Minutes of the meeting of the Village Council, Village of Apple Valley, Dakota County,
Minnesota held January 17, 1973.
PRESENT: Mayor Largen; Councilmen Goodoien, Branning, Garrison and Pearsall; Clerk
Asleson
ABSENT: None
The Mayor called the meeting to order at 7:05 p.m.
Police Report for December received.
Fire Marshal Report for December received.
Water Report for December received.
Gross payroll report for January 12, 1973 received.
MOTION: of Garrison, seconded by Goodoien, to pass Resolution 1973-12, requesting the
Postal Service to again review the possibility of additionel facilities for
Apple Valley. Ayes - 5 - Nays - 0.
MOTION: of Branning, seconded by Garrison, to authorize the Engineer to prepare
a preliminary report on the relocation of the frontage road and the lighting
plan for the County Road & Garden View Intersection, and be coordinated with
the County's signal plan. Ayes - 5 - Nays - O.
MOTION:of Branning, seconded by Goodoien, to pass Resolution 1973-13, setting a
Public Hearing related to the traffic signals and intersection improvements
at Co. Rd. 42 and Garden View for March 14, 1973. Ayes -5 ~ Nays - 0.
MOTION: of Garrison, seconded by Branning, to authorize the Engineer to prepare a
preliminary report on the Cedar Avenue walkway. Ayes - 5 - Nays - O.
MOTION: of Garrison, seconded by Branning, to accept the Administrator's recommen-
dation and authorize issuance of a purchase order for the Chevrolet for
the Police Department, in the amount of $3,631.37, thru Hennepin County
Purchasing. Ayes - 4 - Nays -1 (Goodoien).
MOTION: of Garrison, seconded by Pearsall, to approve the salary increases for
Gene Corrigan in the amount of $72. per month, Tom Wahl, in the amount of
$64. per month, and tohire Debra Halbert fall time as of January 27, 1973,
at amonthly salary of $309.00. Ayes - 5 - Nays - 0.
MOTION: of Pearsall, seconded by Branning, to pass Resolution 1973-14, splitting
the assessments for the liquor store property. Ayes - 5 - Nays - O.
MOTION: of Pearsall, seconded by Branning, to amend the minutes of the meeting of
January 3, 1973, to include the phrase that the Council may meet after
8:00 p.m. on the first and third Wednesdays when it is meeting jointly with
the Planning Commission. Ayes 5 - Nays - O.
Councilman Garrison reported he had talked with Howard Knutson and Ray Kempke, and
that Ray Kempe and Brad Pieper had introduced the split liquor bill into the house
this week.
MOTION: of Pearsall, seconded by Branning, to pay the claims and bills; check
#5708 thru #5761 in the amount of $1,343,079.76, and to hold check #5741
for a week. Ayes - 5 - Nays - O.

Councilman Pearsall left at this time.
Public Hearing, Planning Commission and Village Council o Proposed amendment to
Ordinance #22 for planned development in all zoning districts. The Mayor read
the affidavit of publication and called the hearing to order at 8:15 p.m. Mr.
Voss went over the proposed amendment. There being no further discussion, the
hearing was declared closed at 8:35 p.m.
MOTION: of Goodoien seconded by Branning, to adjourn. Unanimously carried.
