Minutes of the special meeting of the City Council of Apple Valley, Dakota County,
Minnesota, held July 25th, 1977, at 7:00 o'clock p.m.
PRESENT: Councilmembers Fitzsimmons, Hayes and Savanick; Clerk Asleson.
ABSENT: Mayor Branning; Councilmember Holton.
Acting Mayor Hayes called the meeting to order at 7:00 p.m. The purpose of the meeting
was to hold a public hearing on whether or not the City Council should adopt a resolution
providing for a permanent increase in Apple Valley's levy limit base in an amount not
to exceed $86,376.00. Acting Mayor Hayes noted the receipt of the affidavit of publica-
tion of the meeting notice.
Mr. Asleson reviewed calculations involved in determining the allowable increase under
the recent legislation. Me said the Council can also apply to the Levy Limit Review
Board for an adjustment in the City's levy limit base per capita up to 80 percent of
the average for all cities in Dakota County.
It was noted that approving this increase now does not mean that when the tax levy for
1978 is adopted, the Council will have to levy the maximum increase.
Acting Mayor Hayes asked for any questions or comments from the public; there being
none, the hearing was closed.
MOTION: of Fitzsimoons, seconded by savanick, adopting Resolution No.
1977-135 approving a permanent increase of 10 percent, or the
amount of $86,376, to the City's levy limit base and authoriz-
ing publication of this resolution. Ayes - 3 - Nays - 0.

MOTION: of Fitzsimmons, seconded by Savanick, adopting Resolution No.
1977-136 authorizing application to the Levy Limit Review
Board for an adjustment in the City's levy limit base per
capita in the amount of $9.22. Ayes - 3 - Nays - 0.
Councilmember Savanick requested input on publication of the "Council Table" newsletter.
The Council agreed to review galley proofs when they have been prepared.
MOTION: of Fitzsimmons, seconded by Savanick, to adjourn. Ayes - 3 - Nays - 0.
The meeting adjourned at 7:40 o'clock p.m.
