HomeMy WebLinkAbout2026-04-09 Regular Meeting Minutes City of Apple Valley April 9, 2026, City Council Regular Meeting Minutes Minutes of the regular meeting of the City Council of Apple Valley, Dakota County, Minnesota, held April 9, 2026, at 7:00 p.m., at the Apple Valley Municipal Center. Present: Mayor Hooppaw; Councilmembers Bergman, Grendahl, Hiebert, and Melander Absent: None. City staff members present were: City Administrator Lawell, City Clerk Scipioni, City Attorney Hills, City Engineer Anderson, Community Development Director Benetti, Parks and Recreation Director Carlson, Police Chief Francis,Assistant City Administrator Grawe, Finance Director Lemarr, Fire Chief Nelson, and Public Works Director Saam. 1. Call to Order and Pledge Mayor Hooppaw called the meeting to order at 7:00 p.m. Everyone took part in the Pledge of Allegiance to the flag. 2.Approve Agenda Motion: of Grendahl, seconded by Bergman, approving the agenda for tonight's meeting as presented. Ayes-5- Nays—0. 3.Audience Mayor Hooppaw asked if anyone was present to address the Council, at this time, on any item not on this meeting's agenda. Maggie Bruecken, 4938 Upper 148th Ct, shared concerns regarding the City's response to recent federal immigration enforcement. 4. Consent Agenda Mayor Hooppaw asked if the Council or anyone in the audience wished to pull any item from the consent agenda.There were no requests. Motion: of Melander, seconded by Hiebert, approving all items on the consent agenda with no exceptions. Ayes- 5 - Nays—O. Consent agenda items A. Approve minutes of the regular meeting of March 26, 2026 B. Adopt Resolution No. 2026-48 setting public hearing at 7:00 p.m. on May 14, 2026,for consideration of 2026 Special Assessment Roll No. 700—Delinquent Utilities C. Proclaim May 2026"ALS Awareness Month" D. Approve new manager in connection with On-Sale Liquor Licenses issued to AV Hospitality SBC, d/b/a Patriots Restaurant&Bar, 14521 Granada Drive E. Adopt Resolution No. 2026-49 approving changes to Johnny Cake Ridge Park East Stadium Field F. Approve release of Natural Resources Management Permit financial guarantee G. Approve Fiber Optic Indefeasible Right to Use agreements by and between Dakota County as grantor and City of Apple Valley as grantee H. Adopt Resolution No. 2026-50 awarding agreement for Project 2026-103, 2026 Micro Surfacing I. Approve Agreement with Ron Kassa Construction, Inc.,for Project 2026-122, 2026 Concrete Removal&Replacement Services J. Approve Agreement with Sir Lines A Lot, LLC,for Project 2026-124, 2026 Pavement Markings K. Approve grant agreement with Federal Highway Administration for City Project 2026- 151, Comprehensive Safety Action Plan L. Surplus property 1. Declare City property and unclaimed property to be surplus 2. Approve agreement with SLA Auctions, LLC,to hold an online auction M. Approve agreement with CNH Architects for Apple Valley Liquor#2 Remodel Phase 2 N. Approve master services agreement with OpenGov, Inc.,for asset management software hosting and support services O. Approve Change Order No. 3 to agreement with Krause-Anderson Construction Company for Project 2024-190, Kelley Park Reconstruction (2023 Parks Bond Referendum) P. Approve acceptance and final payment on agreement with Fendler Patterson Construction for Apple Valley Liquor Store#2 Interior Remodel Q. Approve claims and bills R. Approve Personnel Report 5. Regular Agenda A. Proclaim April 9,2026, "Margie Freed Day" Mr. Lawell shared information about Margie Freed's Nordic Ski and Biathlon career. Mayor Hooppaw read the proclamation. Motion: of Grendahl, seconded by Bergman, proclaiming April 9, 2026,"Margie Freed Day". Ayes-5- Nays—0. B. Proclaim April 30, 2026, "National Therapy Animal Day" Mayor Hooppaw introduced the item.Apple Valley resident Mary Mittelstaedt and her therapy animal Duke shared information about therapy animals in the community. Mayor Hooppaw read the proclamation. Motion: of Grendahl, seconded by Hiebert, proclaiming April 30, 2026,"National Therapy Animal Day". Ayes- 5 - Nays—0. C.Apple Valley Beyond the Yellow Ribbon Network Update Apple Valley Beyond the Yellow Ribbon Network President BJ Gugat, Past President Jay Peterson, and Secretary Glenn Sonne shared information about the organization's work over the past year and highlighted how it assists veterans and military-connected families. The Council thanked Apple Valley Beyond the Yellow Ribbon for all of the work they do supporting veterans and their families in the community. 6. Communications Mr. Lawell and Chamber President Ed Kearney shared information about the Apple Valley Chamber of Commerce's upcoming Home and Garden Expo. Chief Nelson stated the City is recruiting firefighters. Several information sessions will be held in April.The application period closes April 30. Councilmember Melander commended the work of the City's firefighters. 7. Calendar of Upcoming Events Motion: of Grendahl, seconded by Bergman, approving the calendar of upcoming events as included in the Deputy City Clerk's memo, and noting that each event listed is hereby deemed a Special Meeting of the City Council.
