PRESENT: Parks and Recreation Advisory Committee Chair Lee Strom; Committee Secretary Patrick Sullivan; Committee Members,Noel Hammill,Boyd Montgomery, Jessica Montgomery, and Brenton Schulz, Parks and Recreation Director Barry Bernstein; Park Superintendent Tom Adamini; Recreation Superintendent Scott Breuer; Valleywood Manager Jim Zinck; Arena Manager Brian Christianson; Department Assistant Dorene Perkins Monn. ABSENT: None ITEM 1. Committee Chair Strom called the meeting to order at 7:00 p.m. ITEM 2. Approval of Agenda MOTION: by Montgomery, seconded by Sullivan to approve the agenda as presented VOTE: Yes—6, No—0 Audience— 10 Minutes Total Time Limit—For Items Not on the Agenda No one present to speak. ITEM 4. Approval of the September 2015,Minutes. MOTION: by Hammill, seconded by Schulz,to approve the September 3, 2015,meeting minutes as presented. VOTE: Yes—6, No—0 ITEM 5.A. Agenda Items—Hayes Arena- Advertising Arena Manager Christianson presented information on advertising history and upcoming advertising opportunities for Hayes Park Arena locations. An advertising pamphlet covering options and costs was presented to the Committee. The Parks and Recreation Department is starting at Hayes Park Arena and potentially venturing to system-wide advertising opportunities. MOTION: by Schulz, seconded by Sullivan, recommending acceptance of the advertising proposal as presented. VOTE: Yes— 6, No—0 - 1of4- CITY OF APPLE VALLEY PARKS AND RECREATION ADVISORY COMMITTEE November 5,2015 ITEM 5.B. Agenda Items—Kelley Park Discussion Director Bernstein announced the December 3, 2915,public open house discussion to be held at the Apple Valley Senior Center beginning at 6:30 p.m. WSB Engineering consultant team will be accepting suggestions for Kelley Park conceptual plans. MOTION: by Sullivan, seconded by Hammill, deeming December 3, 2015, Kelley Park Discussion as a Special Meeting of the Parks and Recreation Advisory Committee, the purpose being informational in nature. VOTE: Yes— 6, No—0 ITEM 5.C. Agenda Items—Youth Athletic Association Status Report Recreation Superintendent Breuer notified the Committee that Valley Athletic Association and Eastview Athletic Association have initiated merging of the two youth athletic associations. The restructured association will be coordinated by a single Board starting in January 2016. ITEM 5.D.1. Agenda Items—Division Updates and 2016 Fee Schedules-Valleywood Director Bernstein congratulated Valleywood Manager Zinck and his staff on the naming of Valleywood Golf Couse as the 2015 Minnesota Golf Association's(MGA)Golf Course of the Year. Not to be confused with the Minnesota Public Golf Course Association(MPGA), of which Valleywood is a member, the Minnesota Golf Association is the umbrella organization of all Minnesota golf courses. The MGA award plaque was presented to the Committee. Valleywood Manager Zinck gave a review of recent events held at the golf course, including a cross-country section qualifying event with approximately 300 participants and 700 spectators. The proposed 2016 fee schedule was presented. MOTION: by Hammill, seconded by Sullivan,recommending acceptance of the 2016 Valleywood Golf Course fee schedule as presented. VOTE: Yes—6, No—0 ITEM 5.D.2. Agenda Items—Division Updates and 2016 Fee Schedules -Arena Arena Manager Christianson presented an update of Arena operations. Learn-to-Skate participation is up approximately five percent from last year. Open Skate sessions are scheduled Sundays 3:30 p.m.—5:00 p.m. at the Sports Arena and Thursdays 11:00 a.m.— 12:30 p.m. at Hayes Park Arena. Concession sales at both arenas are now handled by City -2of4 - CITY OF APPLE VALLEY PARKS AND RECREATION ADVISORY COMMITTEE November 5,2015 staff. The first of four youth association tournaments for the season is scheduled for Thanksgiving weekend. Staff is recommending no fee changes for the 2015-2016 season. MOTION: by Sullivan, seconded by B. Montgomery,recommending acceptance of the 2015-2016 Arena fee schedule as presented. VOTE: Yes—6, No—0 ITEM 5.D.3. Agenda Items—Division Updates and 2016 Fee Schedules-Recreation Recreation Superintendent Breuer gave a report on 2015 pool operations. He reported the best aquatic season to date, an all-time high. A stored value card is being researched through the City's recreation software provider. Shoe recycling program November 9— 15, 2015. A collection receptacle will be placed in the Hayes Park parking lot. Staff's recommendation is to increase 2016 fees of the Apple Valley Family Aquatic Center "up to 10 admission"punch card, Redwood outdoor pool's daily admission rate, and Open Gym program fees(see proposed fee schedule). MOTION: by B. Montgomery, seconded by Sullivan,recommending acceptance of the 2016 Recreation fee schedule as presented. VOTE: Yes—6, No—0 ITEM 5.D.4. Agenda Items—Division Updates—Park Maintenance Park Superintendent Adamini presented a recap of maintenance projects; including Quarry Point Park field top-dressing, Field#7 lighting project, volunteer tree planting, Delaney Park building wall replacement, and Johnny Cake Ridge Park West hockey rink replacement. November 2015—January 2016 three-month maintenance project list was reviewed. ITEM 5.E. Agenda Items—Approval of the 2016 Meeting Schedule MOTION: by Hammill seconded by Sullivan, approving the 2016 Meeting Schedule as presented—first Thursday of January, March May, September, and November,plus July 21. VOTE: Yes—6, No—0 ITEM 6. Adjourn - 3of4 - CITY OF APPLE VALLEY PARKS AND RECREATION ADVISORY COMMITTEE November 5,2015 There being no further business, the Parks and Recreation Advisory Committee meeting was adjourned.
