Minutes of the special meeting of the City Council of Apple Valley, Dakota County,
Minnesota, held September 20th, 1978, at 7:00 o'clock p.m.
PRESENT: Mayor Branning; Councilmembers Fitzsimmons, Hayes, Holton and Savanick;
Clerk Asleson.
ABSENT: None.
Mayor Branning called the meeting to order at 7:05 p.m. for the purpose of holding a
public hearing on the proposed 1978 special assessment rolls. The Clerk noted that the
affidavits of publication of the Notice of Hearing were on file.
Mayor Branning asked if anyone in the audience was present for a specific assessment
roll? There were several present and the Mayor said those rolls would be discussed
first.
Assessment Roll No. 142 - Nordic Woods Second Addition street and sidewalk improvements
in the total amount qf $138,902.24. Andrew Volstad and Vincent Storland were present
and asked how the assessment was determined? The Clerk said the total cost of the
project was divided on a per acre basis and the assessment to Outlot C was based on
the number of acres in it. The balance was spread equally to the individual lots.
The Clerk also said the construction work on this project is not complete and if the
costs are significantly different, either more or less, from the amount assessed, there
would be a reassessment of the costs.
Assessment Roll No. 149 - Various Utility Improvements in the total amount of $592,496.72.
Mr. Volstad asked if the laterals in Nordic Woods Second Addition were large enough to
serve the area north of the Zoo entrance road. Mr. Rosene said they were, but additional
laterals would have to be extended into that area to serve it when it is ready for
development.
Assessment Roll No. 148 - Garden View and Whitney Drive Sidewalk and Street improvements
in the total amount of $185,392.66. Two residents of Timberwick Third Addition (who
did not give their names) were present and said the assessments on their lots are
higher than those in the next cul de sac (Palomino Lakeside Estates). They said the
frontage for two lots in Palomino Lakeshore Addition and all of Palomino Lakeside Estates
was combined and spread over all the lots and asked if Timberwick Third could be combined
with them also? The Clerk said the Lakeshore and Lakeside Estates were combined because
they are abutting property, Timberwick Third is south of the park and thus was treated
separately. He explained the assessment was based on footage on Garden View Drive.
It was asked when this assessment became pending? The Clerk said June 23, 1977.
The other assessment rolls are as follows: No. 137 - Greenleaf 12th Utilities in the
total amount of $242,196.57. No. 138 - Forest Park Utilities in the total amount of
$90,648.18. No. 139 - Cobblestones Lakeview and LaPaz Second Utilities in the total
amount of $172,228.94. No. 140 - Cobblestones Lakeview, LaPaz Second and Garrett Avenue
streets and sidewalks in the total amount of $108,186.16. No. 141 - Palomino 7th and
Heritage Hills 3rd and 4th Streets in the total amount of $81,350.42. No. 143 - The
Woods Streets and Storm Sewer and Hayes Street Improvements in the total amount of
$147,143.51. No. 144 - Hayes Road Sidewalk in the total amount of $12,097.51. No.
145 - Apple Valley East Second and Carrollwood Village Third Utilities in the total
amount of $186,269.22. No. 146 - Carrollwood Apartment Lateral Storm Sewer in the
total amount of $14,305.79. No. 147 - Various Sidewalk and Street Improvements in
the total amount of $105,286.38.

The Mayor asked for any further comments from the Council, Staff and audience; there
being none, the hearing was declared closed.
MOTION: of Holton, seconded by Hayes, adopting Resolution No. 1978- RES. 1978-159
159 adopting Assessment Rolls numbered 137 through 149 as ADOPT ASSMTS.

The meeting was adjourned at 8:00 o'clock p.m.
