HomeMy WebLinkAbout06/06/1978CITY OF APPLE VALLEY Dakota County, Minnesota June 6, 1978 Minutes of the Board of Review meeting of the City of App!e Valley, Dakota County, Minnesota held June 6th, 1978, at 7:00 o'clockp.m. PRESENT: Mayor Branning; Councelmembers Holton, Savanick and Fitzsimmons (attended at 7:15 p.m.); Clerk Asleson. ABSENT: Mayor Branning called the Board of Review meeting to order at 7:00.p.m. and noted the affidavit of publication of the notice of the meeting. The Mayor then turned the meeting over to Mr. Jake O'Toole of the Dakota County Assessor's Office. Mr. O'Toole explained the assessed valuations were increased County-wide. The land value was raised 25 percent and the residential buildings were raised 10 percent. He also explained the difference in computing the 1978 homestead tax credit for 1979 taxes. He answered general questions from the audience on computation of limited and estimated market values. Members of the audience were then given an opportunity to review the Assessor's property files with members of the County Assessor's staff who were also present. The staff members also answered individual questions of the public. Mr. O'Toole presented some tax abatements, which have been recommended by the Dakota County Assessor's Office, for the Council to review. MOTION: of Holton, seconded by Fitzsimmons, approving property tax abatements on parcel numbers 01-11700-200-01, 01-20501-010-00, 01-20502-010-00, 01-20501-020-00, 01-20502-020-00 and 01-20502- 030-00 as listed on the attachment dated June 6,1978, and recom- mended by the Dakota County Assessor. Ayes - 4 - Nays - 0. TAX ABATEMENTS Mayor Branning asked Mr. O'Toole if there were any corrections to be made on the assessed valuations for property which had been reviewed by the public tonight. He said there were none tonight, however, they will be reviewing the property of Kenneth Schmitz at 8124 Lower 129th Court and report back to the Council at a later date. The written objection of Rollin Dennistoun~209 Ridge View Drive was also received to be reviewed. The Mayor adjourned the Board of Review meeting at 8:10 p.m. and called a special City Council meeting to order. The Clerk reviewed bids received for a fire pumper-ladder truck. The bid of American LaFrance was $131,268.00, but in order for the equipment to meet specifications, an additional $3,894.00 would be required for a total of $135,162.00. General Safety's bid was $133,793.00. Both bidders offered discounts for prepayments and the Clerk said the City would have to require performance bonds if these were accepted. The Council received a letter from Steve Mattson, the City's financial consultant, explaining the interest costs in issuing equipment certificates early to pay for the truck and take a discount. The decision on when to issue the certificates can be made later. MOTION: of Holton, seconded by Fitzsimmons, adopting Resolution 1978-92 awarding the purchase of a fire pumper-ladder truck to General Safety, the lowest responsible bidder meeting specifications, in the amount of $133,793.00. Ayes - 4 - Nays - 0. RES. 1978-92 PURCHASE FIRE TRUCK CITY OF APPLE VALLEY Dakota County, Minnesota June 6, 1978 Page 2 MOTION: of Fitzsimmons, seconded by Savanick, approving hiring Brad Blackett effective June 5, 1978 and Mark Mardell effective June 9, 1978, for park maintenance at $3.25 per hour and Dale Dose as Groundskeeper IV in Forestry effective June 12, 1978, at $4.00 per hour.
