PRESENT: Parks and Recreation Advisory Committee Chair Lee Strom; Committee Secretary Patrick Sullivan; Committee Members, Cindy Hart,Noel Hammill, Brenton Schulz, Parks and Recreation Director Barry Bernstein; Parks Superintendent Tom Adamini; Recreation Superintendent Scott Breuer; Valleywood Golf Course Manager Jim Zinck; Arena Manager Brian Christianson; Department Assistant Dorene Perkins Morin; and City Planner Tom Lovelace. ABSENT: Kanika Gupta and Boyd Montgomery [ITEM 1. Committee Chair Strom called the meeting to order at 7:00 p.m. ITEM 2. Approval of Agenda MOTION: by Sullivan, seconded by Hammill to approve the agenda as presented VOTE: Yes—5, No — 0 Audience— 10 Minutes Total Time Limit—For Items Not on the Agenda No one present to speak. ITEM 4. Approval of the March 2015, Minutes. MOTION: by Schulz, seconded by Sullivan, to approve the March 5, 2015, meeting minutes as presented. VOTE: Yes—5, No—0 ITEM 5.A. Agenda Items—Ordinance Amending Park Hours Director Bernstein presented a draft of the proposed ordinance amendment to Chapter 95, Section 95.04. Committee was asked whether the park hours should be adjusted to allow earlier access to the park. MOTION: by Sullivan, seconded by Hart,recommending the proposed amendment to Chapter 95,Section 95.04, after legal review,move forward for City Council approval. VOTE: Yes—5, No — 0 - 1of4 - CITY OF APPLE VALLEY PARKS AND RECREATION ADVISORY COMMITTEE May 7, 2015 ITEM 5.B. Agenda Items—Proposed Amendments to Park Dedication Requirements City Planner Tom Lovelace presented information on the proposed amendments to the statutes pertaining to the land values and persons per unit ratio currently used by the City to determine park dedication requirements for new development. Park dedication requirements are based upon the parkland demand created by the use contained within each subdivision as it relates to the generation of person-residents. City Council will conduct a public hearing to consider the amendments May 14, 2015. Staff recommendations to City Council include: • Proposed reduction in the residential land values. • Proposed increase to the industrial land values. • Consider adding a townhouse park dedication requirement. • Amend the persons per unit ratio to be consistent with the Met Council. ITEM 5.C. Agenda Items—Kelley Park Amenities Discussion Director Bernstein presented the Apple Valley Arts Foundation's request for authorization to place a temporary storage container at Kelley Park behind the existing stage from June through August 2015. MOTION: by Hammill, seconded by Sullivan,recommending City Council approval of a temporary accessory use granted to the Apple Valley Arts Foundation for a storage container at Kelley Park to be located behind the existing stage from June through August 2015. DISCUSSION: Recommend investigating a more permanent structure in the future. VOTE: Yes— 5, No — 0 ITEM 5.D. Agenda Items—Cedar Isle Park Organized Field Use Recreation Superintendent Breuer presented information. Staff has been working on the premise based on a previous Parks and Recreation Director's verbal agreement with the developing Cedar Isle neighborhood that no organized sports activities would be scheduled in the park due to its size and lack of off-street parking. Staff was made aware of unauthorized striping of a lacrosse field within the park this year and worked with the local youth athletic association to halt it. The City has the capacity of over 100 play fields. Certain times of the year, as the youth athletic associations wish to have additional field space for games/practices, Staff wants to honor the commitments that were made but understands the pressure for additional fields. - 2of4- CITY OF APPLE VALLEY PARKS AND RECREATION ADVISORY COMMITTEE May 7, 2015 MOTION: by Schulz, seconded by Hart, directing Staff to continue the current relationship with the Cedar Isle neighborhood whereby the park is defined as a neighborhood park, without organized sports activities. VOTE: Yes—4, No—0, Abstain— 1 (Hammill) ITEM 5.E. Agenda Items—Quarry Point Park Soccer Field#7 Lighting Director Bernstein presented information. Staff requested authorization to light Quarry Point Park athletic complex's field #7 to enhance and maximize play opportunities. Field #8's western light poles are designed to accommodate additional light fixtures to the west. Staff recommended Park Dedication funds be used for the project. MOTION: by Sullivan, seconded by Hammill,recommending City Council approval of park dedication funds, not to exceed $185,000, for the purchase and installation of additional lights on the west side of Quarry Point Park field#8 poles and add two new poles with lights to the west side of field #7 sized and designed for future lighting on field#6. VOTE: Yes— 5, No—0 ITEM 5.F. Agenda Items—Parks and Recreation Division Reports Golf Course Manager Zinck gave a verbal update on the business growth initiatives and getting more exposure of the building. Past events include February's Valleywood Event & Tournament Showcase, March's Season Pass Reception, and April's Easter Brunch. Upcoming events include May's Clubs for Kids Giveaway and Mother's Day Brunch, as well as Couples Events throughout the summer. Arena Manager Christianson reported Sports Arena operations have transitioned from ice to tennis for the summer. The Arena hosts high school practices and matches, a women's doubles league, and VAA youth tennis program. Hayes Park Arena's turf season will conclude May 18th and ice will be reinstalled by June 15th. In addition to ice rentals and camps, the Arena hosts summer ice skating lessons and public open skating. Recreation Superintendent Breuer recapped Recreation operations. Major activities included February's Mid-Winter Fest, Easter programs, adult athletics, and senior programs. Staff is currently planning for summer activities such as the pool season, playground and puppet wagon shows, Freedom Days, and youth athletic association tournaments. Parks Superintendent Adamini reviewed the Maintenance Three Month List of Activities. Staff includes three nationally certified playground inspectors. Turf maintenance is starting - 3of4 - CITY OF APPLE VALLEY PARKS AND RECREATION ADVISORY COMMITTEE May 7,2015 for the season. Legion Field project has been completed, Kelley fountains are running, and Cobblestone dock has been installed. Quarry Point Park ballfield#2 infield improvements have been completed to improve the drainage. ITEM 5.G. Agenda Items—Accept Resignation of Committee Member Cindy Hart Chair Strom presented a recognition plaque to Ms. Hart and a thank you for her eight years of service on behalf of the Committee. Director Bernstein issued a thank you on behalf of the City, residents, and staff. ITEM 6. Adjourn There being no further business, the Parks and Recreation Advisory Committee meeting was adjourned.
