HomeMy WebLinkAbout10/29/1975CITY OF APPLE VALLEY Dakota County, Minnesota October 29, 1975 Minutes of the special meeting of the City Council of Apple Valley, Dakota County, Minnesota, held October 29th, 1975, at 7:00 o'clock p.m. set at the meeting of September 24th, 1975. PRESENT: Councilmen Branning, Hayes and Holton; Clerk Asleson. ABSENT: Mayor Largen and Councilman Garrison. Acting Mayor Branning called the meeting to order at 7:03 p.m. The City Clerk opened the bids for $305,000 Improvement Bonds of 1975, Series B (General Obligation) with net interest rates as follows: Piper, Jaffray & Hopwood 6.851 percent; First National Bank of St. Paul 6.5912 percent; First National Bank of Minneapolis 6.689 percent; E.J. Prescott & Company 6.7542; and Dain, Kalman & Quail 6.71687 percent. The bids were then reviewed by the City's financial consultant, James Olsen of Juran & Moody. MOTION: of Hayes, seconded by Holton, adopting Resolution No. 1975-153 awarding the contract for street improvements in Heritage Hills Addition to Fischer Construction Company, the low bidder, in the amount of $29,562.50. Ayes - 3 - Nays - 0. RES. 1975-153 AWARD HERITAGE HILLS STREETS TABLE FARQUAR LAKE UTILITY BID AWARD MOTION: of Hayes, seconded by Holton, tabling consideration of the bid award for Farquar Lake area utilities until November 10th, 1975, so residents of the area may be present at the meeting. Ayes - 3 - Nays - 0. MOTION: of Holton, seconded by Hayes, authorizing Bonestroo, Rosene, STUDY OF LAKE Anderlik & Associates to prepare a study on the route of discharge ALIMAGNET of Alimagnet Lake in Apple Valley and the cost of such a project, DISCHARGE at a cost of up to $400 for the study. Ayes - 3 - Nays - 0. John Gretz said Burnsville has already prepared a study for its side of Lake Alimagnet and the Cities have agreed to participate in the cost of lowering the Lake, if it would be approved, on a runoff basis. MOTION: of Holton, seconded by Hayes, adopting Resolution No. 1975-154 RES. 1975-154 awarding the sale of $305,000 Improvement Bonds of 1975, Series AWARD SALE OF B (General Obligation) to First National Bank of St. Paul, the BONDS low bidder, at a net interest rate of 6.5912 percent and author- izing return of the good faith checks to the other bidders. Ayes - 3 - Nays - 0. MOTION: of Holton, seconded by Hayes, adopting Resolution No. 1975-155 RES. 1975-155 providing for the issuance of $305,000 Improvement Bonds of 1975 ISSUE BONDS Series B (General Obligation). Ayes - 3 - Nays - 0. The City Clerk reviewed a proposed assessment roll for Wildwood and the high school area utilities which are nearly complete and if assessed now the first collection year would be 1976. The proposed Timberwick 2nd Addition, Academy Village and part of the Carroll property are included in this project but not complete enough to be assessed until next year. He also noted that when the project has been completed, an adjustment to the assessment roll may need to be made. Ayes - 3 - Nays - 0. RES. 1975-156 ASSESSMENT PUBLIC HEARING MOTION: of Hayes, seconded by Holton, approving the development agree- A.V. EAST 2ND ment for Apple Valley East 2nd Addition with the addition of the AGREEMENT paragraph related to garages that is in the 1st Addition Agree- ment and providing for furnishing a letter of credit instead of a bond and authorizing the Mayor and Clerk to sign the same. Ayes - 3 ~ Nays - 0. MOTION: of Holton, seconded by Hayes, adopting Resolution No. 1975-157 RES. 1975-157 awarding the contract for water and sewer extensions in Apple A.V. EAST 2ND Valley East 2nd Addition to Q.R.S. Construction, Inc., the low UTILITY CONTRACT bidder, in the amount of $55,555.00 subject to Engineer's review and acceptance of the contractor's performance. Ayes - 3 - Nays - 0. The City Clerk presented the Civil Defense Project Application which includes proposals for four sirens to be located in park areas in the City and on the new fire station. Don Romain was present and said on Reflection Road they cannot hear the present siren. Roy Palm, Civil Defense Director, said a future siren is proposed for that area but not right now because of the low population density there. He also said once all four sirens are operating, they will probably will be able to hear them in that area. MOTION: of Hayes, seconded by Holton, authorizing the Civil Defense Project CIVIL DEFENSE Application to be forwarded to Dakota County for Approval. PROJ~ APP~ Ayes - 3 - Nays - 0. MOTION: of Holton, seconded by Hayes, authorizing John Gretz to attend a GRETZ - PLAN Plan Check Seminar spons6red by the National Conference of Build- CHECK SEMINAR ing Officials in Whittier, California, December 1st through 3rd, 1975. Ayes - 3 - Nays - 0. MOTION: of Holton, seconded by Hayes, approving Change Order No. 1 to the CHANGE ORDER 1 contract with McNamara-Vivant for Project 74-62 in the amount of PROJ. 74-62 $1,796.21 for a blacktop median on Granada at County Road 42 and extending the blacktop pad at the Public l~rks Garage. Ayes - 3 - Nays - 0. John Gretz said the Lions' Club sign on the Carroll property advertising bingo at the Westview Building had been removed because it is an advertising sign in an Agricultural District. The Council directed the Architectural Committee to review a directional sign for the Westview Building. The Clerk said the east-west portion of Hayes Road, where it meets 142nd Street Court, now has a bump on it because of the curb installation and a temporary barricade has been installed. Councilman Holton said he felt the road should remain open until the connect- ing street between Garden View Drive and north-south Hayes Road is constructed. It was suggested a small pad of asphalt be installed over the curb to make it passable. Councilman Hayes asked when 140th Street between Garden View Drive and Cedar Avenue would be open. The Clerk said some time after November 12th. It is now barricaded at each end, but not at Hayes Road. A barricade will be placed there. Smith at $2.81 per hour for the position of parttime Police-Fire Dispatcher, subject to a final interview by the Police Chief. Ayes - 3 - Nays - 0. RES. 1975-158 HIRE DISPATCHER MOTION: of Hayes, seconded by Holton, to pay the claims and bills, checks CLAIMS & BILLS numbered 14644 through 14660, in the total amount of $295,575.17 including $64,563.90 to W. & G. Rehbein Bros. for estimate number 9 on the golf course construction. Ayes - 3 - Nays - 0. MOTION: of Hayes, seconded by Holton, to adjourn. Ayes - 3 - Nays - 0.
