Minutes of the special meeting of the City Council of the City of Apple Valley,
Dakota County, Minnesota, held on July 1st, 1974, at 8:00 o'clock p.m.
PRESENT: Mayor Largen; Councilmen Branning, Cozine and Garrison; Clerk Asleson.
ABSENT: None.
Mayor Largen called the meeting to order at 8:00 o'clock p.m. and stated that
the purpose of the special meeting was to consider methods to safeguard, to the
extent possible, the storm sewer discharge in Keller Park as the discharge en-
ters Keller Lake.
The City Engineer, Robert Rosene, then explained the design for a concrete cover
for the discharge ditch that he prepared on June 29th, 1974, and indicated that
the estimated cost was $5,000. It was indicated that this plan was prepared as
a result of the accident that happened in the drainage ditch on June 2?th, 1974,
explaining that at the end of the pipe there was a hole 6.0 to 6.5 feet deep for
a distance of up to 20 feet from the end of the pipe and beyond that point as
the ditch approaches Keller Lake, the depth was variable up to approximately
three feet deep. Mr. Rosene noted that the depth in front of the pipe is ap-
parently the result of the difference between the level of the Lake and the
bottom of the storm sewer pipe being lower than the existing surface of the
Lake and that the pipe was installed in approximately 1965 at the depth at which
it exists because that depth is necessary to drain the South Apple Valley area.
MOTION: of Branning, seconded by Cozine, that an emergency does exist with
respect to the storm sewer discharge in Keller Park and based on the
plan presented by the City Engineer dated June 19th, 1974, there be
installed at the end of the storm sewer discharging in Keller Park a
concrete slab, 34 feet by 32 feet with the elevation of the slab be-
ing changed from the plan so it is not more than six inches above the
present water level in Keller Lake, that on the Lake end of the stab
there be installed a grate with six-inch spacing (removable if neces-
sary to clean out debris), that there be a hand rail 42 inches high
enclosed with wire mesh or chain link fence on the Lake end of the
slab and that said structure be constructed and erected as soon as
possible based on the Engineer's estimated price of $5,000 and the
City Clerk and Mayor are authorized to enter into a contract for said
construction with a company or companies to be recommended by the City
Engineer. Ayes - 4 - Nays - 0.
MOTION: of Branning, seconded by Cozine, that the meeting be adjourned.

Mayor Largen declared the meeting adjourned at 8:30 o'clock p.m.
