The Committee is a forum to hear citizen concerns regarding traffic and parking on City streets, as well as pedestrian and bicycle safety issues. The Committee also evaluates proposals for traffic control devices, signage, and striping and considers citywide traffic education and communication programs. The Committee encourages residents to bring their concerns forward and appreciates your efforts to help make our City a safer community. Specific traffic solutions may also have unintended and potentially dangerous consequences as there are often engineering and liability issues involved with traffic controls and roadway designs to consider. When evaluating resident concerns, the Committee follows a process that looks broadly at multiple possible solutions and utilizes the City's engineering resources to help determine the most appropriate solution for identified problems: 1) The concern is received. 2) Options are identified to address the concern. 3) Additional analysis of the options to determine engineering, legal liability, and financial constraints or issues may be necessary. 4) A recommendation is made. Traffic Safety Advisory Committee City of Apple Valley May 11, 2016 7:00 p.m. Municipal Center Minutes 1. Call to Order The meeting was called to order at 7:00 p.m. by Chair Arthur Zimmerman Members Present: Linda Dolan, Nick Francis, Charles Grawe, Fred Puente, Joe Shaw, Arthur Zimmerman Members Absent: Matt Saam Consultants/Alternates Present: Brandon Anderson, City Engineer Others Present: Mike Westereng 2. Approval of Agenda MOTION: Mr. Grawe moved, second by Mr. Francis to approve the agenda as presented. Motion passed 6-0. 3. Audience Items There were no audience items. 4. Approval of March 9, 2016 Minutes MOTION: Mr. Grawe moved, second by Mr. Puente, to approve the Minutes of March 9, 2016 as presented. Motion passed 4-0. (Ms. Dolan and Mr. Shaw abstained) 5A. Request for Signage, Stop Signs, and Signals 1. Mr. Anderson said the City staff identified a three-way stop condition at Finch Avenue and 1571' Street. This stop configuration may be warranted for the current condition, but would not be warranted when 1571i Street is extended later in the year. He recommended removing the stop sign in the project to meet warrants. As it was not clear under what authorization the original sign was installed, more research is necessary to determine the appropriate process for authorizing removal. MOTION: Mr. Grawe moved, second by Ms. Dolan, to recommend removal of the sign no longer meeting warrants pending determination of the appropriate removal authorization process. Motion passed 6-0. 2. A) Mr. Anderson said the City has received additional requests for permanent driver feedback signs. Requests have been received from Pennock Avenue, Palomino Drive, and 1401' Street. The City is in the process of researching effectiveness of permanent signs and rotated signs. The signs installed temporarily on Pennock Avenue have been turned off and collecting speed data in "stealth mode" to provide data on speeds with and without the sign being turned on. The data collection process had some technical problems that have limited data collection and results, but preliminary results suggest that the 851i percentile speed may possibly increase somewhere between 2 and 7 miles per hour when the signs are not on. Given the very limited amount of data collected, additional data needs to be collected to determine more accurately how much impact the signs have on speeds. B) Mr. Anderson noted that there has been a request for similar permanent feedback signs on Palomino Drive near the west border of the City. Palomino Drive and Pennock Avenue have somewhat similar road designs and functions. C) Mr. Anderson noted that a request was also received for permanent feedback signs on 1401i Street. This roadway is very different in its design and traffic volume. Mr. Anderson said that staff is currently studying a possible policy for the implementation of permanent feedback signs. Staff is currently collecting data on Palomino Drive which will include data with the signs active and inactive. Data is being collected over an extended period of time to eliminate seasonal speed variations. In the interim, Mr. Anderson recommended rotating the pole-mounted signs to Palomino Drive to collect speed data at that site. He recommended using the larger speed trailer feedback device on 1401i because the four-way road design hinders driver awareness of the smaller pole-mounted signs. 3. Mr. Anderson said a resident expressed concerns about traffic speeds in the area of Walnut Drive and Redwood Drive. Mr. Anderson recommended collecting traffic volume and speed data from the area surrounding Walnut Drive and Redwood Drive. The volume data could help identify if traffic is likely originating in the neighborhood or is coming from outside the neighborhood. 4. Mr. Anderson said a resident requested deer crossing signs on Palomino Drive. The Committee's consensus is that there are deer that live in pockets of many parts of the City, crossing many different roads, and there is not an identified herd issue that is unique to this instance. Because implementing such signs would set a precedent that would be used throughout the community, the Committee agreed that there would need to be evidence of abnormally high numbers of vehicle-deer crashes or other unique problems associated with the area to justify signs. 5B. Cut Through Traffic Compliant on Diamond Path West of Pilot Knob Road Mr. Anderson said he received a complaint of traffic cutting through on Diamond Path between Pilot Knob Road and McAndrews Road. This has been a source of complaints in the past and signal timing on Pilot Knob was adjusted to create a disincentive for cut-through behavior. Mr. Anderson said the complaint was just recently received and more time would be needed to collect data to determine if traffic volumes are actually increasing. 5C.Request for U-turn Signage on Galaxie Avenue at Fairlawn Mr. Anderson said he received a complaint about U-turns being made on Galaxie Avenue. Review of the area did not show the location to be a natural situation for U-turns to take place. It is more likely that the U-turns are related to drop-off and pick-up windows of time when traffic is prohibited from making certain turning movements at the Greenleaf Elementary School just up Galaxie Avenue from the location in question. The school traffic is likely forced to turn south when exiting the school and then makes the U-turn in order to travel to the north. The entire Galaxie Avenue corridor is under study this year. 6A.Other Traffic Concerns Communicated to the City of Apple Valley Police Concerns Mr. Francis said he received a question about on-street parking around the area of River Valley Church. Staff is currently reviewing the issue. Public Works Concerns Mr. Anderson said there have been concerns relating to street reconstruction activity. 6B.Educational Issues Ms. Dolan said she is working on locations for the signs provided by the AAA grant to promote driver awareness. She solicited sign design ideas from students at Eastview High School and presented some of the ideas. Ms. Dolan reviewed some presentation materials from the Metro Toward Zero Deaths Conference. 7. Meeting was adjourned at 8:08 p.m. Petition for the City of Apple Valley Traffic Safety Advisory Committee Statement of the Problem The Huntington Neighborhood of Apple Valley , bordering on McAndrew Rd. to the north, Pilot Knob to the east, 132nd to the south, and Everest Ave. to the west, has one CITY sidewalk to be shared by a neighborhood that has FOUR townhome complexes in it and a large single family neighborhood. This makes the area an above-average area for population density in the city which many pedestrians, young and old, use for walking with their children, their dogs or by themselves. Many children use this sidewalk during the school year when leaving Falcon Ridge Middle School and after being dropped off by ISD 196 busses. This sidewalk runs on both sides of Diamond Path through the neighborhood. Diamond Path also has a bicycle path on both sides of the road that is five feet wide on each side. In recent years, because of Apple Valley's growing population and the growing number of people in the neighborhood who have both acquired family dogs and taken up bicycling, we have had a large number of near misses of both people and dogs who have been nearly hit by passing bike riders who seemingly are unaware of the following law: Minnesota Statute 169.222 OPERATION OF BICYCLE, Subdivision 4, paragraph (d) states the following: "(d) A person operating a bicycle upon a sidewalk, or across a roadway or shoulder on a crosswalk, shall yield the right-of-way to anv nedestrian and shall give an audible si�nal when necessarv before overtaking and passing any pedestrian. Req uest Because of this the below signed resident petitioners of the aforementioned neighborhood are asking the City to: 1. Proposed Pedestrian only boundary. Make both the north and south side sidewalks of Diamond Path between I'ilot Knob and McAndrews Rd. a pedestrian only sidewalk with this caveat; allow children under 12 the right to ride their bicycles on the sidewalk if they are accompanied by an adult and that they and said adult have gone through training with the A.V. police department. and have been issued a "license" or sticker proving they know the law and how to apply it on the sidewalk when encountering a pedestrian. During that time we have seen the city become more populated and congested with both bicycle and pedestrian traffic. Our neighborhood is made up of both single family homes and townhomes so it is more densely populated than many suburban areas. We are also going through a transition our neighborhood with many empty nesters moving out and younger couples with children moving in. The seniors in the neighborhood , which 1 am one at 63 years of age, often have replaced children in their homes with beloved dogs which we walk on the ONLY sidewalk in the neighborhood. Many of the dog watchers in the neighborhood, which are MANY, have had close calls with bike riders on this only sidewalk for years because 99% of them do not give us the right of way nor do they give us an audible warning as they are supposed to by law. Dogs as you may know, even if they are on a short leash, can make a quick lateral movement that would put them in the path of these bikers often who are large adults going 10-15 mph on the sidewalk.
