HomeMy WebLinkAbout10/17/1977CITY 0FAPPLE VALLEY Dakota County, Minnesota October 17, 1977 Minutes of the special meeting of the City Council of Apple Valley, Dakota County, Minnesota, held October 17, 1977, at 9:30 o'clock p.m., pursuant to due call and notice thereof. PRESENT: Mayor Branning; Councilmembers Fitzsimmons, Hayes, Holton, and Savanick; Clerk Asleson. ABSENT: None. Mayor Branning called the meeting to order at 9:30 p.m. and stated the purpose of the meeting was to further consider ambulance service proposals, which was deferred from the Council meeting of October 13th, 1977. Couucilmember Holton outlined the contents of the ambulance service proposal submitted to Apple Valley on August 2nd, 1977, as modified in a joint letter dated October 11th, 1977, from Smith Ambulance Service and Fairview-Southdale Hospital. The original proposal of Smith was for an annual per capita subsidy from the Cities of Farmington, Apple Valley, Lakeville and Burnsville of $1.74. The October 11th, 1977 letter, which included Fairview-Southdale Hospital, reduced the communities obligation to $1.00 per capita with Fairview-Southdale Hospital agreeing to pay the other $.74 per capita. Holton further stated he had been informed that the Dakota Community Health Center officials had a meeting on October 15th, 1977, and decided they could not participate with Midwest MedmKab, Inc., (Dakota Ambulance Service) on a subsidy basis. Clerk Asleson advised the Council that, in accordance with the joint agreement earlier this year among Farmington, Apple Valley, Burnsville and Lakeville, proposals for ambulance service had been received on August 2nd, 1977, and, in addition to the proposals received from Smith Ambulance Service and Dakota Ambulance Service, a proposal had also been received from Divine Redeemer Hospital. The proposals were summarized in the tabulation sheet dated August 4th, 1977, a copy of which had previo~sly been distributed to the Council, together with the October 11th, 1977, joint letter from Smith Ambulance Service and Fairview-Southdale Hospital. In accordance with the Joint agreement among the Cities the Council was advised it was the joint recommendation of the chief administrative officials of the four involved Cities that the proposal of Smith Ambulance Service, as originally received and modified on October 11th, 1977, be accepted provided that Smith Ambulance Service agree to staff all ambulance units with paramedics and subject to Agreement by each of the City Councils and Smith Ambulance Service of a final contract. MOTION: of Holton, seconded by Hayes, to approve the Smith proposal, as outlined above, except the condition addedby the chief admin- istrative officials that all units be staffed by paramedics be deleted, subject to final approval of an official contract. Ayes - $ - Nays - O. APPROVE SMITH AMBULANCE PROPOSAL MOTION: of Fitzsimmons, seconded by Hayes, that the chief administrative officials consider the following either in the official contract or by obtaining other documentation: A. That response time for any call in Apple Valley shall not exceed a maximum of ten minutes. C. That a statement be obtained from Smith Ambulance Service stating that they are an equal opportunity employer. MOTION: of Hayes, seconded by Savanick, to amend item B in the above motion by deleting the words a maximum: and inserting in lieu the words an average". Ayes - 2 - Nays - 2 (Fitzsimmons and Savanick) Abstentions - 1 (Branning). Vote on the original motion: Ayes - 5 - Nays - 0. MOTION: of Holton, seconded by Fitzsimmons, to adjourn the meeting. Ayes - 5 - Nays - 0. The meeting adjourned at 10:57 o'clock p.m.
