Minutes of the special meeting of the City Council of Apple Valley, Dakota County,
Minnesota, held October 20, 1980, at 8:00 o'clock p.m. at the City Hall.
PRESENT: Acting Mayor Holton, Councilmembers Kelly and Savanick; Clerk Asleson.
ABSENT: Mayor Garrison and Councilmember Overgard.
Acting Mayor Holton called the meeting to order at 8:04 p.m. for the purpose of the
Dakota County Highway Department's public hearing on the reconstruction of Cedar
Avenue (CSAH 23) from 260 feet north of 140th Street to 812 feet south of Whitney
Drive. Mr. Robert Sandeen, Dakota County Highway Engineer, explained that oral or
written comments would be received and written comments may be directed to him until
October 31, 1980.
Mr. Sandeen introduced Elmer Morris and Ron Volkert of the Minnesota Department of
Transportation; Larry Figgens, Ann Hopkins and Pete Sorenson of the Dakota County
Highway Department, who were present.
Mr. Figgens described the exhibits showing intersection designs, cross sections of
the proposed reconstruction, topography and proposed detours. The total construction
is estimated to cost $2,839,979.
Ms. Hopkins reviewed pages 5 and 6 of the report distributed at the meeting which sum-
marized the social, economic and environmental effects addressed in the Environmental
Assessment. She also said she had the information from the noise survey available for
review.
Councilmember Savanick questioned the location of the pathway. Mr. Figgens showed
the location of the pathway which will be on the east side, eight feet from the curb,
and continue south to County Road 46. Pedestrian crossing signals will be provided
at the Cedar Avenue-County Road 42 intersection.
Councilmember Holton questioned the 142nd Street intersection. Mr. Figgens said four-
way turns will be allowed at this intersection and he reviewed each of the intersections
shown on the exhibits. Councilmember Kelly expressed concern about closing 143rd Street.
John Gretz said it could be connected to 142nd Street or 145th Street with a frontage
road. Councilmember Kelly suggested allowing at least right turns only at 143rd and
Cedar.
Councilmember Savanick questioned the details of the pedestrian crossings at the Cedar
Avenue-County Road 42 intersection. Mr. Sandeen explained the signals for pedestrian
crossings. Mr. Sorenson said State regulations provide that the signals must either
provide for pedestrian crossings or all pedestrian crossings must be prohibited.
Agnes Scott asked what distance the path would be from Cedar Avenue? It will be eight
feet from the curb. She also asked if Galaxie Avenue will be used as a detour? Mr.
Sandeen said it is not proposed to be a main detour, but it will have more traffic
because people will use it anyway.
Dorothy Russell questioned variations in footages of the cross sections shown in the
report. Mr. Figgens said it shows six-lane widths north of County Road 42 and four-
lane widths south of County Road 42, narrowing to two lanes south of Whitney Drive.

Dorothy Russell asked what the construction date is? Mr. Sandeen said they are plan-
ning for 1981 construction. She also asked what the funding will be? Mr. Sandeen
said it will be constructed using Federal, County and City funds. Ms. Russell asked
what the median will be like and why will there be a median? Mr. Sandeen said it
will be a curb with a boulevard-type area. The median will be used because it is
safer for separating the traveled lanes and controlling turning movements.
Ms. Russell asked what the proposal is to acquire right-of-way? Mr. Sandeen explained
the appraisal procedures, which appraisals are then considered by the County Board in
making an offer on the property, and the options available to property owners. She also
questioned the fencing policy on page 7 of the report and Mr. Sandeen explained it
further.
Agnes Scott asked when the northern portion of Cedar Avenue will be constructed? Mr.
Volkert said it is not funded now. The earliest date possible would be June of 1981
and they estimate it will take two years to complete. This portion will be constructed
by the Minnesota Department of Transportation.
Dorothy Russell asked about driveway access on Cedar Avenue during construction. Mr.
Sandeen said for those properties with no other access, the contractor will be required
to keep some type of access open to Cedar.
Councilmember Kelly asked about the path reconstruction. Mr. Sandeen said it will
be done concurrently with the road construction. The Council also discussed potential
problems of opening the six-lane portion of the road when the northern portion has not
been completed by MnDOT.
There being no further questions or comments, the hearing was closed at 9:00 o'clock
p.m.
