.
4. Annual Business Meeting
A. Nominate and Approve Officers
Motion: of Schindler, seconded by Sandahl, approving Jodi Kurtz as Chair. Ayes - 5 - Nays - 0.
Motion: of Hlas, seconded by Sandahl, approving Paul Scanlan as Vice Chair. Ayes - 5 - Nays
- 0.
Motion: of Hlas, seconded by Sandahl, approving David Schindler as Secretary. Ayes - 5 -
Nays - 0.
B. Approve 2025 Planning Commission Annual Report
CD Director Benetti gave a brief presentation.
Motion: of Schindler, seconded by Mahowald, approving the 2025 Planning Commission
Annual Report. Ayes - 5 - Nays - 0.

5. Public Hearings
A. Ace Hardware Conditional Use Permit for a temporary greenhouse at 14760 Pennock Ave
Vice Chair Scanlan opened the public hearing.
Planner Hayes provided a brief presentation.
With no comments from commissioners or the public, Vice Chair Scanlan closed the public
hearing.
Motion: of Schindler, seconded by Hlas, to recommend approval of a conditional use permit
for Niemann Ace Hardware outdoor display and sales area and attaching conditions
listed in the staff report. Ayes - 5 - Nays - 0.
6. Land Use/Action Items
None
7. Other Business
The next Planning Commission meeting is scheduled for Wednesday, March 18, 2026, 7:00 p.m.
The next City Council meeting is Thursday, March 12, 2026, at 7:00 p.m.
8. Adjourn
Motion: of Schindler, seconded by Hlas, to adjourn. Ayes - 5 - Nays - 0.
The meeting was adjourned at 7:32 p.m.
