HomeMy WebLinkAbout03/12/1975CITY OF APPLEVALLEY Dakota County, Minnesota March 12, 1975 Minutes of the meeting of the City Council of Apple Valley, Dakota County, Minnesota, held March 12, 1975, at 7:30 o'clock p.m. PRESENT: Mayor Largen; Councilmen Branning, Hayes and Holton; Clerk Asleson. ABSENT: Councilman Garrison. The mayor called the meeting to order at 7:30 p.m. All residents in attendance took part in the pledge of allegiance to the flag and Mayor Largen gave the invocation. The Mayor explained that Councilman Garrison was representing the Mayor and Council at a County Board meeting in Hastings this evening. Mayor Largen welcomed Girl Scout Troop No. 135 as guests at this evening's meeting. MOTION-:-of~ Branning~ seconded by Holton, approving the minutes of the ~-meeting of February 26th, 1975,-as written. Ayes - 4 - Nays FEB. 26, 1975 MINUTES Further consideration on non-returnable containers was tabled per request of the League of~Women Voters~ Golf Course clubhouse lease agreement discussed with Attorney McMenomy. No action ap- propriate at this time but hopefully something firm will be forthcoming from the petitioner in time for the Council's March 26th meeting. MOTION: of Holton, seconded by Hayes~ to pass Resolution No. 1975-30 RES. 1975-30: _ ~. canceling an ambulance bid to S & S and awarding said bid to AMBULANCE BID the next lowest bidder, Miller Meteor, in the amount of $15,479.00. _Ayes 4~- Nays - O. John Voss related the Planning Commission's recommendation on the road pattern for the senior, high school area. John Gretz commented on the results of a meeting with the School district. Lee Drogemueller, representing School District 196, commented on the School Board review at its meeting last Monday and that they still preferred Hayes Road to be completed to County Road 42. MOTION: --of 'Holton~ seconded by Hayes to accept the Planning Commission's recommendation to' pursue completion of 145th street to Hayes Road and Hayes Road north from the Westview entrance to 140th Street. RD. 42 PATHWAY _ 'i aN easement for the walkway related to 84 County Road 42, subject to conditions A and B of the attached memo dated March 5th, 1975, from John Gretz. Ayes - 4 - Nays - O. Old Town Hall Site - discussion on plan amendment and further communication with Trans Union. MOTION: of Branning, seconded by Holton, to authorize the Engineer to PRELIM. REPORT ' '~ prepare a preliminary utility report for the above mentioned OLD TOWN HALL - area related to the required trunk eXtensions only. Ayes - 4 - Nays - O. Macro - Planned Development Agreement and Zoning - Council discussed the changes in the agreement. AGREEMENT MOTION: of Holton~ seconded.by Branning, to rescind the motion made at the meeting of October 9, 1974, passing the Ordinance No. 151, rezoning the above property to M-1 Planned Development, since said ordinance has not yet been published. RESCIND ORDINANCE 151 MOTION: of Holton, seconded by Branning, to adopt Ordinance No. 159 ORDINANCE 159 rezoning the North Half of the Northwest Quarter of Section 25 _MACRO REZONING to M-1 Planned Development. PERMIT MOTION; of Holton, seconded by Hayes, to approve Change Order No~ 2 CHANGE ORDER No. 2 to the Fairgreen Project 72-21, to provide fill with all costs PROJECT 72-21 in excess of $1,500.00 to be paid by 7-11, related to part 2 of the Change Order. MOTION: of Branning, seconded by Hayes, authorizing the Engineer to prepare a concept study for utility installation feasibility for large lots in areas of up to 30 percent slopes~ subject to an estimated cost of the study to be received from the Engineer and the payment of said costs to be made by Palomino Development in advance. Ayes - 4 - Nays - O. MOTION: of Branning~ seconded by , to authorize staff to pre- pare a concept plan for the area around Mt. Olivet Church to Cedar Avenue and 140th Street for determination of road accesses. No second. Motion died. January 1975 Utility Report received. Councilman Branning requested a status report on the Apple Valley Country Club. The Administrator commented on this. The lease agreement had been mailed out for signatures A meeting was set with the Attorney and Country Club Board for March 19, 1975, at 4:00 p.m. Councilman Hayes asked the Attorney where we stood on the Calistro condemnation award. Attorney McMenomy related that the City had filed an appeal. CITY OF APPLE VALLEY Dakota County, Minnesota March 12, 1975 Page - 4 Councilman Hayes also related that the interviewing for members of the Park Committee and the planning Commission were to be held Saturday of this week. councilman Branning commented on a meeting with the Chairman of the Library Board presenting the Board's position on the change of hours. The Chairman will attend the next City.Council meeting. MOTION: of Holton, seconded by Hayes, to approve the claims and bills, CLAIMS & BILLS Checks numbered 12908 through 13000, in the amount of $60~,759.39. Ayes - 4 - Nays - O.
