Minutes of the special meeting of the City Council of Apple Valley, Dakota County,
Minnesota, held October 27, 1975, at 7:00 o'clock p.m. set at the meeting of
September 24th, 1975.
PRESENT: Mayor Largen, Councilmen Branning, Garrison, Hayes and Holton;
Clerk Asleson.
ABSENT: None.
Mayor Largen called the meeting to order at 7:05 p.m. for the purpose of considering
the installation of storm sewer and sanitary sewer in the Farquar Lake area.
Councilman Holton said he has been studying the problem and is now convinced the
extra water in Farquar Lake is not due to development. This was an extremely wet
year and Farquar Lake has no outlet, but in the future there will be more runoff
into the Lake from the surrounding development. He believes the storm sewer and
lift station for pumping the Lake are necessary but would still like further infor-
mation on the need for sanitary sewer.
The Clerk reviewed the bids received October 24th, 1975, for installation of the
project. He said the entire package of the storm sewer and sanitary sewer force
mains and lift stations can be awarded; the storm sewer force main and lift station
with a storm sewer pump can be awarded; the storm sewer force main and lift station
with a sanitary sewer pump (which the City already has) can be awarded; or nothing
can be done.
The Clerk also commented on the difficulty o~ installing sanitary sewer laterals
to serve the property east and nocth of the Lake now. It could be done in the
future when more development occurs. The water quality monitoring tests that have
been done on the Lake show a very low coliform count so there is not an immediate
need for the sanitary sewer installation.
The question of how the project would be assessed was discussed. Part of the area
receives immediate benefit from the storm sewer installation and part of the area
will benefit ultimately, only after additional storm sewer pipe is installed in the
future to complete the system. The procedure for assessments will have to be
determined when the project has been completed and the City is ready to levy the
special assessments.
Councilman Holton asked if the sanitary lift station installed to serve as a storm
sewer lift station could effectively lower the level of the Lake. John Gretz said
yes it could but its capacity would not be as great as a storm lift station. He also
said the bid price received for the storm lift station was very good and it would
probably be much more in the future.
Councilman Branning said the homeowners in the area have said they do not want
sanitary sewer now so it should not be put in unless requested in the future.
Councilman Garrison said he believed the storm and sanitary sewer lift stations and
force mains should be installed now because of the cost saving.

John Houston suggested the area north and west of Farquar Lake could be served with
sanitary sewer via the sanitary sewer trunk in Pilot Knob Road and it is very possible
the area east of Farquar Lake may not develop for some time.
MOTION:
of Garrison, seconded by Branning, adopting Resolution No. 1975-
152 ordering Improvement Project No. 75-88 storm sewer force
main and storm sewer lift station for Farquar Lake area. Ayes -
4 - Nays - 1 (Hayes).
