PRESENT: Parks and Recreation Advisory Committee Chair Lee Strom; Committee Secretary Patrick Sullivan; Committee Members, Noel Hammill, Boyd Montgomery, Jessica Montgomery, and Brenton Schulz, Parks and Recreation Director Barry Bernstein; Park Superintendent Tom Adamini; Recreation Superintendent Scott Breuer; Valleywood Manager Jim Zinck; Arena Manager Brian Christianson; Administrative Coordinator Dorene Perkins Monn; City Planner Tom Lovelace; Traditions Development Representative Jacob Fick; EDI Representatives Steve Kuhns and Scott Black; Stantec Representative Marc Putman; WSB Representatives Samantha McKinney and Jeff Feulner; three members of the public. Approval of the January 2016, Minutes. MOTION: by Hammill, seconded by Schulz, to approve the January 7, 2016, meeting minutes as presented. VOTE: Yes — 6, No — 0 ITEM 8.A. Agenda Items — Apple Valley Presbyterian Seniors Project/Cobblestone Western Park Tradition Development Project Manager Fick presented information on the development coming to the western side of Cobblestone Lake and the proposed change in park location. The Cobblestone Development master plan community has been in progress since 2002. Part of the overall master plan has been to create an agreement with the City of Apple Valley to -lof5- CITY OF APPLE VALLEY PARKS AND RECREATION ADVISORY COMMITTEE March 3, 2016 provide a park system in Cobblestone, unique for the area, incorporating approximately a 34 acre park parcel across the property centered around the 32 acre lake that has dual trails around it, park/trail corridors leading out to the various areas of the neighborhood. Ultimately, connecting into regional trails system and Dakota County's North Creek Greenway trail system. Plans of the development include life -cycle housing. The western portion features senior housing that provides independent living, assisted living, and memory care. Tradition Development is partnering with Presbyterian Homes, a premier senior provider in the metropolitan area. They are one of the largest not -for -profit senior providers in the upper mid -west. To facilitate the senior housing building, movement of the park off the roundabout of 157a' Street to the north where the north trail comes in off Embry Way is required. Proposed park location map was provided. Tradition Development acknowledges the feel of the park will change but their intent is to have the same amenities, same land area, with some additional amenities in conjunction with the senior housing grant through Livable Communities and Met Council, as well as additional funds from Presbyterian Homes to help enhance the park. Tradition Development was previously approved for the Livable Communities grant with a different senior housing project. They've received an extension of the grant through the end of 2016. Representatives feel confident the Presbyterian Homes project will be approved for the grant. Project Manager Fick will work with City staff on the approval/grant application submittal. A definitive answer should be received before the park plan with options is brought back to the Committee. Proposed amenities include parking lot, restroom, picnic facility, picnic shelter, outdoor seating, and landscaping. The proposed outlot (park) is approximately 3.75 acres. Tradition Development is seeking Committee recommendation to move forward with the relocation of the park area. Following approval from the Parks and Recreation Advisory Committee, Tradition Development's plan is to submit a preliminary plat application next week that includes a four-story residential product with some look-out/walk-out elevations on the lake side. Intent is to break ground this summer. The project process entails Planning Commission review, re -zoning and Comp Plan amendment, public hearings, neighborhood meetings, to City Council approval. Committee recognized the new proposal is a much different look than what has previously been discussed over the last several years. Comments included that it is an excellent opportunity to have something substantial built in the city by a reputable company. MOTION: by Hammill, seconded by B. Montgomery, recommending the Presbyterian Homes project regarding Cobblestone Western Park move forward to the Planning Commission. VOTE: Yes — 6, No — 0 -2of5- CITY OF APPLE VALLEY PARKS AND RECREATION ADVISORY COMMITTEE March 3, 2016 ITEM 8.B. Agenda Items — Kelley Park Progress Report WSB & Associates, Inc., Landscape Architects McKinney and Feulner presented the Kelley Park proposed master plan. The plan includes concepts from input received at several community meetings and city staff. Reviewed background of the process, existing conditions, and current/planned development in the area. December 3, 2015, visioning public open house provided a list of high priority items. January 21, 2016, public open house revealed three preliminary concept major themes. After gathering feedback from the meetings, WSB & Associates created a proposed master plan for the park. Major components of the plan include re -location of the performance stage to the west, enlarged restroom facility, enlarged parking lot, and urban hydrology rain garden feature. Committee comments included the parking lot size/location, surface water runoff, performance stage area space, and park hours pertaining to the parking lot. Recognizing Kelley Park is a unique park. Questioning the potential future addition of property to the southwest. A project funding source has not been identified at this time. The plan is to enact a vision and work backwards to achieving that vision. MOTION: by Schulz, seconded by J. Montgomery, accepting general concepts/provisions of the Kelley Park master plan and moving it forward to City Council. VOTE: Yes — 5, No —1 (Sullivan) ITEM 8.C. Agenda Items — Dakota County North Creek Greenway County Road 38 Trail & Pedestrian Bridge Status Report Director Bernstein noted the North Creek Greenway Trail tree clearing work done along County Road 38 and through the Zoo property. ITEM 8.D. Agenda Items — Alimagnet Meeting Review Director Bernstein attended a Police Department sponsored neighborhood meeting. Residents had questions and concerns regarding Alimagnet Park. A lot of the issues entailed traffic to and from the park and large gatherings after school. He reported the neighborhood enjoys the park and reports few issues with the disc golf course users. Agenda Items — Regatta Park Director Bernstein noted a lot of proposed development movement around Regatta Park. No further update regarding the park at this time. ITEM 8.F. Agenda Items — Committee Elections By majority vote of the Parks and Recreation Advisory Committee, Lee Strom was elected Chair and Patrick Sullivan was elected Secretary. ITEM 8.G. Agenda Items — Year -End Report and Division Updates Director Bernstein presented the 2015 Year -End Report, a synopsis of the work accomplished by the Department. Recreation Superintendent Breuer highlighted areas of the Recreation Division — youth and family programs, adult athletics, senior center, aquatics, music concert series, and city celebrations. Park Superintendent Adamini presented the Maintenance Division's March — May 2016 three-month maintenance project list for review — routine activities and critical objectives. Arena Manager Christianson reviewed Arena operations — advertising within Hayes Park Arena, concession sales, recycling program, water bottle filling station, upcoming transition from ice to turf at Hayes Park Arena and ice to tennis at Sports Arena. Valleywood Manager Zinck noted the 2015 eight -month season. The course is approaching 34,000 rounds. Presented MGA award plaque, MN Golfer magazine, and 2016 MGA Media Guide. The magazine cover identifies Valleywood as the member club of the year, as well as includes course pictures throughout, and a news article. The media guide back features a photo of Valleywood and four -time player of the year Sammy Schmitz (previous Valleywood men's club member) who will be playing at Augusta National Masters golf tournament this year. Tradition Development, Presbyterian Homes and Services, and Essential Decisions, Inc. submitted an application requesting Comprehensive Plan amendments that will be considered by the City Council on April 28th, rezoning, subdivision, and site plan review/building permit authorization to allow for the construction of the 3-4 story building on approximately 12 acres, located at the intersection of 157th Street West and Cobblestone Lake Parkway. This proposal would also include shifting further north approximately 1.7 acres of future public park from the intersection of 157th Street. Several Cobblestone Lake residents spoke at the public hearing. Comments were expressed regarding massing of the building, building size and height, exterior materials, views from existing residential properties throughout the development and the shift of the park property. The applicant is currently reviewing the comments received and will be providing responses at the May 181h Planning Commission meeting. The applicant has provided the City with an image of the proposed building super imposed on an aerial photo of the area (below). This image and a series of photos from around the lake will be shared May 18th to assist the Planning Commission in further discussion and review of the application. Plant J Grow 4 Prosper Intentional Economic Development KELLEY PARK PLAYGROUND UPDATE Kelley Park playground resurfacing project has begun and should take about a week to finish. The project entails removing the existing individual rubber tiles and replacing the tiles with a seamless rubber mat. VALLEYWOOD PARKING LOT The Valleywood parking lot overlay project was completed Wednesday morning. Some curbing was replaced to assist with proper drainage, and a large section of the lot was completely removed due to excessive wear. The entire lot was overlaid with fresh asphalt.
