Minutes of the meeting of the Village Council, Village of Apple Valley, Dakota County,
Minnesota held January 10, 1973.
PRESENT: Mayor Largen; Councilmen Goodoien, Garrison, Branning and Pearsall; Clerk
Asleson
ABSENT: None
The Mayor called the meeting to order at 7:35 p.m. All residents attending took part
in the pledge of allegiance to the flag. Councilman Garrison gave the invocation.
Minutes
MOTION: of Pearsall, seconded by Branning, to approve the minutes of the meeting of
December 13, 1972 as written. Ayes - 4 Nays - O; Goodoien Abstaining.
MOTION: of Pearsall, seconded by Garrison, to approve the minutes of the meeting of
December 27, 1972. as amended. Ayes - 3 - Nays - O; Branning and Goodoien
abstaining.
MOTION: of Branning , seconded by Goodoien, to approve the minutes of the meeting of
January 3, 1973 as written. Ayes - 4 - Nays O; Garrison abstaining.
December Park report received.
December Public Works Report received.
Human Rights Commission report received. The Commission's "Affirmative Action Program"
will be forwarded tothe Council for review and discussion at the meeting of the 24th
January.
Discussion on Proposed procedure changes, Planning Commission and Village Council;
Ordinances #9 and #22. Attorney to prepare draft of proposed changes to the ordin-
Leanin' Tree Junction. The recommendations of the Planning Commission were discussed.
MOTION: of Garrison, seconded by Pearsall, to approve the preliminary plat for
Leanin' Tree Junction and authorize the Attorney to draft the agreement.
Ayes - 5 - Nays ~ 0.
MOTION: of Garrison, seconded by Pearsall to approve the preliminary plat of the
Lot subdivision of Lots 6 and 7, Farquar Lake Addition. Ayes - 5 - Nays - O.
MOTION:of Branning, seconded by Goodoien, to pass Resolution 1973-7, setting a
public hearing for February 7 1973 on Watrud 1st Addition. Ayes - 5 -
Nays - O.
MOTION: of Goodoien seconded by Pearsall, to pass Resolution 1973-8, setting a pub-
lic hearing for February 7, 1973, on Commercial PUD, for NE1/4 of Co. Rd. 42
and Cedar Avenue. Ayes - 5 - Nays - O.
Planning Commission minutes of December 20, 1972 received.
MOTION: of Goodoien, seconded by Pearsall, to pass Resolution 1973-9, pertaining
to the construction of I35E. Ayes - 5 - Nays - O.

The financial consultant discussed the financial status of the proposed golf course.
The attorney was asked to work on options, and the recreation director will work on
a proposal for the architect.
MOTION: of Pearsall, seconded by Branning, to pass Resolution 1973-10, authorizing
the Engineer to prepare a preliminary report on water extension to the
Trans Union property. Ayes - 5 - Nays - O.
MOTION: of Branning, seconded by Pearsall, to pass Resolution 1973-11, setting a
public hearing on proposed water extension for Trans Union, to be on February
14, 1973. Ayes - 5 - Nays - O.
MOTION: of Branning, seconded by Garrison, to authorize the attendance of John Gretz
at two schools and Councilman Goodoien at one. Ayes - 5 - Nays - O.
MOTION: of Pearsall, seconded by Garrison, to authorize advertisement for part time
help for the liquor store. Ayes - 5 - Nays - O.
MOTION: of Garrison seconded by Branning, to increase the salary of Henry Scott
in the amount of 15 per hour. Ayes - 5 - Nays - O.
MOTION: of Garrison seconded by Pearsall, to cancel the Council meeting of January
31, 1973. Ayes - 5 Nays O.
Councilman Branning mentioned a program being currently proposed between the area
churches called "Sheperd in the Streets". He also mentioned the parking problems
at Garden View Dr. and Baldwin Drive.
MOTION: of Pearsall, seconded by Branning, to pay the claims and bills; check #5666
thru #5707, in the amount of $174,785.72. Ayes - 5 - Nays ~ O.
MOTION: of Branning, seconded by Goodoien, to adjourn. Unanimously carried.
