Call to Order The meeting was called to order at 3:00 p.m. by Chair Arthur Zimmerman Members Present: Linda Dolan, Nick Francis, Charles Grawe, Matt Saam, Joe Shaw, Arthur Zimmerman Members Absent: Consultants/Alternates Present: Brandon Anderson, Assistant City Engineer Others Present: 2. Approval of Agenda MOTION: Mr. Zimmerman moved, second by Mr. Grawe to approve the agenda as presented. Motion passed 6-0. 3. Audience Items There were no audience items. 4. Approval of September 9, 2015 Minutes MOTION: Mr. Francis moved, second by Mr. Zimmerman, to approve the Minutes of September 9, 2015 as presented. Motion passed 5-0 (Mr. Saam abstained). 5A. Request for Speed Warning Signs at 144th St and Everest Ave Mr. Anderson presented a request for speed warning signs in the neighborhood where there was a previous request for signage specific to an autistic child. The resident has expressed concerns over traffic volumes and traffic speed. The road design does meet warrants for 20 mile per hour speed warning signs. MOTION: Mr. Grawe moved, second by Ms. Dolan, to recommend installation of the speed warning signs as recommended by the engineer. Motion passed 6-0. 5B. Review of Speed Data at Garden View Drive and Hyland Ave Mr. Anderson explained that a resident has expressed concern over cut through traffic on Hyland Avenue. The Public Works Department conducted a traffic study of the roadway and found average daily traffic volumes between 184 and 250 vehicles. This is a low volume level. The 85th percentile speed was between 20 and 22 miles per hour. This is a low speed level. The engineer recommended continuing to monitor the area and use additional enforcement activity if necessary. 5C.Requests for Stop Signs and Signals 1. Sign at Garrett Ave and 146th St Mr. Anderson presented the request for a stop sign at a three-way, T- intersection. 146th Street comes to a T with Garrett Avenue and does not have a stop sign. Right-of-way rules guide that the higher volume roadway (Garrett)would have the right-of-way. While there were eight crashes over the last three years, it does not meet the warrant for a sign based on traffic volume. However, it does meet the warrant for a sign based on right-of-way rules and proximity of similar three-way intersections with stop signs in the area. MOTION: Ms. Dolan moved, second by Mr. Zimmerman, to recommend the installation of a stop sign on 146th Street. Motion passed 6-0. 2. Sign at Oakwood Road and Strese Lane Mr. Anderson presented the request for an all-way stop at a three-way, T- intersection. Oakwood Road currently comes to a T at a stop sign with Strese Lane. Strese Lane has the right-of-way and does not stop. The intersection does not meet crash or volume warrants for an all-way stop. Mr. Anderson did not recommend installation of the stop signs. The Committee took no action but requested the Police Department to deploy Car 54 in the area. 3. Signal at 132nd Street and Galaxie Avenue Mr. Anderson presented the request for a traffic signal at the intersection. There have been seven crashes at the intersection in the past three years and three crashes involving bicycles or pedestrians in the past 10 years. Because of its proximity to the controlled intersection of Galaxie Ave and McAndrews Road, this intersection does not meet the spacing guidelines for a signal. However, the traffic volumes are very near the warrants for a signal. Mr. Anderson recommended conducting a traffic study of the entire Galaxie Avenue corridor. MOTION: Ms. Dolan moved, second by Mr. Grawe, to recommend the Public Works Department conduct a traffic study of the entire Galaxie Avenue corridor between County Road 42 and McAndrews Road. Motion passed 6-0. 5D.Resident Concern about Speeding on Elm Drive Mr. Anderson presented a concern about vehicle speed and pedestrian conflicts on Elm Drive. The roadway has low vehicle volumes, but pedestrian conflicts are likely as it is used as a route to a local elementary school and there are no sidewalks in that neighborhood. The roadway is scheduled for reconstruction in 2020 and sidewalks could be added relatively easily at that time. The City's policy for new sidewalk installation in existing neighborhoods is for the adjoining property owners to pay for the sidewalks. Mr. Anderson recommended deploying the driver feedback signs and increasing enforcement in the near term. He said the sidewalk issue could be discussed with the neighborhood at the time of the reconstruction meetings. MOTION: Mr. Zimmerman moved, second by Ms. Dolan, to recommend the deployment of the driver feedback signs and increased enforcement as recommended. Motion passed 6-0. 5E.Request for Pavement Marking on Johnny Cake Ridge Rd North of CSAH 38 Mr. Anderson reported that there have been some crashes on Johnny Cake Ridge Road. Modifications to pavement markings and relocation of a misplaced sign may help reduce the accidents. He recommended removing the misplaced sign and modifying the pavement markings. MOTION: Mr. Zimmerman moved, second by Ms. Dolan, to recommend the removal of the misplaced sign and modification of the pavement markings as recommended. Motion passed 6-0. 5F. Review Garden View Driver Feedback Data Mr. Anderson presented the data from the driver feedback signs. The data was consistent with past collected traffic data. 5G.Approve 2016 Meeting Schedule The proposed 2016 meeting schedule includes January 13, March 9, May 11, July 13, September 14, and November 9. MOTION: Mr. Zimmerman moved, second by Mr. Francis, to set the 2016 regular meeting schedule as proposed. Motion passed 6-0. 6A.Other Traffic Concerns Communicated to the City of Apple Valley Police Concerns Mr. Francis reported that the department purchased a new special enforcement team car that will blend in with traffic better. He also said the City has received noise complaints from the use of engine brakes, also known as Jake Brakes. The City Attorney is researching how and if the noise ordinances can be enforced for this type of activity. Public Works Concerns Mr. Saam said he received a concern about traffic on Pennock Avenue and will research the issue for the next meeting. 6B.Educational Issues Ms. Dolan asked the Police Department to consider restoring annual car seat clinics. Ms. Dolan said AAA is interesting in holding an educational campaign on the dangers of drug-influenced driving. This is in response to evidence that many people with alcohol in their systems also have taken other drugs as well. Ms. Dolan said the Eastview DECA team won an award for its driver's education parental initiative. 7. Adjourn MOTION: Mr. Zimmerman moved, second by Mr. Grawe, to adjourn. Motion passed 6- 0. Meeting was adjourned at 4:30 p.m.
