HomeMy WebLinkAbout09/21/1978SPCCITY OF APPLE VALLEY Dakota County, Minnesota September 21, 1978 Minutes of the special meeting of the City Council of Apple Valley, Dakota County, Minnesota held September 21, 1978, at 7:00 o'clock p.m. PRESENT: Mayor Branning; Councilmembers Fitzsimmons (attended until 7:55 p.m.), Hayes, Holton, and Savanick; Clerk Asleson. ABSENT: None. Mayor Branning called the meeting to order at 7:12 p.m. for the purpose of holding a public hearing on the proposed 1979 City budget. The Council received the minutes of the August 29th, 1978, Staff public hearing on the use of Revenue Sharing Funds. The City Administrator, Mr. Asleson, reviewed the proposed 1979 budgets for 12 City funds and the adjustments made by the Council at its review of the budgets on September 19th, 1978. He also showed a proposed tax levy and explained how the property taxes are com- puted, pointing out that the City tax levy is only a part of the total property tax bill. The School District, County and other agencies tax levies are also part of the total. The Administrator reviewed proposed uses of Revenue Sharing Funds; $58,224 in the General Fund and $50,000 in the Golf Course Fund. He said the uses suggested by a member of the public at the Revenue Sharing Funds hearing have been taken into consideration in prepar- ation of the proposed budgets. The Mayor asked for questions from the audience. Bill Smith asked what the proposed deficit of the Golf Course Fund will be in 1979? Mr. Asleson said $198,000 is proposed for operating expenses and $159,000 for operating revenue; this does not include debt service. Mr. Asleson also said the budget is based of the assumption of no new clubhouse. The Mayor asked for any other questions from the audience and there were none. Mayor Branning then closed the public hearing. Councilmember Fitzsimmons said salaries for election judges should be increased. They are presently $2.50 per hour. Dianne Kelly commented on this and agreed saying the judges also have to buy their own meals. Councilmember Savanick agreed the salaries should be increased. Councilmember Holton said the job of election judge is basically volunteer and people don't da it for the money. MOT I ON: of Savanick, seconded by Fitzsimmons, set election judges salaries ELECTION JUDGES in the 1979 budget at $3.00 per hour aNd $3.25 per hour for head SALARIES judges. Ayes - 4 - Nays - 1 (Holton). John Gretz said he has reviewed a proposed storage building in the 1979 budget to be located at the Public Works Garage site and believes a metal pole building could serve this function for a cost of about:$25,000. A canopy for salt storage, as required by the PCA, would cost an additional $15,000. Mr. Asleson said he believes special levies for the increased cost of liability insurance, increased cost of services for commercial and industrial property and LOGIS system costs could be added and then the building could be paid for by the General Fund. He said he is getting more information on preparing these special levies. MOTION: of Holton, seconded by Hayes, authorizing special levies in 1979 SPECIAL LEVIES to allow for budgeting public works storage building in the & P.W. BLDG. General Fund in the amount of $25,000. MOTION: of Holton, seconded by Savanick, approving rental of farm house in Farquar Park to David Gullifer effective October 1, 1978, at $150.00 per month. Ayes - 4 - Nays - 0.
