Minutes of the May 5, 2016,Apple Valley Parks and Recreation Advisory Committee.
PRESENT: Parks and Recreation Advisory Committee Chair Lee Strom; Committee
Secretary Patrick Sullivan; Committee Members, Josh Gaffke,Noel Hammill,
Boyd Montgomery, and Brenton Schulz, Parks and Recreation Director Barry
Bernstein; Parks Superintendent Tom Adamini;Valleywood Manager Jim Zinck;
Arena Manager Brian Christianson; Administrative Coordinator Dorene Perkins
Monn; four members of the public.
ABSENT: Committee Member Jessica Montgomery
ITEM I. Committee Chair Strom called the meeting to order at 7:00 p.m.
ITEM 2. Approval of Agenda
MOTION: by B. Montgomery, seconded by Sullivan to approve the agenda as
presented
VOTE: Yes—6, No—0
ITEM 3. Audience— 10 Minutes Total Time Limit—For Items Not on the Agenda
No one stepped forward to speak.
ITEM 4. Approval of the March 2016, Minutes.
MOTION: by Sullivan, seconded by Hammill, to approve the March 3,2016,
meeting minutes as presented.
VOTE: Yes—6, No—0
ITEM 5.A. Agenda Items--Introduction of New Committee Member Josh Gaffke
Director Bernstein introduced and welcomed new Parks& Recreation Advisory Committee
Member Josh Gafflce. He moved to the community more than two years ago with wife and
daughter. He holds a degree in Recreation Management and is also a volunteer firefighter for
the City. The Committee welcomed Mr. Gaffke and thanked him for his service to the
community.

Chair Strom recognized Committee member Sullivan for his ten years of service on the Parks
and Recreation Advisory Committee with a volunteer recognition proclamation signed by the
Mayor and an apple award. Committee member Sullivan was thanked for his service to the
community.
ITEM 5.C. Agenda Items—Cobblestone Lake Western Park Update
Director Bernstein reported no movement of Cobblestone Lake Western Park. He directed
reference to the Economic Development newsletter included in the agenda packet for
information on the Presbyterian Homes senior facility update. Staff will be meeting with
Tradition Development in late May.
ITEM 5.D. Agenda Items—Cortland Neighborhood Park Update
Director Bernstein reported he and Parks Superintendent Adamini have met with developer
DR Horton. The City has not yet taken possession of the property. One of the issues is the
pond and its ability to hold water. Discussions continue. A neighborhood meeting will be
scheduled once the property is accepted.
ITEM 5.E. Agenda Items—Kelley Park Progress Report
Director Bernstein noted Kelley Park Master Plan is scheduled to go to City Council
Informal Meeting May 12, 2016. There is no funding source identified for the project.
The Kelley Park summer concert series is scheduled to begin Friday, June 3.
ITEM 5.F. Agenda Items—Division Updates
Arena Manager Christianson presented information regarding advertising at Hayes Park
Arena. Staff continues to actively seek additional advertisers. Turf season has wrapped up
for the season and revenues are higher than the previous two years. Hayes Park Arena locker
room discussions continue with the School District and the hockey associations. Staff
anticipates presenting information at an Informal City Council Meeting in mid to late
summer. The Committee thanked Arena manager Christianson for his work on the sale of
advertising.
Golf Course Manager Zinck noted the facility is very busy with the start of leagues.
Mother's Day brunch is scheduled Sunday,May 8. Staff reports it was very well attended
last year. Clubs for Kids golf club giveaway program will be held Saturday, May 14. As of
May 5, Valleywood is approaching 300 patron cards and approx. 130 season passes sold.
Former club champion Sammie Schmidts had an opportunity to play in the 2016 Masters in
Augusta in April and Valleywood has arranged to host his US Mid-Amateur trophy for
approx. a month. Staff worked with Public Works Dept. to get the parking lot overlay

completed. Parking lot lighting will be added. Staff noted the 2015 MPGA recognition has
raised positive awareness of the course.
Parks Superintendent Adamini presented a list of projects completed and in progress. Kelley
Park playground surface replacement has been done. Other items include dugout roofs,
backstops and player protection fences, add'l canoe rack, parking lots cleaned, spring
playground inspection, aquatic facility roofing, Austrian pines sprayed, lacrosse and soccer
fields painted,tournament prep work, pool start-up work, etc. Park Superintendent Adamini
thanked the Police Department volunteers for their work in painting the Delaney Park
building. He outlined the budget process and park dedication funding. Committee thanked
him for a great job.
Director Bernstein presented the Recreation division updates. Apple Valley's Recreation
Superintendent has taken a position with the City of Bloomington. The position has been re-
aligned and applications are being accepted for a Recreation Manager. A list of recreation
activities was reviewed. Some of these items include teen center programs, spring recreation
classes, summer recreation opportunities, pickleball and badminton programs, aquatic
staffing, facility usage, etc.
Reminder to the Committee:
• May 12, 2016— Informal City Council Meeting presentation of the Kelley Park
Master Plan,
• June 3, 2016—Kelley Park Concert Series begins,
• July 21, 2016 - Parks and Recreation Advisory Committee meeting and annual park
tour.
ITEM 6. Adjourn
There being no further business, the Parks and Recreation Advisory Committee meeting was
adjourned.

p.m.
