Minutes
1. Call to Order
The meeting was called to order at 7:00 p.m. by Chair Arthur Zimmerman
Members Present: Linda Dolan, Nick Francis, Charles Grawe, Fred Puente,
Joe Shaw, Arthur Zimmerman
Members Absent: Matt Saam
Consultants/Alternates Present: Brandon Anderson, City Engineer

2. Approval of Agenda
MOTION: Mr. Grawe moved, second by Mr. Francis to approve the agenda
as presented. Motion passed 6-0.
3. Audience Items
There were no audience items.
4. Approval of March 9, 2016 Minutes
MOTION: Mr. Grawe moved, second by Mr. Puente, to approve the Minutes
of March 9, 2016 as presented. Motion passed 4-0. (Ms. Dolan and Mr. Shaw
abstained)
5A. Request for Signage, Stop Signs, and Signals
1. Mr. Anderson said the City staff identified a three-way stop condition at
Finch Avenue and 1571' Street. This stop configuration may be warranted
for the current condition, but would not be warranted when 1571i Street is
extended later in the year. He recommended removing the stop sign in the
project to meet warrants. As it was not clear under what authorization the
original sign was installed, more research is necessary to determine the
appropriate process for authorizing removal.
MOTION: Mr. Grawe moved, second by Ms. Dolan, to recommend
removal of the sign no longer meeting warrants pending determination of
the appropriate removal authorization process. Motion passed 6-0.
2. A) Mr. Anderson said the City has received additional requests for
permanent driver feedback signs. Requests have been received from
Pennock Avenue, Palomino Drive, and 1401' Street. The City is in the
process of researching effectiveness of permanent signs and rotated signs.
The signs installed temporarily on Pennock Avenue have been turned off
and collecting speed data in "stealth mode" to provide data on speeds with
and without the sign being turned on. The data collection process had
some technical problems that have limited data collection and results, but
preliminary results suggest that the 851i percentile speed may possibly
increase somewhere between 2 and 7 miles per hour when the signs are
not on. Given the very limited amount of data collected, additional data
needs to be collected to determine more accurately how much impact the
signs have on speeds.
B) Mr. Anderson noted that there has been a request for similar permanent
feedback signs on Palomino Drive near the west border of the City.
Palomino Drive and Pennock Avenue have somewhat similar road designs
and functions.
C) Mr. Anderson noted that a request was also received for permanent
feedback signs on 1401i Street. This roadway is very different in its design
and traffic volume. Mr. Anderson said that staff is currently studying a
possible policy for the implementation of permanent feedback signs. Staff
is currently collecting data on Palomino Drive which will include data
with the signs active and inactive. Data is being collected over an
extended period of time to eliminate seasonal speed variations. In the
interim, Mr. Anderson recommended rotating the pole-mounted signs to
Palomino Drive to collect speed data at that site. He recommended using
the larger speed trailer feedback device on 1401i because the four-way
road design hinders driver awareness of the smaller pole-mounted signs.
3. Mr. Anderson said a resident expressed concerns about traffic speeds in
the area of Walnut Drive and Redwood Drive. Mr. Anderson
recommended collecting traffic volume and speed data from the area
surrounding Walnut Drive and Redwood Drive. The volume data could
help identify if traffic is likely originating in the neighborhood or is
coming from outside the neighborhood.
4. Mr. Anderson said a resident requested deer crossing signs on Palomino
Drive. The Committee's consensus is that there are deer that live in
pockets of many parts of the City, crossing many different roads, and there
is not an identified herd issue that is unique to this instance. Because
implementing such signs would set a precedent that would be used
throughout the community, the Committee agreed that there would need to
be evidence of abnormally high numbers of vehicle-deer crashes or other
unique problems associated with the area to justify signs.
5B. Cut Through Traffic Compliant on Diamond Path West of Pilot Knob Road
Mr. Anderson said he received a complaint of traffic cutting through on
Diamond Path between Pilot Knob Road and McAndrews Road. This has
been a source of complaints in the past and signal timing on Pilot Knob was
adjusted to create a disincentive for cut-through behavior. Mr. Anderson said
the complaint was just recently received and more time would be needed to
collect data to determine if traffic volumes are actually increasing.
5C.Request for U-turn Signage on Galaxie Avenue at Fairlawn
Mr. Anderson said he received a complaint about U-turns being made on
Galaxie Avenue. Review of the area did not show the location to be a natural
situation for U-turns to take place. It is more likely that the U-turns are
related to drop-off and pick-up windows of time when traffic is prohibited
from making certain turning movements at the Greenleaf Elementary School
just up Galaxie Avenue from the location in question. The school traffic is
likely forced to turn south when exiting the school and then makes the U-turn
in order to travel to the north. The entire Galaxie Avenue corridor is under
study this year.
6A.Other Traffic Concerns Communicated to the City of Apple Valley
Police Concerns
Mr. Francis said he received a question about on-street parking around the
area of River Valley Church. Staff is currently reviewing the issue.
Public Works Concerns
Mr. Anderson said there have been concerns relating to street reconstruction
activity.
6B.Educational Issues
Ms. Dolan said she is working on locations for the signs provided by the AAA
grant to promote driver awareness. She solicited sign design ideas from
students at Eastview High School and presented some of the ideas.
Ms. Dolan reviewed some presentation materials from the Metro Toward Zero
Deaths Conference.
7. Adjourn
MOTION: Mr. Puente moved, second by Mr. Grawe, to adjourn. Motion
passed 6- 0. Meeting was adjourned at 8:08 p.m.
