Minutes of the meeting of the Village Council, Village of Apple Valley, Dakota
County, Minnesota, held February 28, 1973.
PRESENT: Mayor Largen; Councilmen Garrison, Goodoien and Pearsall; Clerk Asleson.
ABSENT: Councilman Branning.
The Mayor called the meeting to order at 7:30 p.m. All residents attending took
part in the pledge of allegiance to the flag. Councilman Goodoien gave the
invocation.
Minutes
MOTION: of Pearsall, seconded by Garrison, to approve the minutes of the meeting
of February 14, 1973, as written. Ayes - 4 - Nays - O.
MOTION: of Garrison, seconded by Pearsall, to approve the minutes of the meeting
of February 21, 1973, as written. Ayes - 4 - Nays - 0.
Designation of Bicentennial Liaison - Council requested Mayor to do this.
Discussion on liquor license applications. It was decided that no application or
pre-applications be accepted prior to the liquor bill going through the legisla-
ture, after the referendum, and after the criteria has been set for this license.
Councilman Garrison requested to Administrator to prepare a form letter to this
extent.
Resolution from West St. Paul regarding Dakota County recycling plant - received.
Cigarette license for Valley Cleaners held.
Planning Commission minutes of February 7, 1973, received.
MOTION: of Garrison, seconded by Goodoien, to pass Resolution 1973-28 setting
a public hearing for March 21, 1973, on the Fischer Gravel Plan. Ayes -
4 - Nays - 0.
MOTION: of Goodoien, seconded by Pearsall, to pass Resolution 1973-29 setting-
a public hearing for April 4, 1973, for Nordic Properties planned devel-
opment. Ayes - 4 - Nays - 0.
MOTION: of Pearsall, seconded by Goodoien, to approve the final plat for Watrud
Ist Addition. Ayes - 4 - Nays - 0.
Rosemount's comments on the Apple Valley Village Comprehensive Plan - received;
to be discussed Friday.
The Administrator read an agreement between Dakota County and the Village regarding
the intersection at County Road 42 and Cedar Avenue. This agreement is applicable
to all Federal Aid Highway Improvements in the Village.
MOTION: of Garrison, seconded by Pearsall, to approve the agreement. Ayes - 4 -
Nays - 0.
MOTION: of Pearsall, seconded by Goodoien, to pass Resolution 1973-30, approving
execution by the Mayor and Clerk of the preceding agreement. Ayes -
4 - Nays - 0.

MOTION: of Pearsall, seconded by Goodolen, to adopt Resolution 1973-31, for grade
approval form for the Cedar Avenue-County Road 42 project. Ayes - 4 -
Nays - 0.
MOTION: of Garrison, seconded by Goodoien, to approve the building permit for
Southeide TV, subject to approval of the landscape and drainage plans.
Ayes - 4 - Nays - 0.
MOTION: of Pearsall, seconded by Garrison, to authorize the Engineer to prepare
a preliminary report on sidewalks on Garden View Drive North. Ayes - 4 -
Nays - 0.
Central Telephone Company - permit application for cable along Garden View Drive
North - held.
MOTION: of Garrison, seconded by Pearsall, to authorize the hiring of Ron Nelson
for Park and Recreation Department maintenance at a salary of $562.00 per
month as recommended by Jerry Bell. Ayes - 4 - Nays - 0.
The Park and Recreation Director informed the Council that there was a public hearing
tomorrow night on the Open Space Guide and he would be attending.
MOTION: of Garrison, seconded by Pearsall, to authorize the Engineer to prepare a
preliminary report on grading, utilities end paving of 145th Street from
Cedar Avenue to Pennock with curb and gutter. Ayes - 4 - Nays - 0.
The Administrator informed the Council that there has been a bill introduced to the
legislature regarding a gravel removal tax.
The Mayor mentioned the projects that were proposed for Apple Valley this year.
MOTION: of Garrison, seconded by Pearsall, to authorize the Engineer to prepare a
preliminary report for street widening, curb and gutter for 147th Street
from Granada to Cedar Avenue. Ayes - 4 - Nays - 0.
Councilman Pearsall reported on the meeting with Burnsville, etc., regarding the
Crystal Lake water situation.
He also mentioned that he had attended the 35E hearing and testified for Apple Valley.
According to Butler Engineering, the alignment of 35E through Dakota County has not
been changed.
Councilman Garrison commented on a letter he had received from Ray Lappegard regarding
the downtown stadium.
MOTION: of Garrison, seconded by Pearsall, to approve issuance of a transient mer-
chants license for Capital Portraits, Inc. Ayes - 4 - Nays - 0.
MOTION: of Pearsall, seconded by Goodoien, to pay the claims and bills, check
numbers 5986 through 6048 in the amount of $182,719.03. Ayes - 4 -
Nays - 0.
MOTION: of Goodoien, seconded by Garrison, to adjourn. Unanimously carried.
