Minutes o~the meeting of the City Council of Apple Valley, Dakota County,.Minnesota,
held June ll~ 1975~ at 7:30 o'clock p.m.
PRESENT: Mayor Largen; Councilmen Branning, Garrison, Hayes and Holton; Clerk Asleson.
ABSENT: None.
Mayor Largen called the meeting to order at 7:35 p.m. All residents in attendance took
part in the pledge of allegiance to the flag and Councilman Branning gave the invocation.
Gerald Hegstrom, Zoo Project Coordinator, introduced Dewey Thorbeck of the Zoo Team-who
made a slide presentation of. the various buildings.and exhibits of the Zoo~ highlighting
the types of construction. According to Mr. Gretz~ building permits cannot be issued
until after consideration of the zoning and planned development agreement. He noted ~

the necessary building permits subject to detailed plan checks by the Building Inspector.
Public Hearing - 8:00 P.M. - Vacation of a portion of Hayes Road. Mayor Largen called
the hearing to order at 8:00 o'clock p.m. and read the affidavit.of publication. Mr.
Rosene commented on the present alignment of Hayes Road and the sight distance problems
on i~.' Mr. Asleson said the portion to vacated would be the middle, andaccess at ~
the east and..west ends of Hayes Road would remain open. There was much discussion on
what type Of-street, collector or residential, should connect Hayes Road and Garden View
Drive in this area. (Detail of hearing discussion attached.) The hearing was adjourned
at 9:00 p.m. for-two weeks until June 25, 1975~
The Council reviewed the first draft of the planned development agreement for the Zoo.
The changes discussed were acceptable to the Zoo~ but the agreement must be reviewed
by the Planning Commission and the Council will reconsider it at its special meeting of
June 18th, 1975.
Consideration of improvements for Timberwick and Heritage Hills Additions was tabled
until after the public hearings on these improvements are held June 25th~ 1975.
Mike Bassett commented on park purchase options in various planned development 'agreements.
The Park C0mmittee was asked to look at the Parkland option in the Wildwood agreement
which expires December 31st, 1975.

The Counci'l dliscussed planned uses for entitlement period 6 Revenue Sharing.FundS, such~
as opening day golf course expenses, Faith Park pathway,.V.A.A, equipment storage building
Inland park property and expanded police facilities. The Administrator said he has filed
ah appeal blithe amount of money because of the population factor used in determining the
amount. The Federal government is using a lower population estimate than that of the
Metropolitan ~ouncii. Councilman Branning questioned what kind of Policy might be set by
using the money for an individual organization's needs and tha~ capital expenditures
should be approved through bond issues. ~ ~

Robert Rosene commented on the installation of a guardrail along the Galaxie Avenue
pathway. It could be either steel plate or,cable and about 450 feet would be needed,
but whatever type is used there would be problems with snow plowing. Councilman Holton
said he did not think there is a problem now as long as Galaxie Avenue is still two lanes
of traffic. Councilman Garrison agreed and said whenGalaxie Avenue is widened to four
lanes, the guardrail should be reconsidered. No action was taken.

A draft of a resolution on the liquor policy and operating procedures at the Country
Club were received.
Councilman Garrison asked the other Council members and staff to review the suggested
names for the golf course so a selection could be made at the next meeting.
Consideration of Shakopee Sand & Gravel's 1975 permit was tabled.
A resolution from the Rosemount City Council was received by the Council suggesting the
name "ROSE-E-APPLE" for the golf course.

POLICE
RECRUITMENT
Mayor Largen said he received a letter from Mr.. Cornwell requesting the streets in Cedar
Knolls Mobile Horae Park become public streets. The streets there are narrower than City
specifications, but the City Attorney and Police Chief were requested to review Police
patrol of the streets.

Councilman Holton presented a draft of a suggested resolution on regular and special
Council meeting notices and also read some of the citizen's suggestions he received.
This will be considered at the next meeting.
CounciLman Branning said there will be a meeting of the State Energy Committee July 17th
and someone from Apple Valley should attend. He will have more specific information on
the meeting later.
CounciLman Branning reported on the Dakota County League of Municipalities meeting held
June 5th. There are l7 communities committed to joingin and 13 were present at the
meeting. Monthly meetings will have different topics and the annual meeting will be
held in February.
The Administrator asked if the Council wanted to have an asphalt or gravel pathway
along Long Lake. If will remain asphalt. Mr. Bassett will be meeting with Don Patten
of Thompson Construction on the grading of the pathway.
The Administrator also said a public hearing will be held at the Dakota County Government
Center June 19th at 7:30 p.m. on the County Thoroughfare Plan and a five-year system plan
will also be discussed. Councilman Holton will attend.

Councilman Garrison said he received a call from Mr. Baden of the Apple Bowl saying they
would like to reduce the menu planned to be served in the dining room. They will submit
a copy of the menu.

Detail of Public Hearing - Vacation of a Portion o£ Hayes Road
The question was asked whether any through street from Garden View to Hayes Road
would be open by the time the high school opens. Hayes Road in front o£ the
high school and 140th Street will be completed. Holton said the distance be-
tween 140th and 150th Street is too £ar to be without a through street connecting
Hayes and Garden View.
John Voss said the Planning Commission has not acted on the question o£ a through
street yet~ but does not like vacating Hayes Road completely. He also commented
on the Planning Commission's considerations for not wanting 145th Street extended
through to Garden View Drive and not upgrading Hayes Road £rom the 145th Street
alignment to County Road 42 because of the dangerous intersections.
John Voss showed a proposal for the Sauer property which has a connecting link
from Garden View to Hayes. It probably would be a collector street at first and
a£ter Hayes (north-south) has been upgraded~ it would be residential. Holton said
it should be a collector street and on a straighter alignment. Garrison agreed.
The ~ayor said he would not want to see houses directly facing a collector street.
Holton said the collector street should be installed before people moue in. He
also believes the 145th Street alignment to Garden View is the best option. This
alignment was moved farther north on the Sauer property because o£ a sewer easement.
~r. Romaine asked about leaving the middle part of Hayes Road open as a trail
£or bikes and pedestrains.
Bill Price o£ Suburban Engineering~ who is designing the Sauer proposal~ asked what
kind of street Apple Valley looking for between Garden View and Hayes and said
the plat could be redesigned again. Bob Rudolphi said the street through the
Sauer property should not be a collector street. High school traffic should
travel Hayes Road from County Road 42 where there are houses only on one side.
He also said the property could be served from Garden View and Hayes and any
through street should be for bikes and pedestrains only. ~r. Price said the
alignment shown on the proposal tonight matches the pipeline and sewer easements~
but they would have to check on the distance buildings must be set back from the
pipeline. Another plat layout that has been looked at showed a "T" intersection
which was more dangerous.
Branning said the determination of whether to encourage or discourage traffic in
the area must be made. James Nelson said the alignment of the street along the
pipeline was the best alternative the Planning Commission has seen thus far.
The hearing was adjourned until June 25th~ 1975.
