HomeMy WebLinkAbout09/10/2015 CITY OF APPLE VALLEY Dakota County, Minnesota September 10, 2015 Minutes of the regular meeting of the City Council of Apple Valley, Dakota County, Minnesota, held September 10, 2015, at 7:00 o'clock p.m., at Apple Valley Municipal Center. PRESENT: Councilmembers Bergman, Goodwin, Grendahl, and Hooppaw. ABSENT: Mayor Hamann-Roland. City staff inembers present were: City Administrator Lawell, City Clerk Gackstetter, City Attorney Dougherty, Assistant City Engineer Anderson, Parks and Recreation Director Bernstein, Police Captain Francis, Assistant City Administrator Grawe, Human Resources Manager Haas, Finance Director Hedberg, Public Works Superintendent Blommel Johnson, Acting Public Works Director Manson, Community Development Director Nordquist, Police Chief Rechtzigel, Liquor Operations Director Swanson, and Fire Chief Thompson. Acting Mayor Goodwin called the meeting to order at 7:01 p.m. Everyone took part in the Pledge of Allegiance to the flag. APPROVAL OF AGENDA MOTION: of Bergman, seconded by Grendahl, approving the agenda for tonight's meeting, as presented. Ayes - 4 -Nays - 0. AUDIENCE Acting Mayor Goodwin asked if anyone was present to address the Council, at this time, on any item not on this meeting's agenda. No one requested to speak. CONSENT AGENDA Acting Mayor Goodwin asked if the Council or anyone in the audience wished to pull any item from the consent agenda. There were no requests. MOTION: of Grendahl, seconded by Hooppaw, adopting Resolution No. 2015-115 approving and levying 2015 Special Assessment Roll Nos. 634 and 635, for Regent's Point Improvements, in the total amount of$1,598,746.00. MOTION: of Grendahl, seconded by Hooppaw, adopting Resolution No. 2015-117 approving and levying 2015 Special Assessment Roll No. 637, for American Legion SAC/WAC deferral, in the amount of$35,040.00. MOTION: of Grendahl, seconded by Hooppaw, adopting Resolution No. 2015-119 approving the final plat for correction or recombination of The Legacy of Apple Valley Seventh Addition, and authorizing the Mayor and City Clerk to sign the same. MOTION: of Grendahl, seconded by Hooppaw, approving the License Agreement for Temporary Access to Cobblestone Lake 7th Addition, with Cobblestone Lake Development, LLC, as attached to the City Planner's memo, and authorizing the Mayor and City Clerk to sign the same. MOTION: of Grendahl, seconded by Hooppaw, approving the Police Liaison Services Agreement with Independent School District 196, for the 2015-2016 school year, and authorizing the Acting Mayor and City Clerk to sign the same. MOTION: of Grendahl, seconded by Hooppaw, approving the Agreement for Project 2015- 127, 2015 Reconditioning and Painting of Steel Fence Sections, Fence Support Posts, and Decorative Light Poles, with Budget Sandblasting and Painting, Inc., in the amount of$65,732.10, and authorizing the Mayor and City Clerk to sign the same. END OF CONSENT AGENDA INTRODUCTION OF NEW POLICE OFFICERS HOOPER PARKER & WESTENDORF Police Chief Rechtzigel introduced newly hired Police Officers Wilson Hooper, Anthony Parker, and Ross Westendorf to the Council and presented them with their badges. The City Clerk administered the oaths of office to the Officers. The Council congratulated Officers Hooper, Parker, and Westendorf, and welcomed them to their new positions. PROPOSED 2015 CITY BUDGET AND PROPERTY TAX LEVY Mr. Hedberg presented the proposed 2016 budget and tax levy. He reviewed the budget timeline. Staff recommends the Council set the public budget meeting, formerly called the Truth-in-Taxation hearing, for December 10, 2015, which is a regularly scheduled Council meeting. He reviewed the budget considerations and significant impacts for 2016, noting Apple Valley will not receive Local Government Aid(LGA) in 2016. The 2016 proposed budget requires a total levy of$24,058,000, an increase of$924,000 or 3.99% from 2016. He pointed out that once the preliminary budget is adopted, the total levy amount may decrease, but not increase. Discussion followed. Councilmember Grendahl commented about the decertification of TIF districts. Acting Mayor Goodwin reminded everyone that Apple Valley property owners do not receive special assessments for street maintenance projects. Discussion continued. MOTION: of Bergman, seconded by Hooppaw, adopting Resolution No. 2015-120 approving the proposed 2016 budgets, with total revenue of$65,111,793 and expenditures of$71,703,174, and approving the proposed tax levy collectible in 2016 of$24,058,000. Ayes - 4 -Nays - 0. MOTION: of Bergman, seconded Grendahl, setting a public budget meeting on the proposed 2016 budgets and tax levy, at 7:00 p.m. on December 10, 2015. Ayes - 4 -Nays - 0. CLAIMS AND BILLS MOTION: of Grendahl, seconded by Hooppaw,to pay the claims and bills, check registers dated August 19, 2015, in the amount of$1,622,829.40, and August 27, 2015, in the amount of$848,107.07.
