Minutes of the special meeting of the City Council of the City of Apple Valley, Dakota
Count~, Minnesota~ held May 18th, 1978, at 7:30 p!cldck p.m.,'pursuant to due call and
notice thereof,
PRESENT: Mayor
Clerk
ABSENT: None.
Branning; Councilmembers Fitzsimmons, Hayes~~ Holton and Savanick;
Asleson.
Mayor Branding called ~he meeting to order at 7:30 p.m.
Mayor Branning int~oduced a proposal of the Apple Valley Mrs. Jaycees to contribute 50
percent of the cost of a preliminary breath tester for use by the Police Department. Two
representatives of the Mrs. Jaycees ware present and explained their~ proposal. They
advised the Council that they were requesting that the City purchase the equipment and,
upon its receipt, they would pay 50 percent. The Police Chief was present and advised
the Council the other 50 percent would be reimbursible from the S~ate of Minnesota. It
was stated that the approximate cost of the unit is $460.00
MOTION:
of Fitzsimmons, seconded by Holton, adopting Resolution No.
1978-76 authorizing the Police Chief to purchase a preliminary
breath testing machine under the procedures described above.

Mayor Branning then advised the Council that the next item for consideration was the agree-
ments with the Minnesota Zoological Garden for providing police and fire protection services
to the Zoo. Mr. Ken Parch, the Zoo Security Director, was present and answered several
questions asked by Councilmembers related to the Zoo operations.
MOTION:
of Hayes, seconded by Savanick, approving the Agreement with
the Minnesota Zoological Garden for police services, the
addition to paragraph A.1 a clarification defining police
officers. Ayes - 5 - Nays - 0.

The City Administrator ~hen made some concluding comments related to the history of how
the agreements were developed including comments that numerous meetings had been held
during the past year involving staffs of the Zoo, the City, the City of Eagan and Dakota
County and the City Council had not previously been involved in the details nor had the
Council had the opportunity to review drafts of the documents until this week because
the documents had not been in a sufficiently agreeable form among the staffs for prior
consideration by the Council. He also mentioned to the Council that both agreements
have an expiration date of July 1, 1878, so the experience generated during the first
month in which the Zoo is open can, hopefully, be used to improve and/or modify these
agreements where appropriate and it will also allow further consideration of the
involvement by other appropriate agencies.
Councilmember Savanick then suggested the City Council tour the Heritage Hills-Palomino
Hills 6th Addition areas related to the sidewalk matter discussed by the City Council
at its regular meeting of May llth and scheduled to be considered further on May 25th.
