HomeMy WebLinkAbout05/18/1977CITY OF APPLE VALLEY Dakota County, Minnesota May 18, 1977 Minutes of the Board of Review meeting of the City of Apple Valley, Dakota County, Minnesota, held May 18th, 1977, at 7:00 o'clock p.m. PRESENT: Mayor Branning; Councilmembers Holton, Savanick and Fitzsimmons (attended at 7:12 p.m.); Deputy Clerk Mueller. ABSENT: Councilmember Hayes. Mayor Branning called the Board of Review meeting to order at 7:07 p.m. and read the affidavit of publication of the Notice of the meeting. The Mayor then turned the meeting over to Mr. Jake O'Toole' of the Dakota County Assessor's Office. Mr. O'Toole answered questions from the public about assessed valuations in general. The question was asked when property is reassessed are taxes always higher? Mr. O'Toole said not necessarily, taxes are determined by the amount of the budgets of school districts, cities, county, etc. and the mill rate needed to finance those budgets. One person asked if the valuation was increased 10 percent and this year it was increased 10 percent also, but not last year. He explained an increase in mill fate's effect on taxes, and how assessed valuation is determined. For homestead property, 25 percent of the first $13,000 of market value is taken and 40 percent of the balance of market value is used to determine the assessed value. For nonhomestead property, the assessed value is 40 percent of the total market value. The maximum increase in assessed valuation permitted per year is 10 percent. He then introduced Scott Nelson, Mike Reif, Pat Stark, and Henry Burdorf of the Assessor's Office and members of the public were given an opportunity to review the individual property files. Mr. O'Toole presented some tax abatements which have been recommended by the Dakota County Assessor's Office for the Council to review. MOTION: of Fitzsimmons, seconded by Holton, approving property tax abate- ments on parcel numbers 01-50650-010-01, 01-77000-010-02, 01-56600-100-02,01-31003-120-10, 01-02700-031-50, 01-02700-033-50 and 01-56603-200-05.as listed on the attachment dated May 5, 1977, and recommended by the Dakota County Assessor's Office. Ayes - 4 - Nays - 0. TAX ABATEMENTS Mayor Branning asked Mr. O'Toole if there were any corrections to be made on the assessed valuations for property which had been reviewed by the public tonight. He said there were none tonight, however there were some questions on various parcels and his office would be reviewing them and report back to the Council at a later date. Mr. O'Toole noted that Apple Valley's total 1977 assessed valuation is $61,596,742 and, in addition, $3,933,820 is the assessed valuation for mobile homes. MOTION: of Holton, seconded by Savanick,to adjourn. Ayes - 4 - Nays - 0. The meeting was adjourned at 8:40 o'clock p.m.
