PRESENT: Parks and Recreation Advisory Committee Chair Lee Strom; Committee Secretary Patrick Sullivan; Committee Members, Noel Hammill, Boyd Montgomery, Jessica Montgomery, and Brenton Schulz, Parks and Recreation Director Barry Bernstein; Recreation Superintendent Scott Breuer; Arena Manager Brian Christianson; Department Assistant Dorene Perkins Monn; and WSB Representatives Jason Amberg and Senior Landscape Architect Jeff Feulner. ABSENT: Kanika Gupta ITEM 1. Committee Chair Strom called the meeting to order at 7:00 p.m. ITEM 2. Agenda Items — Introduction of New Committee Member — Jessica Montgomery Director Bernstein introduced and the Committee welcomed new member J. Montgomery. ITEM 5.11. Agenda Items — Resignation of Youth Representative — Kanika Gupta Committee accepted the resignation of member Gupta and recommended City Council fill the vacancy with another community member -at -large. Resolution No. 2010-39; Establishing the Purpose, Duties, and Membership Terms of the Apple Valley Parks and Recreation Advisory -lof3- CITY OF APPLE VALLEY PARKS AND RECREATION ADVISORY COMMITTEE September 3, 2015 Committee states, "Committee Members: The Parks and Recreation Advisory Committee shall consist of seven members, all of whom are to be appointed by the City Council." MOTION: by Hammill, seconded by B. Montgomery, to open a seventh spot on the Committee for a community member, regardless of age, to replace the youth committee member. DISCUSSION: Suggestion was made to post the vacancy notice at the Apple Valley Senior Center and Apple Valley high schools, as well as media legal postings. VOTE: Yes — 6, No — 0 ITEM 5.C. Agenda Items — Kelley Park Discussion Director Bernstein introduced representatives Jason Amberg and Jeff Feulner from WSB Engineering, a landscape architecture and park planning service. Staff is recommending City Council establish an agreement with WSB Engineering for the design of Kelley Park's additional 2.49 acre property parcels acquired in 2013. Mr. Amberg and Mr. Feulner outlined who they are, their experience, the proposed Kelley Park project process, and a potential schedule. Committee comments included the need to take into consideration the area demographics and the anticipated population surrounding the park, the fact that it's designated a "community" park and the attributes of such. The potential design schedule includes a public open house in October 2015. The Committee was encouraged to provide a list of desired items for the park. ITEM 5.11. Agenda Items — Division Updates Recreation Superintendent Breuer gave a review of summer events: Friday Concerts and Theatre Shakespeare in the Park at Kelley Park were well attended, Freedom Days included 400+ runners at the Fun Run, approx. 100 teams participated in the summer adult softball leagues, Apple Valley Family Aquatic Center closed for the season August 28, Redwood Pool remains open through September 6, and Apple Valley Community Center's 4,000 sq. ft. new floor surface has been completed. Director Bernstein issued a "hats off' to the Recreation programming staff for a job well done. He noted the adult softball leagues are up by seven teams. In comparison, Burnsville and Eagan are down. He congratulated staff for not only maintaining the number of teams but increasing them. Preschool programs, puppet shows, and playground programs reported great attendance. Arena Manager Brian Christianson recapped Hayes Park Arena's second season of summer ice. He reported a good turnout by Apple Valley and Eastview programs, high school camps, -2of3- CITY OF APPLE VALLEY PARKS AND RECREATION ADVISORY COMMITTEE September 3, 2015 youth association camps, Burnsville figure skating club, Heritage Figure Skating from Lakeville, and Farmington's figure skating club. Another successful summer season of Learn -to -Skate program. High school programs are starting soon. Tennis courts will be removed from the Sports Arena early October, then approximately two weeks later, ice will be ready. It takes about two weeks for transition. New concession stand venture taking place at both arenas. Hayes Park Arena will use the concession area in the building and a concession trailer has been purchased for use at the Sports Arena. Learn -to -Skate program is scheduled to begin October 25 Public Open Skating will be held at the Sports Arena on Sundays 3:30 p.m. to 5:00 p.m. and Thursdays at Hayes Park Arena from 11:00 a.m. to 12:30 p.m. though the winter. Learn -to -Skate Open House September 15. Director Bernstein asserted staff is actively seeking means of maximizing the uses of the buildings, maximizing ice sales, capitalizing on concession sales, and Hayes Park Arena advertising. ITEM 6. Staff is proposing no increase for prime time ice rates. Based on the below referenced neighboring facilities, this will keep Apple Valley in the average range. Participants also have an option of purchasing an "Up to 10 Entries" Punch Card for $30.00, which offers a convenience so they don't need to carry payment with them each time. We propose an increase to $4.00 per adult participant or spectator. And to offer Apple Valley residents a reduced fee, we propose a "Resident Up to 10 Entries" Punch Card for $35.00. Non -Residents will still have the option of purchasing a punch card for convenience, but the fee would be $40.00. These fees were last adjusted approximately 12-15 years ago. The proposed fee of $4.00 is comparable with other metro area open gym programs, as most charge between $3.00 and $6.00 (a few charge as little as $2.00 or as much as $8.00). Apple Valley Family Aquatic Center The only fee adjustment proposed is the cost of the "Up to 10 Entries" Punch Card. These particular fees were last adjusted prior to the 2013 swimming season. City Apple PARKS & RECREATION ADVISORY of Valley COMMITTEE MEETING DATE: November 5, 2015 SECTION: Regular Agenda ITEM DESCRIPTION: 2016 Parks &Recreation Advisory Committee Meeting Schedule STAFF CONTACT: DEPARTMENT/DIVISION: Barry Bernstein, Director Parks and Recreation Department Action Requested Motion to Approve 2016 Parks & Recreation Advisory Committee Meeting Schedule Summary By City Resolution, the Parks and Recreation Advisory Committee shall meet and hold meeting on the first Thursday in January, March, May, September, and November each year. Special meetings may be called by the Chair as needed. A motion to approve those dates will establish the 2016 Parks & Recreation Advisory Committee meeting calendar. Background City Resolution 2010-39 dictates the Parks and Recreation Advisory Committee meetings are held the first Thursday of January, March, May, September, and November. Meetings are held in the Council Chambers of the Apple Valley Municipal Center and broadcast on cable TV beginning at 7:00 p.m. Informal meetings begin at 6:00 p.m. and are held in the Regent conference room of the Municipal Center on the same dates. Staff proposes adding a scheduled meeting in July to cover any timely business issues and to conduct a tour of select parks, similar to the tour of 2015.
