HomeMy WebLinkAbout08/04/1976CITY OF APPLE VALLEY Dakota County, Minnesota August 4, 1976 Minutes of the special meeting, set by the Council at its meetingof July 14, 1976, of the City Council of Apple Valley, Dakota County, Minnesota, held August 4th, 1976, at 7:00 o'clock p.m. PRESENT: Councilmen Branning, Garrison, and Hayes; Clerk Asleson. ABSENT: Mayor Largen and Councilman Holton. MOTION: of Garrison, seconded by Hayes, appointing Councilman Branning as APPOINT the Acting Mayor for this meeting. Ayes - 3 - Nays -0. ACTING MAYOR Acting Mayor Branning called the meeting to order at 7:00 p.m. The City Clerk opened the bids received for the City's $1,750,000 Improvement Bonds of 1976 from Piper, Jaffrey & Hopwood, First National Bank of St. Paul and White, Weld & Company. James Olsen, the City's financial consultant, tabulated and reviewed the bids. The City Clerk reviewed the'City's insurance coverages and said specifications asking insurance companies to provide proposals for insurance had been mailed to quite a few agents. He said only one proposal was received and it is from the City's present insurer, Home Insurance Company. He pointed out that though the rate increases have been tremen- dous, the present policy expires August 7th and recommends the Council award the insurance to Home and he will see if some amendments can be made in the rates. He also said he will also look into placing some items with different companies. MOTION: of Garrison, seconded by Hayes, awarding the City's insurance AWARD INS. coverages to Home Insurance Company, the only company proposing COVERAGE coverage at an annual premium of $44,823.50. Ayes - 3 - Nays - 0. After Mr. James Olsen cpmpleted his review of the'bids received for the bonds, he recommended award to the lowest bidder. MOTION: of Garrison~ seconded by Hayes, adopting Resolution No. 1976-127 awarding the sale of $1,705,000 Improvement Bonds of 1976 to Piper, Jaffrey & Hopwood, the low bidder, at a net interest rate of 5.9823% and authorizing the City Clerk to return the good.faith checks to the unsuccessful bidders. RES. 1976-127 BOND SALE BID AWARD · MOTION: of Hayes, seconded by Garrison, approving the specifications for Fire Department radios and authorizing advertisement for bids to be received. August 23rd, 1976, at 2:00 p.m. Ayes - 3 - Nays - 0. FIRE DEPT. RADIOS RES. 1976-128 JOHNNY CAKE EASEMENTS MOTION: of Hayes~ seconded by Garrison, adopting Resolution No.-1976-128 requesting Dakota County to dedicate the easements for the street right-of-way along its property for Johnny Cake Ridge Road. Ayes - 3 - Nays - 0. MOTION: of Hayes, seconded by Garrison, adopting Resolution No. 1976-129 RES. 1976-129 awarding the contract for Project 76-4, Chateau Estates utilities AWARD UTILITIES to Consolidated Plumbing Company, the low bidder, in the amount of PROJ. 76-4 $132,469.50. Ayes - 3 - Nays - 0. CITY OF APPLE VALLEY Dakota County, Minnesota August 4, 1976 Page - 2 The Council received a notice from the Metropolitan Transit Commission that it is can- celling the 5:05 p.m. return trip on route 32. This trip is being cancelled because there is usually only one rider. The return trip at 4:40 p.m. from Highways 494 and 100 will continue. MOTION: of Garrison, seconded by Hayes, adopting Resolution No. 1976-130 RES~ 1976-130 providing for installation of yield signs at various intersections YIELD SIGNS with I47th Street. Ayes - 3 - Nays - 0. MOTION: of Hayes, seconded by Garrison, adopting Resolution No. 1976-131 RES. 1976-131 designating a no parking area along the west side of Glazier NO PARKING ON Avenue south of 147th Street and ordering installation of no park- GLAZIER AVE. lng signs. Ayes - 3 - Nays - O. John Gretz commented briefly on the program for the proposed expansion of the Municipal Building. Lt. Lloyd Rivers reviewed the Police Department's needs and its growth over the past years and said they urgently need expanded facilities and additional space. Mr. Bud Peterson of Peterson, Clark & Associates, the project architects, said the study they have done will be helpful in making future projections, but the Council should consider doing as much of the construction now as possible because of continually increasing con- struction costs. The City Clerk also said a press conference was held yesterday and they reviewed the program books. MOTION: of Garrison, seconded by Hayes, approving the program for the pro- BLDG. EXPANSION posed expansion of the Municipal Building, prepared by Petersen, PROGRAM Clark & Associates. Ayes - 3 - Nays - 0. Councilman Garrison reported on a meeting of the Metropolitan Council's Land Use Advisory Committee. He said they are trying to keep the formula for distribution of land use ~ planning funds as simple as possible, 52.4¢ per capita of which 20% will go to counties for their planning needs and the balance to the municipalities. MOTION: of Hayes, seconded by Garrison, to adjourn. Ayes - 3 - Nays - 0. The meeting was adjourned at 7:53 o'clock p.m.
